Historique

This 3-year programme (2015-2018) aims to respond to new challenges and opportunities with regards to gender equality and women’s empowerment, with particular emphasis on engaging men and boys and re-visiting masculinities. It seeks to understand the root causes of gender inequalities and to address them through an innovative bottom-up approach. With the overall goal to enhance gender equality in the region, the programme intends more specifically to contribute to the following

Understand the root causes of gender inequality in order to develop evidence-based advocacy and awareness-raising tools

Strengthen the capacities and networks of GEWE civil society organizations, with a particular focus on the sustainability of new and emerging movements

Develop community-based solutions to promote gender equality based on innovative approaches and South-South exchanges

While the programme adopts a regional perspective, it will focus on four targeted countries: Morocco, Lebanon, Egypt and Palestine. It will take advantage of UN Women added value and build on lessons leard from previous programmes on GEWE at the regional and national levels

The Project Associate will provide support in the implementation of UN Women’s “Men and Women for Gender Equality” Programme, in support of the country programme coordinator

Summary of Key Functions:

Key activities expected:

Under the guidance and the direct supervision of the Programme Coordinator, the Project Officer supports the technical management and ensures smooth operating of the Project.

Functions: 

Support in the formulation of Programme Strategies

Support the Programme Coordinator in the implementation of the Programme’s strategic and operational objectives; exchange information on behalf of the Programme Coordianator as required, with field missions, and partners in the UN system

Provide programme support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements

Review relevant documents, reports and e-mails; identify problems to be addressed and pro-actively initiate corrective actions; liaise with relevant parties;

ensure follow-up action on individual cases

Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers

Support in Project Management

  • Implementation of the control mechanisms for development projects through monitoring of budget preparation and modifications
  • Create projects in Atlas, prepare required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial close of a project
  • Support the Project Team in the financial management of the Project
  • Provide guidance to the executing agencies on routine implementation of projects, tracking use of financial resources
  • Provide necessary information for the audit of programmes/projects and support implementation of audit recommendations
  • Organize, compile and process information from donors, Regional Office, and programme team, as inputs to various databases and documents
  • Support the Programme team in the tracking and reporting on mobilized resources
  • Organize and participate in the weekly program meeting and take note of decisions made/follow up actions

Support to the management of the sub-grant fund

  • Support in the design and formulation of the fund structure and mechanism;
  • Participate in the selection process of CBO’s to receive the funds;
  • Provide guidance to partner organizations and CBO’s implementing and/ or receiving the fund;
  • Organize follow-up meetings and field visits associated with activities implemented through the fund;
  • Provide regular reporting on the fund including obstacles, challenges and guidance

Administrative and Financial Management Support to the Programme Unit

  • Support the Project Team in the financial management of the Project;
  • Ensure maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed; transactions are correctly recorded and posted in Atlas;
  • Prepare cost sharing, and trust fund agreements, follow up on contributions and resource mobilization efforts.
  • Organize and participate in the weekly program meeting and take note of decisions made/follow up actions
  • Support in organizing workshops and events
  • Support collection, analysis and presentation of background information for preparation at PAC submissions
  • Support in drafting program reports and updates, including consolidation from COs
  • Support in the set up of an effective system for the call for proposal for the small grants to be launched in January 2017 (specific for the women and men for gender equality program)
  • Create e-requisitions and receipts in Atlas
  • Support in the clearance of Face Forms/advances and provide guidance to partners
  • Support in budget  monitoring and budget revisions
  • Monitor a tracking system (procurements, LTAs, SSAs, events management) and coordinate with the operations team

Facilitation of Knowledge Building and Knowledge Sharing

  • Support synthesis of lessons learnt and best practices related to programme management;
  • Support synthesis of lessons learned and best practices in programme;
  • Sound contributions to knowledge networks and communities of practice.
  • Support organization of training for the office staff and partners on programme and operations related issues

Qualifications et expériences requises

Education:

  • Minimum Bachelor’s degree, and Master’s degree is an added asset, in Development, Political Science, International Relations, Human Rights Law, Business or Public Administration, or a related field.

Experience:

  • A minimum of 6 years of relevant work experience is required. 
  • Prior relevant working experience in project management as well as specific experience in gender-related initiatives will be considered an asset.

Language requirements:

  •         Fluency (written and spoken) in French, English and Arabic is required.
