Sudan is highly prone to natural and man-made disasters.Floods and droughts are a recurrent phenomenon throughout large areas of Southern and Central Eastern Sudan that held back development and undermined efforts to achieve the Millennium Development Goals (MDGs). Awareness and commitment to tackle of disaster risks was heightened in 2007 by the severe floods affecting the South and East of the country.

At the same time, however, does not have a coherent set of development strategies that link emergency responses with ultimate goal of reducing predisposition to risks.Sudan's national and regional disaster risk management is characterized by lack of policies and legislations, weak institutional capacities, absence of effective coordination mechanisms between different actors, low budget allocations, weak central information management system, and unclear definition of roles, responsibilities and mandates. Since there is currently no ideal single national counterpart, through an intensive consultation process, the Ministry of Humanitarian Affairs (MoHA) has been identified as the most relevant and suitable primary partner to deal with coordination of disaster risk reduction at the national level.

Against the background of yearly recurring floods throughout the country, there is a wide recognition by all partners in for the need to move away from an event-driven, humanitarian response model to a broad-based, multi-sectoral risk reduction model.? From a UNDP point of view, disaster risk reduction and management (DRRM) is essentially a development problem and enhancing local risk management has the potential to reduce anti-developmental outcomes such as impoverishment, food insecurity, water shortages, epidemic disease and deteriorating resource based conflicts. UNDP aims at strengthening state capacities to reduce risks of future disasters by reducing socio-economic and environmental vulnerabilities, as well as to move from a reactive, civil defense-based mode of dealing with disasters to a more proactive and coherent approach incorporating risk management into the strategic development planning process.

Efforts are also already underway in Southern Sudan to develop a DDRM policy, strategy and project design. In the North, the Government of National Unity (GnU), through the MoHA, has officially asked UNDP Sudan for support in strengthening their capacity in disaster and risk reduction and management.? To that end, with the support of UNDP?s Bureau for Crisis Prevention and Recovery (BCPR), an initial Project Brief has been developed, which needs to be elaborated into full-fledged project document.

The main objectives of the planned DRRM project are:

  • To support pilot DRR initiatives in Kassala and South Kordofan States? including assistance to the MoHA as an implementing partner to have adequate in-house technical and coordination capacity to support the state efforts.
  • To provide technical and capacity building support to the government of Sudan to move from a reactive, civil defense-based mode of dealing with disasters to a more proactive approach incorporating prevention and risk management.

This approach will have the twin benefits of not only reducing disaster risks within the states but also of strengthening MoHA's and other participating ministries capacities to support state level work in the future. The results will assist the Government of Sudan in identifying and adopting institutional and policy measures needed to strengthen the country's ability to manage disaster and other risks overall.

In the long run, UNDP Sudan aims at developing an overall country-wide DRRM strategy, which will incorporate lessons learned and best practices from DRRM projects in North and South Sudan .

Key Deliverables

Based on the BCPR DRR Project Brief, the UNDP Bridging Programme 2007-2008, the Strategic Partnership Agreement between BCPR and UNDP Sudan and the BCPR Strategy 2007-2011, the consultant will develop:

  • A disaster risk reduction project document using UNDP ProDoc Guidelines addressing the above-mentioned objectives.
  • A framework proposal to develop a national DRRM strategy, based on ongoing/planned regional DRRM initiatives and lessons learned, encompassing both Southern and Northern .

Activities to be undertaken

  • Examine the existing 5 Years Strategic Plans developed in Kassala and South Kordofan States and to what extent crisis prevention and risk management are integrated and factored into strategic development planning and sufficient resources are allocated for implementation;
  • Carry out an assessment of capacities required to implement risks management plans at the two pilot states and at national levels;
  • Assess the coordination capacity of the MoHA to lead in effective inter-ministerial coordination on disaster risk reduction;
  • Identify lessons learnt and best practices for mainstreaming disaster and risk management planning in the strategic planning and budget allocation processes at the national and state level, ?with specific focus on the experience of and response to the floods in Kassala;
  • Identify high risk areas and the most probable types of disasters and initial risk reduction options in the two pilot states;
  • Assess traditional risk reduction and management systems in the two pilot states;
  • Identify potential state-level and national partners for the implementation of the risk management plans;
  • Assess possibility of integration of disaster risk information into the UNDP Threat and Risk Mapping and Analysis project and other UNDP projects implemented in Kassala and South Kordofan States;
  • Organize stakeholders? consultation workshop to discuss findings and agree on the components and management of the project. This workshop should include among other partners UN Agencies, academia, civil society, private sector and women and youth organizations;
  • Consult with relevant staff in the UNDP Juba office involved in the development and management of the Disaster Risk Reduction and Management Project for Southern Sudan on the development of a national DRRM framework.

UNDP obligations

UNDP will:

  • Provide the consultant with all the necessary support (not under the consultants control) to ensure that the consultant undertakes the study with reasonable efficiency;
  • Appoint a focal point in the UNDP Khartoum office, as well as in the Kassala and South Kordofan field offices to support the consultant during the assessment and project development process;
  • Collect background documentation and inform partners and selected project counterparts;
  • Meet all travel related costs to project sites as part of the assessment process as well as the workshop-related costs;
  • Organize inception meeting between the consultant, partners and stakeholders, prior to the scheduled start of the assignment.

Reporting

The consultant will report directly to the Deputy Country Director (Programme).

Qualifications et expériences requises

Education:

  • Advanced University degree in the areas of international relations/post-conflict development, political sciences, international law, economics or related discipline.

Experience:

  • At least 10 years of relevant and diversified professional experience in crisis countries, with progressive levels of responsibilities.
  • Relevant field experience in disaster and risk assessment and management essential;
  • Relevant experience in capacity assessment
  • Experience in policy development, project formulation and writing project documents in post-crisis and post-emergency settings
  • Substantive experience with conflict prevention, peace building and conflict sensitive development

Technical Skills:

  • Knowledge of UN/UNDP operations and programmes
  • Sound knowledge of current global development challenges, as well as good knowledge of , including the political, economic and social dimensions.
  • Proven skills for UNDP programming, facilitation and training
  • Excellent writing and verbal communication skills in English are essential
  • Knowledge of other UN language and of Arabic would be additional assets Excellent computer skills
