Antecedentes

The United Nations Development Programme (UNDP) has been operating in the Kingdom of Bahrain since 1971 to promote and implement sustainable human development strategies and programmes based on national priorities in line with the Kingdom’s reform agenda. To guide the national programme, the UNDP formulated Country Programme Document covering four years period in consultation with Government, NGOs, donors and other UN agencies.
Currently, the UNDP Bahrain and its projects Implementing Partners are rolling out the Country Programme Action Plan (CPAP) for 2008 – 2011. For improved and effective implementation of the CPAP 2008 – 2011, it is important to review and evaluate the efficiency and effectiveness of work processes and the support being provided to the Implementing Partners. This assessment will make recommendations to improve programme modalities, implementation and management approaches.

The Bahrain Country Office needs to mainstream its work processes and procedures to improve Programme delivery. The CO has been experiencing low delivery and especially in 2009. There is a need to review work process, procedures and activities being carried out by the Office in support of projects’ implementation with our national counterparts. There is a need to ensure more accountability, effectiveness and delivery. Currently the office is carrying out time consuming and labor intensive work related tasks that are not leading to the annual delivery targets.
As an Office working in a Net Contributing Country (NCC) with only 10 staff members, UNDP Bahrain is facing its own unique set of challenges.

The consultant required review work processes, procedures, workload, different roles of UNDP and Implementing Partners, relationship with projects’ managements and make recommendations to better mainstream work management to achieve higher delivery targets.

Deberes y responsabilidades

  • Review key documents related to UNDP work in Bahrain such as Country Programme Document, 2008-2011 CPAP, NCC Evaluation Report, Audit reports, etc…
  • Meet with key stakeholders, the Ministry of Finance, Ministry of Foreign Affairs, and UNDP Country Office to highlight issues related coordination, planning and implementation at the Programme level.
  • Meet with main implementing partners such as Ministry of Social Development, Supreme Council for Women, Parliament, etc… to highlight issues related to technical support, management, processes and procedures at the Project level.
  • Interview UNDP Staff to discuss issues related to relationship with partners, work processes, communication, work load and constraints to projects planning, implementation, monitoring and delivery.
  • Identify possible capacity development needs within the UNDP Country Office.
  • Analyze programme/projects implementation and delivery trends in view of UNDP national execution modality, support provided by the UNDP Office to projects’ implementation, RC activities, support to other UN resident and nonresident agencies and draw lessons learned of good practices.
  • Make recommendations to the Office Management on improving overall Programme delivery during the coming years.

Competencias

  • Has at least five years work of experience with UNDP at management level with knowledge of Programmes/Projects development and implementation
  • Has experience in working on issues related to management development, business processes, restructuring, etc…
  • Competent knowledge of English is essential
  • Knowledge of Arabic and experience with NCC country is an asset
  • Must maintain confidentiality
