The Paris Agreement on Climate Change 2015, is the world’s first global agreement to address climate change and to transition to a resilient, low-carbon economy. Each country submitted a national climate plan (“Nationally Determined Contribution - NDC”) which outlines the countries’ targets for emission reduction and adaptation to climate change. UNDP has been one of the leading organizations supporting countries on the design and implementation of these national climate plans through direct technical support, and capacity building through peer-to-peer knowledge sharing forums.

 

The “NDC Support Programme” (www.ndcs.undp.org), a new programme funded by the European Union, and the Governments of Germany and Spain, assists governments in 30+ countries with turning their climate commitments into real action. Key focal areas include integrated governance, planning & strategies, transparency systems, climate finance and private sector engagement. UNDP’s work on climate change already spans more than 140 countries and USD $2.8 billion in investments in climate change adaptation and mitigation measures since 2008.

The consultant will design and execute targeted social media strategies and manage the programme website. Successful candidates will demonstrate their strength in understanding highly technical material, discerning compelling pieces for communication, knowledge sharing and outreach, and translating material into an engaging visual narrative.?

 

Responsibilities include:

 

Roll out Communication and Visibility Strategy:

 

  • Help UNDP/United Nations in the “movement-building” to make the Paris Agreement on Climate Change a reality, using creative campaign ideas to communicate complex/technical content;
  • Support the implementation of the programme’s strategic communications plan and outreach strategy; ensure visual branding standards and donor acknowledgements; ensure consistent and effective visual message for all areas of the programme.
  • Draft and/or edit articles, blogs, press releases, speeches and public remarks;
  • Maintain editorial calendar; research opportunities and influencers;
  • Develop internal and external communications networks; pitch stories to relevant platforms;

 

Enhance Reach of Digital Platforms:

 

  • Share latest trends around digital communications and advise team on how to repackage work outputs for easy sharing of ideas, experiences and achievements in real-time;
  • Maintain/develop programme website, including content design and content curation, as well as rolling out technical enhancements to web site;?
  • Manage e-newsletter and other programme updates to share ideas across countries, partners, donors and development institutions;
  • Design and carry out targeted social media campaigns; including support for real-time social media requests on the Paris Agreement from UNDP’s Bureau for External Relations and Advocacy (BERA);
  • Fact-check, proofread and gain the needed approvals for real-time social media requests;
  • Execute live video on social such as Twitter Live, LinkedIn Live and YouTube Live;
  • Provide periodic mentoring, guidance and/or feedback to communications team about their digital strategy and Key Performance Indicators (KPIs), as needed;
  • Utilize social listening tools, such as Crimson Hexagon, Nuvi, and Spredfast Intelligence to generate insights

 

Create Visual Content:?

 

  • Create and/or support production of visually compelling presentations and other advocacy/marketing collateral, including info graphics, charts, memes, interactive reports, animations, videos, and photos;
  • Design and produce email announcements, programme e-newsletter;
  • Develop graphics and videos for social media marketing using Photoshop, Illustrator, InDesign and other graphic design services and/or experience in video production (Final Cut Pro, Adobe Premiere Pro, Adobe After Effects);?
  • Coordinate work with designers, writers, and UN Volunteers as needed;?

  • Passion for and experience with managing social media presences and an interest in the latest digital trends;
  • Proficient in social media publishing tools (e.g., Spredfast, Sprinklr, Hootsuite etc.);
  • Experience using social media listening tools a plus (e.g. Spredfast Intelligence, Crimson Hexagon, Netbase, Sysomos, Nuvi);
  • Experience leading live video executions on social such as Facebook Live, LinkedIn Live, Twitter Live and YouTube Live; experience with webinar and podcast platforms a plus.

 

Design and Visualization:

  • Strong sense of aesthetics and design;
  • Ability to translate complex content into simple visual assets (infographics, graphics, GIFs, presentation slides) and/or coordinate with multi-media designers;?
  • Experience developing graphics and videos for social media marketing using Photoshop, Illustrator, InDesign and other graphic design services and/or experience in video production (Final Cut Pro, Adobe Premiere Pro, Adobe After Effects) is a plus
  • Ability to search for images that associate with content in a compelling way

Qualifications et expériences requises

Academic Qualifications:

 

  • Minimum of a BA/BS degree, graduate degree in digital or digital communications, journalism, communications design, or similar field required; master’s degree preferred;?

 

Experience:

 

  • A minimum of 3 years of demonstrated experience in digital/ communications, marketing required
  • Strong writing and editing skills in English required, ability to translate technical content into clear and concise messaging required;
  • Experience with content management systems (AEM/CQ5, Drupal etc.) required; experience with website development a plus;
  • Solid experience with social media campaigns and community engagement required; experience leading live video executions as well as experience using social media listening tools a plus;
  • Experience with Canva, Adobe Photoshop, Lighthouse, Illustrator, InDesign, and other design software is an required; experience with video software (Final Cut Pro, Adobe Premiere Pro, Adobe After Effects) a plus;
  • Familiarity with international development and climate change issues an asset;

 

Language:

 

  • English is the working language for this assignment; therefore, excellent oral and written communications and presentation skills in English are required; and
  • Knowledge of Spanish and/or French is an asset

 

Application Procedure:

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

 

  • The financial proposal should specify an all-inclusive daily fee (based on a 7-houra working day - lunch time is not included - and estimated 21.75 days per month).

 

  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station;? communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.),? when applicable; and any other relevant expenses related to the performance of services under the contract.

 

  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

 

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

 

Evaluation Process:

 

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.? Applicants will be evaluated based on cumulative scoring.? When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

 

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

 

Technical Evaluation - Total 70% (70 points):

 

  • Criteria 1. Portfolio: demonstrated depth and range of relevant experience, writing skills and presentation and aesthetics: Weight 20 %; Maximum Points: 20;
  • Criteria 2. Technology skills: demonstrated experience with content management systems (CMS), email newsletters and social media platforms: Weight 10 %; Maximum Points: 10;?
  • Criteria 3. Strategic communication skills: Demonstrated ability to create content tailored to different audiences, occasions and platforms includign web, social media and events: Weight?10 %; Maximum Points: 10;?
  • Criteria 4. Design and Aesthetics: Demonstrated ability to create visually engaging content; good eye for design and aesthetics; use Adobe CS, Canva and other tools: Weight?10 %; Maximum Points: 10; and
  • Criteria 4. Interview Weight?20 %; Maximum Points: 20.

 

Having reviewed applications received, UNDP will invite the top three shortlisted candidates for interview. Please note that only shortlisted candidates will be contacted.

 

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

 

Financial evaluation - Total 30% (30 points):

 

The following formula will be used to evaluate financial proposal:?

 

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

 

Contract Award:

 

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

 

Institutional arrangement

 

The consultant will work under the guidance and direct supervision of NDC Support Programme Climate Advocacy Specialist and will be responsible for the fulfilment of the deliverables as specified above.

 

The Consultant will be responsible for providing her/his own laptop.?

 

• The consultant will be given access to relevant information necessary for execution of the tasks under this assignment

 

Payment Modality:

 

  • Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.
  • The work week will be based on 35 hours, i.e. on a 7-hours working day, with core hours being between 9h00 and 18h00 daily.?
