In October 2011 the UN Secretary-General adopted a Decision on Durable Solutions and an accompanying Preliminary Framework on Ending Displacement in the Aftermath of Conflict (hereinafter: SG Decision). The Decision called for an inclusive and jointly developed strategy at country level involving humanitarian, development, human rights and peacebuilding actors; predictable, multi-annual financing and also called for guidance to stakeholders in developing durable solutions strategies for displaced persons and displacement affected communities. The publication of the Preliminary Operational Guide on Durable Solutions (hereinafter: the Guide) in January 2015 is an outcome of the latter.

The Global Cluster for Early Recovery (GCER) and the Global Protection Cluster (GPC) were tasked in the SG Decision with ensuring that technical staff that get deployed to support in-country crisis response have the necessary expertise in durable solutions. The current project to develop a robust training package on durable solutions for experts and operational stakeholders falls within this context and is also reflected in the ToR and 2016-2017 Activity Plan of the Technical Working Group on Durable Solutions, which was established under the GCER in February 2013 to roll out the SG Decision.

Developments that have taken place since the SG Decision in 2011 have led to the recognition that solutions for protracted displacement extend beyond durable solutions for returning IDPs and refugees. Furthermore, the average period of displacement currently being 17 years, displacement is no longer considered only a humanitarian issue. This is also acknowledged under the Sustainable Development Goals (SDGs), which provide a framework to ensure that no-one is left behind - including those displaced, and which emphasizes the need to collaborate and join forces with development actors in bringing about durable solutions to displacement. The same views were echoed during the World Humanitarian Summit that was held in May 2016 and which reinforced support from all stakeholders to go beyond meeting humanitarian needs, by moving from delivering aid to ending needs.

Devoirs et responsabilités

The objective of the project is to develop two training packages on durable solutions.

One package will target the training of operational stakeholders at country level. The target stakeholders of this training package will be Resident - and/or Humanitarian Coordinators (RC/HCs), the United Nations Country Teams (UNCTs), the Humanitarian Country Teams (HCTs); but also decentralized local government authorities and any other legitimate coordination body engaged in developing durable solutions to displacement.

The second training package will target technical experts who will be deployed to provide in-country support on developing durable solutions strategies, or to provide general technical guidance in establishing durable solutions.

The training packages will build on already developed training packages, such as the training modules on durable solutions by the Internal Displacement Monitoring Centre (IDMC) and training packages on durable solutions developed by the Regional Durable Solutions Secretariat (REDSS). The training modules will also draw from lessons learned and good practice examples from country level and regional/sub-regional initiatives on displacement with humanitarian and development partners, through the roll-out of the Guide on durable solutions and other efforts. The modules will additionally be informed by the outcomes of global processes on displacement, where relevant.

The modules should provide guidance on the development of durable solutions strategies, but also elaborate on concrete measures for implementing and monitoring durable solutions benchmarks at national level, decentralised, or local level.

The aim is to pilot the two training packages before the end of the consultancy term. ?The piloting of the training package for operational stakeholders will have the priority, if time constraints do not allow both training packages to be piloted before the end of the consultancy.

The training for operational stakeholders will be piloted in-country, at a location that will be determined in consultation with the consultant. The training for technical experts will be conducted in Geneva.

The training packages will be an open source and will be put at the disposal of all actors engaged in durable solutions initiatives.

 

Expected outputs and deliverables

The consultant will perform the following duties with corresponding deliverables under the overall supervision of the Team Leader Crisis Interface/Coordinator of the Global Cluster for Early Recovery, and under direct supervision of the ProCap Senior Protection Officer:

Output 1: Develop a training package on durable solutions for displacement targeting operational humanitarian and development stakeholder, which focuses on developing durable solutions strategies and on concrete measures for implementing and monitoring durable solutions benchmarks at national level, decentralised, or local level

Deliverable: A comprehensive and practical training package on durable solutions targeting operational stakeholders developed before 30 November 2016

 

Output 2: Pilot the training package targeting around 25 operational stakeholders in one field location

Deliverable: One in-country training on durable solutions for displacement to at least 25 operational stakeholders provided by 30 November 2016

 

Output 3: Develop a training package on durable solutions for displacement targeting technical experts, covering the scope of the training package for operational stakeholders, but also enhancing the knowledge and skills of the experts to provide concrete support in durable solutions initiatives and activities

Deliverable: A comprehensive and practical training package on durable solutions targeting technical experts developed before end December 2016

 

Output 4: Pilot the training package in Geneva targeting maximum 25 technical experts

Deliverable: One training in Geneva on durable solutions for displacement to maximum 25 technical experts provided by end December 2016

Compétences

General skills:

Qualifications et expériences requises

Education:

University Degree in Business or Public Administration, Economics, Law, Political or Social Sciences.

Experience:

  • Good knowledge of the international norms and principles relevant to the protection of and durable solutions for IDPs and refugees.

  • Substantial and operational experience in protection of and solutions for displaced people and displacement affected communities.

  • Familiarity with the mandates and operational roles of key inter-agency actors, NGOs engaged in protection, as well as development bodies/organisations engaged in durable solutions for displaced persons and displacement-affected communities.

  • Experience in developing training modules on durable solutions

  • Experience in developing policy and operational guidelines on complex issues

  • Direct experience in developing and operationalizing international and/or national strategies for durable solutions to displacement is preferred.

  • Good understanding of development issues

  • Experience in organising and facilitating trainings 

Languages:

  • Fluency in written and spoken English and French is required for this consultancy.

Evaluation of Applicants:

  • Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications?and a financial proposal.

    The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

    Technical criteria - 70% of total evaluation (divided in three sub-criterias: Education and Knowledge, Experience and Languages)

           Financial Criteria - 30 % of total evaluation
