The Procurement Services Unit (PSU) within the United Nations Development Programme (UNDP) is in the process of re-aligning key policies and procedures providing guidance on procurement processes and functional distribution within the organization. The re-alignment reconsiders thresholds of procurement authority in the decentralized business context of UNDP, the optimal staffing capacity requirements and the introduction of appropriate risk management systems, implemented to strengthen procurement capabilities, and confidently position the organization to deliver effective results.

Under the overall guidance and supervision of the Chief of PSU and as part of the 2015-2017 Procurement Strategy implementation, the Data Management Analyst is responsible for generating relevant procurement data and implementing an integrated procurement data framework in support of Country Office efforts to align procurement capacities with programme delivery demands. The integrated data framework is a risk management approach in line with the principles of Enterprise Risk Management (ERM) and will encompass corporate and institutionalized standard methodology and tools to facilitate the assessment of UNDP’s country office procurement capacity, as well as recommend risk mitigation actions paving the way to ensure efficiency and best value for money in UNDP procurement actions.

The scope of work will include the design and implementation of a data collection and verification system to automate data extraction and formulate report presentations in the form of an integrated Procurement Dashboard on UNDP’s intranet. The presentation of the quantitative procurement information will allow for a “snapshot” view of Business Unit’s procurement status and capacity, thereby informing decision making and support efforts.
The Data Management Analyst will work in close collaboration with key PSU stakeholders to successfully deliver procurement data services.

Devoirs et responsabilités

Ensures elaboration and implementation of the procurement strategy focusing on achieving the following:

  • Development of LTA monitoring tool specifications;
  • Timely and proper preparation of data for IRRF indicator on global preparation of procurement plans;
  • Establish and implement proper monitoring system for the use of global LTAs to contribute to IRRF indicator data collection;
  • Establish and implement proper monitoring system for global supply chain sustainability criteria;
  • Provide inputs on procurement capacity for IDPA and FTP focal points;
  • Support for different activities that are assigned by the Chief of PSU that relate to the implementation of the procurement strategy.

Design the specifications for an integrated procurement data portal and ensure its delivery including the following:

  • Develop specifications for a corporate procurement planning platform, including the option for multi-level plans depending on the complexity and/or volume of the planned good, services or works, guidance in the planning process, and incentives for use;
  • Oversee procurement planning corporate tool pilot in UNDP region (to be selected) and make modification to tool and platform based on feedback from users;
  • Develop specifications for Procurement Capacity Assessment (PCA) automation, including global list of procurement risk ratings and automatically generated data visualizations (spider graph, areas of opportunity graph, and regional risk mapping graph);
  • Ensure the accuracy of ATLAS data by overseeing improvements to the ATALS data clean-up project, including the cleaning and streamlining of UNSPSC codes and improvements to the ATLAS PO module;
  • Establish a working group to discuss and develop standard operating procedures for including procurement services in initial project development and budgeting discussions;
  • Conceptualize, elaborate and design specifications for content of delivery portal including designing an interactive, dynamic, and engaging data platform experience;
  • Establish and maintain project document tracker from project conception through completion and launch;
  • Lead and participate in periodic meetings to monitor project deadlines and to ensure timely completion of project activities.

Design the specifications for an updated procurement notice site:

  • Develop communication message describing general function of ICs, including UNDP’s policy;
  • Revamp procurement notice site including design, layout, and presented information;
  • Establish standard operating procedures for IC applications;
  •  Establish specifications for linkage to UNDP job site.

Enables ease of interpretation of procurement data for cross departmental use to ensure fair and transparent processes by:

  • Developing a search function for the integrate data platform for OAI use;
  • Develop standard operating procedures for obtaining reference prices for goods in a CO and across multiple COs in a region.

Prepares analytic reports to interpret relevant procurement trends. Key components of reports should include:

  • Numerical and graphical trend analysis of procurement data;
  • Cleaning of procurement data (to the extent required) to ensure suitability for report analysis and strategy development;
  • Corresponding graphs, charts, and high level summaries that can be provided to senior management and relevant CO staff;
  • Mapping of content and prioritization of information from data sources to be included in reports.

Qualifications et expériences requises

Education:

  • Master’s degree in Business and Administration, Communications, Economics or other relevant fields; with particular focus on quantitative research methodology.

Experience:

  • Minimum two years of relevant experience at the national or international level in procurement management required;
  • Knowledge and experience with data collection, cleaning and inputting;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of web based management systems required;
  • Experience with procurement an asset.

Language:

  • English language fluency and excellent technical writing skills in English are required.
