Antecedentes

Burundi is in a critical phase of stabilization and community recovery though several current events run the risk of disturbing the transition. On one hand the massive movement of returnees who have recently come back to the country - estimated at around 540,000 people- creates sharply increased demand on crucial social services which are still severely limited and in the process of being re-established. On the other hand, the process of disarmament and demobilization has resulted in a great number of ex-combatants - approximately 55,000 - who are still waiting for sustainable reintegration.

To face the problems resulting from the influx of returnees, such as: property disputes, lack of access to land, food insufficiency, increased unemployment, and new pressures between communities and as inattention to these problems could seriously threaten the still stability in the country, UNDP, in partnership with the Government of Burundi, supports the implementation of a programme in which community based and government institutions play an active part in communities' security and socioeconomic development. The project will act as catalyst to strengthen government structures, particularly the General Management of Reintegration. The investments realized in that domain will allow the Ministry of Solidarity to respond strongly to the challenge of reintegration in the context of the future national programme of reintegration.

This programme will strengthen the national structures undertaking sustainable reintegration and to promote the economic reintegration of returnees by strengthening the local productive sector and promoting stainable forms of employment. Its global strategy will emphasize reestablishing institutional capacity, on the national as well as the local level, while also supporting communities to buiold the country anew within a sustainable development approach. A sense of national and local ownership, facilitated through a participatory approach, is essential. If all beneficiary communities and other stakeholders are fully involved in the process and their views are taken into account during the identification and implementation of various project activities, the accomplishments will be more sustainable.

UNDP Burundi is therefore recruiting a Programme Advisor who will run the Early Recovery Programme. The incumbent of the post will will work under the authority of the Country Director and under the direct supervision of the Deputy Country Director/Programme.

Deberes y responsabilidades

Implementation of ER programme strategies focusing on achievement of the following results:

  • Thorough analysis and research on political, social and economic issues related to CPR in the country;
  • Preparation of substantive inputs to CCA, UNDAF, CPD, CPAP and other corporate documents.

Overseeing the ER programme strategies achieving the following results:

  • Design and formulation of CO programme through translation of UNDP's ER priorities into local interventions;
  • Orchestrating the timely delivery of early recovery interventions in a coordinated manner so as to achieve maximum impact by sector and/or region affected;
  • Facilitate the establishment of mechanisms to guarantee consensus on the implementation process and the transparent use of resources, through appropriate consultative processes involving the participation of all stakeholders; and
  • Facilitate the timely, transparent and consolidated reporting of the early recovery interventions implemented.
  • Facilitate the strategic planning of the activities of the cluster. This will include liaison with other clusters on early recovery issues, and systematic development of activities in the field on the basis of Early Recovery Framework
  • Devolve the coordination mechanism to the field level. This will include organizing regular meetings on specific thematic areas (such as livelihood, housing) in the field and (building on existing mechanisms) setting up systems for information sharing and coordination on recovery aspects. This will also include keep track of resources mobilized and spent on early recovery interventions;
  • Coordinate with the other clusters especially with respect to the early recovery activities being undertaken by them;
  • Lead UNDP involvement on the Early Recovery Cluster. Periodic reporting of the progress on early recovery activities.

Supports creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

  • Regular interaction with critical stakeholders on ER issues, including key UNCT members;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the specific ER and overall office effort in resource mobilization.

Provides policy advice to national level institutions working on early recovery and reconstruction and facilitates knowledge management focusing on achievement of the following results:

  • Identification of specific capacity needs of the national institutions involved in recovery and reconstruction, in dialogue and other CPR related issues, governmental and CSOs;
  • In response to the above propose strategies for rapid development of capacities through Training inputs and through augmenting the staffing needs through restoring the essential infrastructure;
  • Contributions to knowledge networks and communities of practice, such as CPR-P;
  • Organization of training for projects staff on programme issues;
  • Professional growth through active learning.

Impact of Results

  • Sustainability of ER results insured financially and programmatically;
  • ER Programme Unit and peacebuilding approaches successfully integrated into UNDP;
  • A broad and inclusive high-level peacebuilding approach developed.

Habilidades y experiencia requeridas

Education:

  • Master's Degree or equivalent in political or social sciences or related field.

Experience:

  • 10 years of relevant experience at international level in providing advice on peace building and ER related issues advisory and hands-on experience in design, monitoring and evaluation of ER and development projects. This includes experience on issues such us national and local dialogue, conflict analysis, early recovery planning, youth and reconciliation, capacity building of local actors, human security, disaster management or mine action;
  • Familiarity with UNDP ER community of practice and corporate knowledge of UN ER institutional framework is required;
  • Proved record on gender issues and conflict sensitive programming;
  • Field experience on ER programmes is desirable.

Language Requirements:

  • Fluency in French and a good working knowledge of English.
