UNDP has been providing strategic support to the National Disaster Centre (NDC), which is the lead agency for disaster risk management in PNG, to strengthen its position within the wider governance context of PNG. UNDP assisted the Government of PNG (GoPNG) strengthen the current DRM governance arrangements through revision of the National Disaster Risk Management Plan (NDRM Plan) that provides an institutional framework for DRM at all levels and paved the way for the revision of the existing DM legislation. UNDP’s also provides technical support to mainstream DRM in development processes and planning.  UNDP’s capacity building efforts at the national level is complemented by tangible risk reduction strategies in two high risk provinces.

UNDP has recently secured funding for a three year project that proposes to strengthen Disaster Risk Management (DRM) in Papua New Guinea.  The project is geared towards helping the Government of Papua New Guinea to strengthen its DRM capacities, enhance preparedness and reduce risks. The project has both national sub-national focus and will support interventions at the provincial and district levels to reduce vulnerabilities through strengthening of DRM systems and processes. The project also envisages enhancing the capacities within the country for better response and early recovery planning. In addition, the project also aims at assisting the GoPNG in developing a DRM framework in line with the Sendai Framework of Action. In view of UN OCHA’s planned departure and to continue the required ongoing support to the UN Resident Coordinator, UNDP will assume the humanitarian coordination role in addition to its overall responsibility to conduct operational activities for disaster mitigation, prevention and preparedness.

In line with the above, UNDP is recruiting a Project Associate to support implementation of the DRM project in PNG. The Project Associate will report directly to Project Manager, and will work in close collaboration with the personnel from the National Disaster Centre, other government agencies, private sector and civil society organizations, as well as with the UNDP Country Office operations and programme staff ensuring successful project management and implementation.

Devoirs et responsabilités

Under the direct supervision of the Project Manager, the incumbent shall work closely with the National Disaster Centre and other project team members to plan and implement the following:

  • Provide technical and operational support for the implementation of DRM project;
  • Provide administrative support to Project Management Team;
  • Facilitation of knowledge building and knowledge sharing including maintaining networks and build new partnerships.

Provides technical and operational support for the implementation of DFAT funded DRM project in accordance with UNDP Project and Operations Policies and Procedures Guidelines focusing on achievement of the following:

  • Support collection, analysis and presentation of relevant background information including policies, plans, strategies, reports and technical papers to support project implementation;
  • Assist in the timely preparation of quality reports including progress reports on a regular basis to the donor, UNDP and the other responsible parties;
  • Support Project Manager in organizing trainings, and when necessary, facilitating them;
  • In consultation with the Project Manager, update relevant sections of Atlas, including Risks, Issues and Logs on quarterly basis;
  • Assist Project Manager in coordinating field monitoring visits and evaluation missions;
  • Assist in preparing minutes of meetings and distribute documents as and when required; and
  • Support preparation of work plans, budgets including revisions as and when necessary.

 Provides administrative support to the Project Management Team focusing on achievement of the   following:

  • Contribute to the timely design of annual work plans and budgets for project including those from the pilot provinces and other responsible parties for implementation of activities;
  • Assist in reviewing quarterly expenditure reports, prepare required budget revisions including revision of project award and project status as and when required;
  • Support preparation of procurement plans and quarterly FACE forms including review of financial reports from project sites; and
  • Provide financial reports for the preparation of quarterly and annual project reports to donors including tracking and reporting on the use of those resources.

Facilitate knowledge sharing sessions and contribute to documentation of knowledge management products for the Unit focusing on achievement of the following:

  • Assist in preparing awareness and advocacy materials for the project including developing regular updates for UNDP and NDC websites;
  • Support Project Manager circulate educational information to relevant partners internally and externally;
  • Organise knowledge sharing sessions internally and externally;
  • Ensure partners’ requests for information and materials are provided in a timely manner;
  • Contribute to coordination and facilitation of stakeholder engagement activities in a timely manner;  and
  • Assist the Project Management Team maintain networks and build new partnerships.

Impact of Results:

  • The key results have an impact on the overall performance of the Project Management Team and success in implementation of project activities. Accurate analysis, data gathering and presentation of information to ensure proper project management.

Qualifications et expériences requises

Education:

  • Completion of secondary education;
  • University Degree in Public Administration, Science, Environmental Science/Studies, Social Science, or specialized trainings in emergencies, disaster risk management and/or climate change would be desirable, but it is not a requirement.

Experience:

  • Minimum of 7 years of progressively responsible project and administrative experience or 3 years with a Bachelor’s degree;
  • Familiar with development issues at the global, regional and national level including knowledge of donor policies and guidelines;
  • Demonstrated experience working with government, civil society organisations and knowledge of intergovernmental procedures is an advantage;
  • Working experience in the field of disaster risk management is an advantage;
  • Demonstrated experience in leading and organizing stakeholder consultations in complex environments;
  • Demonstrated ability to work with minimum supervision in a team environment involving different cultures;
  • Proven research and analytical knowledge and skills including extensive experience in report writing;
  • Experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint, Publisher etc);
  • Advanced knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language Requirements:

  • Fluency in written and spoken English;
  • Fluency in the pidgin language.
