Antecedentes

The project objective is to mainstream biodiversity conservation priorities into Belarus’ territorial planning policies and practices. Given that territorial planning legislation has a superior and more over-arching value than sector-specific legislation in Belarus, mainstreaming biodiversity considerations into territorial planning is considered an effective way of favorably modifying sector practices. Further, the limited GEF resources available to Belarus would not be sufficient to cover land-use regulations, together with a comprehensive coverage of such large-scale sectors as agriculture, forestry, and water management. The project will therefore focus on removing the systemic regulatory and knowledge barriers identified above to mainstreaming biodiversity conservation into territorial planning. Demonstration of the effective integration of information on vulnerable/ threatened biotopes and species into territorial plans will be undertaken in 10 pilot districts where sector practices will be modified in line with minimal standards and requirements established under the territorial plan.

The long-term goal to which the project will contribute is to ensure ecologically-balanced land use planning at the district level, wherein productive activities outside protected areas are managed in ways that guarantee a normal functioning of ecosystems and their components and the preservation of historically established conditions of evolution of genetic resources. The project goal and objective will be achieved through the following two outcomes: i) Enabling regulatory, policy and institutional framework for land-use planning that reflects biodiversity considerations outside protected areas, and ii) Tested models for development and enforcement of biodiversity-compatible land-use plans at the district levels.

The Ministry of Natural Resources and Environmental Protection of Belarus will act as a national implementing partner to this project.

Deberes y responsabilidades

The Administrative and Financial Assistant ensures efficient administrative support and financial operation to the successful implementation of the project activities in line with the with the respective UNDP/GEF rules and procedures, achievement of the project goals and objectives, UNDP/GEF timely reporting.

He/she will:
  • Provide all necessary support to the PM in implementation of the project
  • Provide general administrative support to ensure the smooth running of the PMU;
  • Provide logistical support to the PM and project consultants in conducting different project activities (training workshops, stakeholder consultations, arrangements of field visits, etc.);
  • Assist the PM in managing the project staff;
  • Coordinate the project experts and ensure that their results are delivered on time;
  • Draft GEF quarterly project progress reports, as well as any other reports requested by the Executing Agency and UNDP;
  • Ensure collection of relevant data necessary to use in the SO-2 Tracking Tool;
  • Assist the PM in managing the administrative and finance staff and ensure that all information is accurate;
  • Back up PM in case of his/her absence;
  • During the visits of foreign experts, manage their visa support, transportation, hotel accommodation etc;
  • Organize control of budget expenditures by preparing payment documents, and compiling financial reports;
  • Maintain the project’s disbursement ledger and journal;
  • Monitor the use of non expendable equipment (record keeping, drawing up regular inventories);

  • Organize and coordinate the procurement of services and goods under the Organize control of the project budget expenditures by preparing payment documents, and compiling financial reports according to UNDP/GEF rules and procedures;
  • Provide financial monitoring over the project commitments and expenditures, assist in assuring proper project delivery;
  • Prepare regular financial reports required by relevant UNDP/GEF and national procedures;
  • Draft documents for comprehensive evaluations in line with relevant UNDP/GEF and national procedures;
  • Draft project budget revisions;
  • Keep regular contacts with project experts and consultants to inform them about the project details and changes;
  • Provide English and Russian translation/interpretation as required;
  • Draft correspondence and documents;
  • Finalize correspondence of administrative and financial nature;
  • Edit project reports and other documents for correctness of form and content;
  • Arrange duty travels;
  • Act on telephone inquiries, fax, post and e-mail transmissions, and coordinate appointments;
  • Perform any other administrative/financial duties as requested by the PM.

The Administrative and Financial Assistant works under direct supervision of the “Mainstreaming Biodiversity Conservation into Territorial Planning Policies and Practices” Project Manager.

Competencias

The Administrative and Financial Assistant is expected to be competent in:

  • Financial management, familiar with financial management of international technical assistance, particularly UNDP, projects;
  • Administrative management;
  • Professional written and spoken English;
  • Good knowledge of personal computer, and of the most popular Ms Office and Internet software.

Habilidades y experiencia requeridas

  • Secondary Education with specialized certification in Accounting and Finance. University degree in management, economics/finances or related field is an asset;
  • Minimum two years of work experience in administrative and financial work (business correspondence, record keeping, procurement) at the national or international level;
  •  Work experience with international technical assistance projects and/or other international initiatives would be a strong asset;
  • Proficient written and spoken English and Russian;
  • Outstanding time-management, organizational, reporting and inter-personal skills;
  • Knowledge of UNDP and/or GEF rules and procedures is an asset.
