Antecedentes

Ethiopian Economy heavily relies on agricultural development since 85% of the population earns their living from the agriculture sector. However, adverse climatic condition, unwise utilization of natural resources, inadequate soil and water conservation practices, population pressure and poor infrastructure have contributed to food insecurity in Ethiopia
 
Despite an overall improvement in the economic development in recent years, part of the country continued to be highly vulnerable to drought, flood and man- made crisis.
 
The cyclical nature of drought and recurrent floods in Ethiopia and their compounded impacts which erode coping capacity; livelihoods and resilience; compromise food Security and encourage dependence on food and non food aid , need to be dealt with not only through early recovery but rather through long term disaster risk reduction to address the root causes of vulnerability. Such disasters (mainly drought-induced in Somali, and flood induced in Gambella regions) used to exacerbate frequent resource based conflicts among pastoralists and other farming communities, often resulting in human deaths and displacements, loss of livelihoods/assets. The intended risk reduction interventions should address the root causes of vulnerability. They should aim to mitigate where possible the impacts of droughts and floods and strengthen the capacity of communities to cope.
 
This would entail increasing crop and livestock production and productivity, enabling access to markets for crops and livestock products, diversifying incomes, developing water sources, managing natural resources sustainably, resettling populations at risk/ internally displaced persons where applicable, putting in place structural mitigation measures (e.g. flood protection measures) and ensuring a high level of disaster preparedness through early warning, contingency planning and risk financing. All the above would mitigate the negative impacts of droughts, floods and other hazard related disasters reducing the need for periodic relief support.
In view of addressing the above mentioned challenges UNDP and the government of Ethiopia developed Disaster Risk Reduction, Livelihoods recovery programme which seeks to bridge the gap between immediate life saving relief and recovery and longer-term development through an integrated and coordinated area based approach which complements humanitarian actions and reinforces development activities.
 
The programme aims to generate and/or reinforce nationally owned processes for post-crisis recovery to promote societal resilience to shocks and contribute to sustainable development. It encompasses the restoration of livelihoods, environmental rehabilitation and other socio-economic dimensions, including the reintegration of displaced populations.
 
This 3-year programme aims to build national and local capacities, of both government institutions and local communities, to: (a) strengthen application of disaster risk reduction practices in development at Federal, regional and woreda levels, (b) enhance coordination for and linkages between emergency management, disaster recovery, food security, contingency financing and longer-term development, (c) enhance access to water in drought-prone areas and flood mitigation interventions in flood-prone communities, (d) improve and diversify livelihoods and incomes for vulnerable crop and livestock farmers, agro-pastoralists and pastoralists, (e) reintegrate internally displaced persons with enhanced livelihoods.
 
This necessitated the assignment of an international senior vulnerability Reduction and livelihood Recovery expert for the implementation of Disaster Risk Reduction and Livelihood Recovery programme at national and regional levels and promotion of coordination among relevant stakeholders at national and regional levels.

Under the guidance and direct supervision of the Director for Disaster Response Management Directorate, on day-to-day activities, in matrixed management arrangement with the UNDP Deputy Country Director (Programme) the International expert is responsible for management of regional Disaster Risk Reduction and Livelihood Recovery Programme.
 
The Expert works in close collaboration with the UNDP operations team, programme staff and other UN Agencies, UNDP HQs staff, BCPR team and Government officials for ensuring successful implementation of the programme.

Deberes y responsabilidades

Provision of top quality advice:

  • Analyze the socio-economic environment, disaster-risk and institutional context to provide advisory services in the field of disaster reduction, identifying catalytic areas where disaster risk reduction can be integrated and add value to other ongoing or planned UNDP support and government interventions;
  • Support to development of policies that will address the country problems and needs in collaboration with the Government and other strategic partners;
  • Provide leadership and technical input for strategic planning, design, development, and implementation of UNDP/ UN  strategies.

Programme Implementation and Management:

  • Monitor Disaster Risk Reduction and Livelihood Recovery programmes substantively through discussing project work plans, progress and performance;
  • facilitate evaluation missions and write TORs for consultants;
  • propose direction and solutions, visit project sites to monitor and assess implementation;
  • resolve problems in execution and implementation streamlining relations between national Focal agencies, regional coordination offices, consultants and implementing agencies;
  • Plays a reading role in personnel and financial management of the programme as per corporate rules and regulations of UNDPSupport the government agenda in its effort to shift from a relief approach to Early Recovery and Disaster Risk Reduction;Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of resultsStrengthen coordination mechanisms to undertake disaster prevention, mitigation and preparedness to ensure multi sectoral and multi hazard approach to disaster risk reductionSupport partners and stakeholders to strengthen the programme within the context of integrated, area-based approach and harmonized framework which promotes social cohesion, conflict prevention and peace building to develop synergistic effect.Strategic Partnership and resource Mobilization:
  • Ensures creation and development of strategic partnerships and implementation of the
     resource mobilization strategy focusing on achievement of the following results:
  • Development of partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateradonors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities;
  • Seek complementarities and integration with ongoing projects in other portfolios;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization;
  • Support the government programme for inter- regional collaboration between regions through twinning and other arrangements at federal and regional levels
  • Capacity Development and Knowledge Management;
  • Identification and synthesis of best practices and lessons learnt directly linked to programme;
  • Sound contributions to UNDP knowledge networks and communities of practice;
  • Facilitation of knowledge building and management;
  • Build capacity of the partner organization in developing appropriate tool in disaster risk reduction and livelihood recovery and implementation of Woreda vulnerability profiling.

Habilidades y experiencia requeridas

Education:

  • Advanced university degree in social sciences or rural development discipline relevant to disaster reduction with internationally recognized contributions to the theory and practice of disaster reduction and early Recovery.

Experience:

  • Proven record of achievement over 7 years of increasingly responsible experience in planning and managing technical co-operation strategies and relevant advocacy programs in disaster reduction, emergency response and post-disaster recovery. Extensive field experience in disaster environments and an in-depth knowledge of issues in the country;
  • Application of cutting-edge knowledge on DRR in the design, management and evaluation of complex, multi-disciplinary capacity building programs involving national governments, civil society, the UN system and international organizations. Well proven analytical and writing skills.
  • Demonstrated abilities and contributions to policy and guideline formulation, resource mobilization, team building, team leadership and management, preferably in a capacity related to the UN system. Experience in establishing inter-organizational networks and partnerships at the operational level.

Language Requirements:

  • Fluency in English, both oral and written;
  • Knowledge of the Country and programme operation areas is advantageous
