The Lebanon Development Forum (LDF) is a grouping of international partners (bilateral donors, regional and multilateral organizations) that meets regularly under the co-chairmanship of the United Nations and the World Bank to coordinate and ensure the coherence of international efforts in Lebanon in support of stabilization and development priorities.

In the recent February 2016 conference in London on the Syrian crisis and its regional impact, the Government of Lebanon presented a paper which identifies medium to longer-term development priorities for addressing the protracted impact of the Syria conflict, and which complement ongoing humanitarian efforts. These include scaling up of education services, creation of sustainable economic opportunities and jobs for vulnerable populations (Lebanese and Syrian refugees) and rehabilitation/expansion of critical infrastructure. Parallel to this, significant new financing for Syria and the region was pledged by the donor community (over US$ 11 billion) for both humanitarian and development needs.

In an effort to contribute to the reflections and the dialogue with Government and other national stakeholders on the priorities and current challenges of economic growth, the labor market and job opportunities in the country, and to coordinate the efforts of international partners in this area, the LDF established a sub-group with three specific tasks:

  • Undertake an inventory and analysis of available data and initiatives regarding opportunities and challenges for economic growth and job creation and identify areas that carry potential for investment and short to medium term return;
  • Use this analysis to provide recommendations on how to stimulate economic growth and achieve job creation goals, and advise on the kind of strategies and targets that can be shared with the Government on implementing post-London commitments;
  • Develop recommendations on an outreach strategy by international partners with key stakeholders in Lebanon (target group and format/scope of consultations/dialogue).

The LDF sub-group will seek to complete this exercise by end June 2016. To that effect it is being proposed to hire the services of an Economic/Development Analyst to conduct the necessary research and collect the relevant data, working under the joint supervision of the UN Resident Coordinator’s Office and the European Union Cooperation Section.

Devoirs et responsabilités

Specifically, the Analyst will:

  • Conduct a comprehensive mapping and analysis of existing data, research and inquiries on economic growth and employment in Lebanon, with a focus on the 2011-2016 period. This mapping will provide a synthesis of the studies, objectives and findings, data-sets and ongoing and planned research; analyze the reliability of the data, the comparability of methodologies, ; and identify research and data gaps for developing appropriate policies for stimulating economic growth and promote employment;
  • Compile a baseline of relevant economic and employment indicators that can inform development of short to medium term priorities and strategies;
  • Compile an inventory of ongoing and planned projects and other forms of assistance (technical and advisory assistance, etc.) supported by international partners in Lebanon, highlighting the objectives, strategies and target groups (beneficiary and geographic); budget; implementation status; partnerships; and timelines;
  • Identify and map potential sources of, and instruments for, financing of economic growth and employment creation, including from the Lebanese private sector (banking and investment sectors) as well as international community (including grant financing and loans).

  • Familiarity and experience with economic data collection, research and analysis methodologies.

Qualifications et expériences requises

Academic Qualifications:

  • Advanced degree (masters or higher) in development, economics, or finance.

Years of experience:

  • At least 5 years of professional experience after the higher degree in an area relevant to the scope of work; experience working on economic issues and development in Lebanon (either in private sector, for government or international organizations) highly desired.

Language Requirements:

  • Fluency in Arabic and English required (knowledge of French is desirable to probe studies and research available only in French).
