Antecedentes

In accordance with the Comprehensive Peace Agreement (CPA) and Security Council resolution SC 1590 (March 24, 2005), the United Nations Mission in Sudan (UNMIS) has been mandated to provide support and assistance to the Government of Sudan, in the planning, development and implementation of the national Disarmament, Demobilization and Reintegration (DDR) Programme. To this end, an Integrated United Nations DDR Unit (IUNDDRU) was established comprising of DPKO, UNDP and UNICEF for the CPA. Within the UN integrated approach for joint programming, DPKO takes the lead for de-mobilization; UNDP is responsible for reintegration and UNICEF for child soldiers. Specifically, UNDP/DDR is engaged in four programmes: (a) Sudan DDR Programme in the CPA Areas; (b) Support to Human Security Programme in Eastern Sudan; (c) Preparatory Assistance Project for DDR in Darfur; and (d) Community Security and Arms Control Programme (CSAC) covering all of northern Sudan (East, West, North and Transitional areas).
 
Planning and preparations for all four programmes have now gained momentum to the point where substantial increase in human and physical resources is necessary to cope with the growing workload. In order to deliver on the work plan also to plan for the 2010 activities, we are now seeking the Services of a Procurement Consultant, to support the DDR Programme. The Consultant will work under the supervision of Chief/Deputy Chief of DDR Operations.
 
The selected Consultant shall be reimbursed the cost of travel from place of recruitment to Sudan (most direct economy class fare) and subsistence allowance at prevailing UN/UNDP rates for the duration of the assignment, in addition to the professional fees.

Deberes y responsabilidades

Specifically, the Consultant will be responsible for:
 
  • In compliance with UN/UNDP rules, regulations, policies and strategies provide support the on strategic procurement actions in support of DDR Programme including sourcing strategy, supplier selection and evaluation, quality management.
  • Help develop proper monitoring and control of procurement processes including development of supplier risk and capacity assessment; organization of Request for Quotations, Invitation to Bi, Expressions of Interest; Request for Proposals and help develop evaluation methodologies
  • Provide advice on negotiation of certain conditions of contracts in full compliance with UNDP rules and regulation.
  • Provide guidance and help review submissions to the UNDP Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP).
  • Synthesis of lessons learnt and best practices in Procurement.
 
The expected Deliverables from this Consultancy are:
 
  • Organization of Expression of Interest for Service delivery in DDR context in Sudan; coordinate evaluation of EOI submissions; support capacity and risk assessment of potential vendors;
  • Help develop a series of RFPs with the intention to set up LTAs for Services with national/international organizations/firms, based on the above EOI roster;
  • Advise the DDR Programme on Letter of Agreements (LoAs) with the UN Agencies, as required
  • Provide on-the-job training to DDR staff on procurement best practices;
  • A Mission report delivered to the Supervisor before departure.

Habilidades y experiencia requeridas

  • Masters degree in Business Administration or Development sector areas
  • At least five years of experience in UNDP programme or procurement in a Country Office or HQ.
  • S/he should have proven experience in the management of EoI and RFP Processes in UNDP context.
  • Preference would be given to those who have experience (working or supporting) of post-conflict/crisis countries.
