Deberes y responsabilidades
- Ensures full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies including support the development of effective internal controls, and the proper design and functioning of a client-oriented procurement management system;
- Supports the implementation of contract strategy for GFATM including tendering processes and evaluation, contractor appraisal, evaluation and negotiation of offers, management of the contract and contractor, legal considerations and payment conditions, risk assessment;
- Supports the implementation of strategic procurement for GFATM including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, performance measurement;
- Contributes to the establishment of sound systems for effective and efficient oversight and management of the GF programme procurement and logistics, in line with the relevant UNDP procedures, budgets, time frames and compliance requirements;
- Supports the elaboration and implementation of the internal control system which ensures that Purchase Orders (PO) are duly prepared and dispatched. Ensures timely corrective actions on POs with budget check errors and other problems;
- Ensures adherence to contractual agreements, recommend amendments and contract extensions, advise concerned parties with respect to contractual rights/obligations;
- Jointly with the GF grant management teams prepares requests for proposal, invitations to bid and requests for quotation;
- Evaluates offers and makes recommendations for the finalization of purchases and the award of contracts; analyzes and evaluates tender results;
- In close cooperation with the programme staff, develops submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP);
- Prepares a variety of procurement related documents, including purchase orders, contracts, communications, guidelines, instructions etc;
- Coordinates shipping and delivery arrangements of purchased commodities and equipment and asset inventory;
- Liaises with service-appointed inspection and superintendent firms to ensure quality control, specification conformity, volume assessment, monitoring and verification of deliveries;
- Advises and coordinate negotiations with all interested parties including contract disputes and claims;
- In partnership with overall Procurement Specialist analyses the business environment and identifies potential clients and business partners to pursue new opportunities, always ensuring cost effective and mutually beneficial terms;
- Builds a strong cooperation with the GFATM Supply Chain Specialist regarding the proper implantation of LMIS at national level and follow-up on the activities implemented by a consulting company recruited through a competitive process for the strengthening of the LMIS;
- Supervises and coaches the team of civil engineers during the implementation of the construction works and contract executions ensuring proper coordination with monitoring/supervising engineering company(ies), contracted for the daily monitoring of work progress on construction sites;
- Coordinates and guides the team of civil engineers during new assessments of sites and tendering processes, preparing plans and required documents;
- Provides training and guidance to the team of civil engineers at GFATM and develops work plans and priorities, monitors achievements and evaluates performance of staff;
- Perform other related duties as required by the Supervisor.

Habilidades y experiencia requeridas
Education:
- Masters degree in Business Management, Public Health, Administration, Public Procurement or related field.
Experience:
- Minimum 5 years of relevant professional experience in public sector procurement at the international level; previous background in multilateral cooperation (UN system, NGOs, Government Agencies, international suppliers).
Language/other requirements:
- Knowledge of the UNDP and/or GFATM procurement management procedures is highly desirable. Additional training in pharmaceuticals management a distinct advantage;
- Strong IT skills. Fluency in both written and spoken English. Knowledge of Arabic an asset;
