Since 2003, local authorities, UN agencies and NGOs have been working at collecting and applying risk information to local disaster management through a range of community-based disaster management projects. The initial focus of these efforts was on using the risk information to define evacuation needs. This evolved into attempting to define the locations where risk reduction actions, largely construction works, were needed. By 2008, it was recognized that a single risk assessment methodology was needed to ensure that risks were being treated across the country in an equitable fashion and that resources were being rationally directed to where they would do the most good.

Disaster Risk Management Programme (DRMP) of United Nations Development Programme (UNDP) Tajikistan worked with the Information Management and Analysis Center (IMAC) at Committee of Emergency Situation (CoES) to develop a standard process for disaster risk assessment. As a result, the risk assessment methodology (RAM) has been developed and piloted in several parts of Tajikistan and is operational.

The RAM is based on the widely used risk equals hazard and vulnerability concept. However, the technical assessment of the factors which define risk can be a complex, requiring inputs from multiple data sources and specialists. One result is that the RAM, in its current structure, is time and resource intensive to use, and may not be practical in all circumstances. .

The result is that generating risk assessment information for risk-based planning and preparedness by local authorities is very slow. The RAM process needs to become more user-friendly by a non-specialist, if risk assessments are to be widely used in Tajikistan.

In September 2016, UNDP has launched the new project “Strengthening Disaster Risk Reduction and Response Capacities”. The project envisages support to the Government of Tajikistan in undertaking a nation-wide risk assessment, establishment and implementation of risk reduction measures, improvement of early warning and disaster management planning, preparedness and response, as well as strengthens capacities of search and rescue teams. 

Under the project, this existing risk assessment process will be redefined, simplified, and presented as the recommended risk assessment standard for the entire country.

Goals and objectives:

UNDP DRMP is seeking for an International Consultant, who, under supervision of UNDP DRM Programme Manager and in close consultation with UNDP Programme Analyst on Energy and Environment, Crisis Prevention and Recovery , as well as in close cooperation with the key national stakeholders and other relevant counterparts, will oversee and provide advice in the process of redefining and simplification of the current risk assessment methodology (RAM) and country’s risk assessment process, and contribute to capacity building of the national stakeholders in order to implement the renewed risk assessment process.

Duties and responsibilities:

The International Consultant will be responsible for the analysis of the current RAM, its redefining, simplification and localization as a new risk assessment methodology for its smooth implementation at the district level.  Specifically, the International Consultant is expected to undertake the following tasks:

Strategic Advisory Support:

  • Review and analyze the current risk assessment methodology (RAM) and develop an outline for the simplification of the RAM and present and agree on this outline with stakeholders.
  • Based on the agreed outline, develop a simplified risk assessment process and data collection tools (qualitative and quantitative) taking into account Geographic Information System (GIS) data requirements and capacities in Tajikistan.
  • Lead a practical exercise applying the revised RAM to one district, including supporting the assessment team in analyzing results and developing a report. The national assessment team is expected to conduct the assessment under guidance of the consultant, and demonstrate their capacities to do the tasks set out in the revised RAM.

Capacity Building

  • Identify capacities of national counterparts to conduct risk assessments.
  • Based on the capacity assessment, conduct capacity building activities for a Working Group on Risk Assessment and other stakeholders through at least two trainings on the risk assessment process and methodologies, including specific attention to gender.

  • Excellent communication, team-building and diplomatic skills to develop partnerships;
  • Good knowledge of UNDP programming policies, templates and requirements. 

Qualifications et expériences requises

Education:

  • Advanced university degree in political sciences or statistics related to disaster risk management and reduction perspectives; or an equivalent combination of education and extensive relevant professional experience in a related area.

Experience:

  • At least 10 years of progressively responsible professional experience in disaster risk management/disaster risk reduction at the international level.
  • At least 5 years of working experience in a similar professional role (i.e. developing methodologies for district and community-based risk assessment for governmental departments through stakeholder consultations).

 Language:

  • Proficiency in English, excellent analytical and drafting skills; knowledge of written and spoken local language (preferably Russian) is an advantage.
