UNDP in Cyprus works to support the ongoing peace and confidence building process by promoting initiatives that encourage dialogue and cooperation between the communities of Cyprus. UNDP works in support of different bi-communal Technical Committees in the implementation of their confidence building measures. Our main partners are: The Technical Committee on Cultural Heritage (TCCH), the Committee on Missing Persons in Cyprus (CMP) and the Technical Committee on Crossings (TCC).

Through cultural heritage conservation projects, community engagement initiatives and large infrastructure and urban upgrading projects we aim to support both political peace-making and practical confidence building processes.

Since 2012 approximately €17.7 Million have been provided by the European Union through the Aid Programme for the Turkish Cypriot community to implement the priorities of the Technical Committee on Cultural Heritage for the preservation of the island-wide cultural heritage in Cyprus. The European Union is the largest contributor to the work of the Technical Committee on Cultural Heritage in Cyprus. The European Union has been supporting cultural heritage projects in Cyprus since 2001.

Within this context, UNDP is seeking an assistant to support the community engagement and outreach activities of the Technical Committee on Cultural Heritage.

 

Devoirs et responsabilités

Under the overall guidance of the Senior Programme Manager/ Head of Office and the and direct supervision of the Programme and Communications Analyst, the junior consultant will support the Technical Committee on Cultural Heritage and UNDP in their community engagement and outreach activities.

In particular, the consultant will:

  • Community Engagement Technical Assistance to the Technical Committee on Cultural Heritage and UNDP (time allocated for this estimated 60% of the consultancy time)
    • Participates weekly to TCCH/UNDP meetings and prepare and disseminate meetings minutes on a weekly basis.
    • Participates weekly to UNDP programme/projects meetings and prepare and disseminate meetings minutes on a weekly basis.
    • Conducts field visits as well as focus group discussions and individual interviews with relevant stakeholders, with particular focus on women’s and youth organizations from both communities;
    • Assesses the level of knowledge communities have on the work of the Technical Committee on Cultural Heritage and local heritage;
    • Provides recommendations for how to effectively increase inter-communal exchanges around cultural heritage and increase women’s and youth participation and awareness of the work of the Technical Committee on Cultural Heritage;
    • Undertakes research into best practices in the field of community engagement in the protection of cultural heritage;
    • Designs a community engagement plan which includes an awareness raising component and specific activities aiming at increased youth and women’s participation.
    • Supports the organization and implementation of community engagement activities (e.g. seminars, workshops, educational activities).

 

  • Outreach/Communications Support to the Technical Committee on Cultural Heritage (TCCH) and UNDP (time allocated for this estimated 40% of the consultancy time)
    • Identifies and suggests opportunities for international exposure of the TCCH (conferences, seminars, workshops). Drafts letters and related correspondence as requested.
    • Supports the planning, implementation and promotion of community involvement activities.
    • Supports the preparation of other TCCH events/workshops/seminars and/or other educational activities as required.
    • Assists in the preparation of presentation materials / including fast facts brochures, newsletters and publications.
    • Daily monitors traditional and social media and translation of relevant content from Greek or Turkish into English.
    • Weekly updates of news monitoring log for project reporting.
    • Assists in inventorying and archiving of audio-visual material. Regular maintenance and monthly update of UNDP photo database.
    • Assists in writing press releases and feature articles related to activities/events as well as content for social media.
    • Assists in designing conducting of any social media campaigns and/or other events the TCCH undertakes.
    • Assist in conceptualizing, designing and preparing layouts for digital and print materials, including, fact sheets, infographics, posters, fliers, invitations, banners, greeting cards etc.

Deliverables

The following deliverables are expected from the consultancy:

  • Completes field visits to selected locations and cultural heritage sites to consult with relevant stakeholders from both communities;
  • Produces a needs assessment outlining examples of best practices in the field of community engagement in cultural heritage protection and preservation and how these can be replicated in the local context;
  • Designs a community engagement plan to increase capacities in the preservation and protection of cultural heritage including recommendations for at least 8 awareness raising activities – this should include at least 1 informative workshops in each selected location for initial consultations and to share the recommendations with all stakeholders. All activities shall include specific target indicators for youth and women’s participation.
  • At least 4 community engagement events carried out with local communities where design and conservation projects are implemented.
  • At least 2 ad-hoc seminars on specific technical areas for architects, designers, engineers.
  • Produce at least 4 newsletters relevant to the work of TCCH.
  • Produce at least 4 web articles/stories on TCCH work.
  • Simple design of community engagement outreach material (e.g. Invitations/posters) for minimum 6 maximum 12 events (one or two events per month).

Payments will be released in monthly installments, upon submission of a time sheet and monthly progress report on completed tasks certified by the reporting officer. Summary of specific tasks will be agreed with the Supervisor at the beginning of each month.

Qualifications et expériences requises

Education: 

  • University Degree in Social Sciences, Communication, International Relations, Cultural Management, English Literature, Social Anthropology, Urban Sociology and/or other relevant fields.

Experience: 

  • 5 years of relevant professional experience
  • Minimum 1 year working in bi-communal projects
  • Experience in facilitating and designing community engagement  confidence-building and awareness raising activities is an asset.
  • Previous experience working or volunteering in local civil society and/or international organization is an asset.
  • Basic graphic design skills (will be tested during the written test).
  • Knowledge of the Cypriot cultural heritage, civil society context  is an asset

Language Requirements:

  • Fluency in written and spoken English.
  • Knowledge of Greek and/or Turkish is mandatory.

Other requirements: 

  • Nationals or others legally authorized to work in Cyprus.
  • Valid driving license.

  • Financial Proposal: Applicants requested to submit financial proposal for up to 72 working days (a working day will be calculated as 8 hours in total (half an hour break and 7.5 hours of work) could be pro-rated to the actual hours works, and shall cover all expenditures including fees, health insurance, vaccination, international (all travel to join duty station/repatriation travel) or local travel (place of residence to office and office to place of residence), cost of living and any other relevant expenses related to the performance of services. Leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractor and absent days including weekends and office holidays are not payable.
  • Authorized travel to and from the project sites will be reimbursed according to the UN rate of reimbursement of fuel consumption.

Evaluation / Selection Process

All applicants will be screened against qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.

Technical Criteria (CV review and interviews) – 70% of total evaluation– max. 70 points

CV review: 30 points:

  • Educational qualification as defined in the ToR (10 points)
  • Experience as defined in the ToR (20 points)

Only candidates who obtained at least 70% of points from the CV review (who will score at least 21 points) will be eligible to be invited for an interview and written test.

Written test: 10 points

  • English writing and editing skills (7 points)
  • Basic Graphic Design Skills (3 points)

Interview: 30 points

  • Experience in facilitating and designing bi-communal projects, community engagement and confidence-building activities - 10
  • Experience in designing and implementing awareness raising campaigns – 10
  • Knowledge of the Cypriot cultural heritage, civil society context -  5
  • Communications and interpersonal skills - 5

Only those individual consultants who obtained at least 70% of points from the interview and written test (28 out of 40) will be considered for financial proposal evaluation.

Financial Criteria - 30% of total evaluation – max. 30 points.

Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].

UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.

Payment Term:

Monthly payable upon submission of the monthly, certification of payment form, time-sheet and the monthly report upon approval of UNDP.
