United Nations Office Of High Commissioner for Human Rights- East African Regional Office (OHCHR-EARO) has planned various activities and events for the year 2016 and 2017 to advance the promotion and protection of human Rights in the Eastern Africa sub-region, including Ethiopia, Djibouti and Tanzania in cooperation with the respective Governments, NHRIs, CSOs, Academia and other partners. Taking into consideration of the zero growth policy in terms of staff recruitment applied by Geneva headquarters in 2016 and in view of the limited human resources available in the office in comparison with increased high-level demand that the office is facing from its government and non-government partners in the sub-region, EARO is in need of a highly qualified National Consultant to support the mentioned activities planned by the office.

Devoirs et responsabilités

Under the general supervision of the Regional Representative and under direct supervision of the Head of the Country Programme Unit, the scope of the work of the Consultant will be the followings:

  • Gathering and analyzing trends and patterns of human rights abuses in the Eastern Africa sub-region and thus making concrete recommendations to the Regional Representative as how to engage respective government to advocate for the respect of their human rights obligations;
  • Initiating and organizing Trainings for the Government officials, the NHRIs members and CSOs on International Human Rights Instruments and Regional Instruments and IHL, including on the rights to freedom of expression and media, freedom of association and assembly, UN standards on the use of force by law enforcement officials etc;
  • Supporting the respective NHRIs in the development of their National Human Rights Action Plans (NHRAPs).
  • Taking part in all relevant committees, meetings, conferences or other forums called for by the NHRIs to plan and implement the development of the NHRAP to provide substantive guidance on human rights law as well as logistical support to the organization of events.
  • Ethiopia: In close collaboration with the Treaty Body Capacity Building Programme focal point, provide technical assistance to the technical working groups of the Office of the Attorney General in its endeavor to meet the Ethiopian reporting obligations under UPR, Treaty bodies and AU regional mechanisms;
  • Ethiopia: Support the office in the implementation of the EU Proposal on UPR and the ILO/OHCHR Project on the Rights of Persons with Disabilities, including for the organization of one workshop on the implementation of the UPR recommendations as well as those of the National Human Rights II;
  • Support the Head of the Country Programme in the organization of 2 workshops for the Judiciary, Police and Penitentiary administration on the use by the latter of International and Regional Human Rights Mechanisms recommendations in their daily work;
  • Engage the national partners in Tanzania, including the Government, CHRAGG and CSOs to protect the rights of persons living with albinism;
  • Maintain overall good working relations with the Eastern Africa human rights actors and other partners working on human rights to advance the human rights agenda in the sub-region;

  Provides administrative support to the Programme Unit focusing on achievement of the   following    results:

  • Ensure availability of fund;
  • Review of Financial Reports;

Supports resource mobilization focusing on achievement of the following results:

  • Analysis of information on donors, preparation of donor’s profile.
  • Track and reporting on mobilized resources.

Ensures facilitation of knowledge building and knowledge sharing in the RO focusing on achievement of the following results:

  • Organization of trainings for the operations/ projects staff on programme.
  • Synthesis of lessons learnt and best practices in programme.
  • Sound contributions to knowledge networks and communities of practice.

Qualifications et expériences requises

Academic Qualifications:

  • University Degree in Law or Political Sciences. A Master’s Degree would be an asset.

Years of experience:

  • 3 years of progressively human rights reporting, analysis and documentation and programme work experience is required at the national, either with the Government, a National Human Rights Commission or an NGO or at international level with the United Nations, the African Union or a Sub-regional Organization;
  • 4 Years of experience either would be an asset;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language :           

  • Fluency in English and language of the duty station.
