Historique

The incumbent reports directly to an Assistant Secretary-General. He/she will have a second reporting line to a Under-Secretary-General (the Special Coordinator for the Middle East Peace Process). The incumbent:

  • Advises the Special Coordinator and DSC/RC/HC on humanitarian, developmental and related political issues, thereby informing decision- and policy- making.
  • Brokers agreements and promotes negotiations with and between the Government of Israel, Government of Palestine and other actors.
  • Spearheads inter-agency UNCT processes relating to policy, planning, programming and operational issues, promoting a ‘delivering as one’ approach.
  • Guides wider aid coordination efforts beyond the UN
  • Oversees the preparation of key public reports (e.g. Ad Hoc Liaison Committee and Gaza 2020), and inputs into other key UNSCO products (e.g. Security Council Briefings), thereby benchmarking progress, and recording UN positions on development issues on a regular basis.
  • Leads/manages the RC/HC Office.

1. Function / Expected Results

  • Advises the SC and DSC on politically sensitive issues, including approaches to be taken with key interlocutors, including the parties and member states.

2. Function / Expected Results
Brokers agreements and promotes negotiations with and between the Government of Israel, Government of Palestine and other actors.

  • Brokers and promotes the implementation of agreements between the Government of Palestine and the Government of Israel (e.g. the Gaza Reconstruction Mechanism);
  • Represent the United Nations in High Level Steering mechanisms for eg. Gaza reconstruction (Government of Israel, Government of Palestine); 
  • Forges agreements among all relevant actors, especially on high priority development projects or policies and the sequence of steps required to enable this.

3. Function / Expected Results
Spearheads inter-agency UNCT processes relating to policy, planning, programming and operational issues, promoting and ensuring a ‘delivering as one’ approach.

  • Supports the development of overall strategic vision and policy direction for the UN in the occupied Palestinian territory (oPt) and promotes this direction within the UN, with the parties and with member states (e.g. statebuilding agenda); 
  • Transforms policy direction into viable tasks and ensures the implementation of political and programmatic interventions; ; 
  • Oversees large scale UN planning processes such as the UNDAF, the UNCT work plans and UN Support Plan for the Transformation of the Gaza Strip; 
  • Advises UN agencies on Joint-Programming policies;
  • Liaises with non-resident agencies to represent their views, and ensures exchange of information, as well as with HQs;
  • Mobilizes funds for the programmatic work of the UN system..

4. Function / Expected Results
Guides wider aid coordination efforts beyond the UN

  • Advises the Government of Palestine, the UNCT, international donors etc. on aid coordination policy and approaches;
  • Designs and implements UN-system support to aid coordination at the sectoral and thematic level;
  • Serves as interface with the Local Aid Coordination (LACs) process;
  • Provides guidance on needs assessments in the aftermath of crises  as appropriate

5. Function / Expected Results
Oversees the preparation of key public reports (e.g. Ad Hoc Liaison Committee and Gaza 2020), and inputs into other key UNSCO products (e.g. Security Council Briefings), thereby benchmarking progress, and recording UN positions on development issues on a regular basis:

  • Oversees and where necessary drafts speeches, statements and briefings (e.g. contributing to monthly UN Security Council Briefing,  Statements and reports of the DSC and SC);
  • Manages the preparation of biannual UN report to the Ad Hoc Liaison Committee (an international donor forum in which both parties participate) and leads engagement with Government of Israel and Government of Palestine on recommendations identified therein; 
  • Oversees preparation of routine reports to the General Assembly and other ad hoc reports (e.g. Gaza 2020).

6. Function / Expected Results
Leads /manages the RC/HC Office.

  • Guides mission staff members in their daily work, including on positions to be taken in external meetings and negotiations;
  • Guides work of the Access Coordination Unit, and the Materials Monitoring Unit on reconstruction and political issues;
  • Ensures coordination between the humanitarian, development, and access operations across the UNCT;
  • Manages the RC/HC Office budget, including by ensuring that the budget is well monitored;
  • Mobilizes extra-budgetary funding for the Office, and leads the preparation of proposals for the allocation of RC and UNDGO funds;
  • Revises and clears documents prepared by staff, including for further review by the DSC and SC, such as talking points, draft papers and public documents.

Qualifications et expériences requises

Education: 

  • Master's level university degree or higher, in a related field such as but not limited to international relations, social sciences, political science, legal, economics, international development and/or management

Experience: 

  • A minimum of 15 years relevant work experience in one or several of key fields including recovery, development, humanitarian, political and/or transitional operations, including work experience in the field;
  • Extensive experience in providing high-level guidance on strategic communications, political developments and policy;
  • Extensive negotiation experience
  • Detailed knowledge of UN system policies, priorities, and programming especially in crisis situations;
  • Experience in joint programme development;
  • Substantial knowledge of aid effectiveness would be an asset.

Language Requirements: 

  • Fluency in English;
  • Working knowledge of Arabic and other UN languages is an asset.
