Historique

Since 2012, an arrangement known as the Global Focal Point (GFP) for Police, Justice and Corrections Areas in the Rule of Law in Post-Conflict and other Crisis Situations therefore provides a united front for overall UN assistance in these areas. GFP allows United Nations entities to “deliver as one,” overcoming systemic fragmentation in the process and working together in the pursuit of one set of goals. By making the whole greater than the sum of its parts, the GFP arrangement achieves impact through joint approaches.

In Mali, all UN Rule of Law (RoL) actors joined in the GFP partnership to work together to create a joint five-year project to reduce conflict drivers.The three main RoL actors in Mali, UNDP, UNODC and?UNW, pre-exist the recent conflict, but were joined by MINUSMA Justice and Corrections, Human Rights Division and UN Police since 2014.

The Human Rights Division/Mali, amongst other is in charge of ensuring that a holistic protection mechanism is developed and provided to victims and witnesses directly involved in judicial proceedings.

Devoirs et responsabilités

Under the overall supervision of the Director of MINUSMA/ Human Rights Division, the protection officer will be expected to:

  • Provision of technical expertise to support the development and implementation of witness protection programme;
  • Support the establishment and functioning of protection mechanisms including an alert network and coordination mechanisms between national authorities, UN actors, CSOs and any other relevant actors;
  • Support state entities to review legal framework and strengthen institutional and staff capacity to protect victims and witnesses in line with mandated functions;
  • Identify protection cases, conduct case by case review of beneficiary and verification of facts, provide technical support to development of SOP, program strategy provide follow up to protection cases, liaise where necessary with ICC;
  • Build the capacity of CSOs, and national judicial and law enforcement authorities, to participate in the protection mechanisms and provide complementary protection to victims and witnesses of human rights violations, including through the management of a Protection Trust Fund.

Living Conditions:

  • Bamako is a non-family duty station with a difficult security and working environment.

Qualifications et expériences requises

The incumbent must be a dynamic, multi-functional person, who supports the GFP with professionalism, dedication and client orientation.

Eduducation:

  • Advanced University degree in law, political science, international relations or social sciences; international specialized study on human rights preferred.

Experience:

  • Seven years of experience in human rights, protection and/or related themes, including working on issues of protection of human rights defenders/victims or other groups at risk, with at least 5 years in the field;
  • Knowledge of international human rights instruments and rules for the protection and promotion of human rights;
  • Experience in drafting various documents, including reports on human rights issues;
  • Experience in setting up and/or coordinating protection mechanisms;
  • Experience in liaising with UN representatives, national authorities and Civil Society Organisations;
  • Experience in project management;
  • Experience in drafting Standard Operating Procedures;
  • Knowledge of data protection principles;
  • Excellent computer skills in Microsoft Office.

Language:

  • Fluency in both written and oral English and French.

Other:

  • A valid driving license.
