Antecedentes

UNDP Kosovo is seeking exceptional candidates for the position of Programme Coordinator, Justice and Security. Under the guidance and direct supervision of the Kosovo Deputy Director, the Programme Coordinator will coordinate the diverse UNDP Kosovo Justice and Security Programme 2008-11, and supports the realization of strategic outcomes associated with justice and security within the broader UNDP Kosovo programme framework. The UNDP Global Gender Equality Strategy  ( GES) ,the 8 Point Agenda ( SCR 1325) , the Kosovo law on Gender Equality, as well as the latest SCRs 1820,1888 and 1889 will inform current and future programs development .

The programme portfolio includes interventions on armed violence reduction and community security, women’s safety and security. Conflict transformation, demobilization and resettlement, access to justice, and development of justice and security institutions.

The Programme Coordinator will act as strategic advisor of a large cluster of discrete projects, analyzing political, social and economic trends; leading formulation, strategic coordination and evaluation of activities within the Justice and Security Programme; and maintains a network with international interlocutors.

UNDP Kosovo’s programme portfolio in the areas of justice and security is growing rapidly.  The post-holder will ensure coordination and coherence across the cluster as well as cooperation with the Senior Gender Adviser.Secondly, capacity development and training—will be a key focus of the post-holder, and the incumbent will work in conjunction with three senior national programme specialists.

Deberes y responsabilidades

Provides coordination support for strategic programme outcomes and for UNDP programme portfolio focusing on achievement of the following results:

  • Monitoring and analyzing emerging economic, social and political factors from agender & risk perspectives which would affect development of projects and identifying development needs relevant to UNDP’s mandate;
  • Providing substantive inputs in the formulation and revision of programme / project documents required for the implementation of UNDP Kosovo’s strategy and Justice and Security Programme 2008-12;
  • Formulation and facilitation of UNDP inputs and Kosovo Office (KO) support to development of UNDP Kosovo’s assistance strategy as well as  support development of proposals and their approval process all highlighting the  gender dimensions in all processes and products;
  • Advising Kosovo Office management on issues that would benefit from high-level advocacy efforts;
  • Advising KO programme staff regarding the strengthening of conflict and gender sensitive practice in the Kosovo programme, as well as additional entry points and programming opportunities from a conflict prevention and confidence-building perspective;
  • Ensure that the work of the Justice and Security cluster is in compliance with UNDP rules and regulations and BCPR requirements, with regard to all processes related to work-planning, budget management, re-porting, monitoring and evaluation, using Atlas and other corporate e-platforms;
  • Providing guidance to consultants, programme personnel, and local institutions towards the achievement of programme objectives;
  • Ensuring proper coordination of UNDP Kosovo projects with respective regional and global programmes and projects and supporting regional and sub-regional networking activities.

Participates in the building of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

  • Development of partnerships with the UN Agencies, Kosovo institutions, bi-lateral and multi-lateral donors, private sector, civil society areas based on strategic goals of UNDP, Kosovo needs and donors’ priorities;
  • Research and analysis of information on donors, preparation of substantive briefs on possible areas of cooperation;
  • Engages proactively with donors for resource mobilization efforts for Justice & Security programme and promotes the formulation of concrete collaborative projects.  Finalising contribution agreements between UNDP and donors;
  • Production of periodic updates and briefs on development and gender situation in justice & security to be used by stakeholders, Kosovo Office and BCPR;
  • Advising on BCPR’s programme resources, including TRAC 113 and CPR TTF, including preparation of allocation requests, presentation of CO requests to the allocation committee, providing feedback to the allocation committee as to the KO’s needs and capacities to launch new programmes and absorb new and/or old allocations, and tracking resource use over the project cycle;
  • Coordinating, monitoring and reporting on BCPR’s programme and administrative resources deployed to the Kosovo Office;
  • Supervising administrative activities required on the part of UNDP Kosovo to maintain the flow of resources and to eliminate obstacles.

Provides advice  to Kosovo institutional counterparts and facilitation of knowledge building focusing on achievement of the following results:

  • Facilitation of policy dialogue on sector issues with the Kosovo institutions, donors, civil society, contributions to development of policies as relevant;
  • Provision of policy options, particularly from pro-poor and gender perspectives, on justice and security issues to development actors;
  • Sound contributions to UNDP global knowledge networks and communities of practice through identification of best practices and lessons learned;
  • Ensure that the procurement of goods and services in connection with learning events, design and printing of publications, etc, follows UNDP Kosovo/UN rules and regulations.

Provides capacity development support to national staff:

  • Training and capacity building support for UNDP staff on UNDP policies in justice and security sector and UNDP Results Based Management guidelines;
  • Support training of staff in mainstreaming gender issues in justice and security cluster programmes;
  • Promotes knowledge management and strengthens Office’s capacity of providing knowledge services;
  • Oversee logistical and administrative aspects of learning events.

Habilidades y experiencia requeridas

Education:   

  • Master’s Degree or equivalent in International Affairs, Law, Conflict or Security Studies, Political Sciences, Social Sciences, Business Administration, Public administration, or other relevant field.

Experience:

  • At least 7 years of progressively responsible experience in programme management, implementation and technical guidance to development programmes in international contexts. Experience with UN programmes and projects an asset;
  • Strong programmatic and/or technical track record in access to justice, rule of law, comprehensive approaches to security in post-conflict and transitional contexts;
  • Substantive experience in conflict-related development programming, gender mainstreaming, conflict-sensitive approaches to justice, security and the rule of law;
  • Experience in developing and supporting UNDP cross practices: capacity development and gender mainstreaming in  programme and project level;
  • Experience in the management of multi-project, multi-donor portfolios;
  • Substantive experience in strategic portfolio development and advisory support to senior management;
  • Track record in resource mobilization.

Language Requirements:

  • Fluency in English is essential.
