Antecedentes

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context

The project “Safer Communities Through Disaster Risk Reduction in Development” (SC-DRR) was officially launched on September 11, 2007, and is designed to make disaster risk reduction a normal part of the development process established in core functions of Government as well as its public and private partners at all levels especially local communities where the most effective actions can be taken to reduce the physical, economic and social vulnerability to disasters.  The ultimate aim of this project is to ensure that, over the long-term, development takes place in a way that disaster risks are considered and accounted for so that, over time, a culture of safety becomes the norm in Indonesia leading to sustainable development and poverty reduction in one of the most disaster prone countries in the world.

The project is intended to attain four key outputs:
  1. Disaster risk reduction policy, legal and regulatory frameworks established,
  2. Institutional systems that support decentralized disaster risk reduction established, strengthened and integrated with local level development,
  3. Communities and decision makers better informed on disaster risks and measures that can be taken to reduce those risks,
  4. Local disaster risk reduction processes, methodologies, guidelines and tools developed, applied, documented and fed-back into the policy framework.
The implementation of this project is undertaken through the National Development Planning Agency (BAPPENAS) in close partnership with the National Disaster Management Agency (BNPB) and the Ministry of Home Affairs (MoHA). In order to ensure the effective implementation of the project, strategic partnerships have been initiated with other relevant GOI ministries and agencies, and will be followed with public and private partners at the international, national, provincial, district, sub-district and village levels. The overall target budget figure for the five-year programme stands at USD 18.000.000 million.

The project also operates within a joint UN programme titled “Joint UN Strategic Plan on Disaster Risk Reduction for Sustainable Development”. The project also collaborates with the UNDP Regional Centre in Bangkok in Disaster risk initiatives at the regional level.

For the successful implementation of “Safer Communities Through Disaster Risk Reduction in Development” (SC-DRRD) programme, the Programme Coordination and Implementation Support Unit (PCISU) has been established within the Disaster Management Secretariat of BAPPENAS. The PCISU also supports the National Agency for Disaster Management, Ministry of Home Affairs and other GOI agencies involved in disaster risk reduction at the national level. At the same time, coordination with SC-DRRD Project Management Units (PMUs) currently established in appointed local government institutions in 5 provinces and 1 city has been ongoing. Three other provinces is planned to join in this list of priority locations in 2010. Therefore, PCISU is seeking a highly qualified candidate to fill the position of Consultant – Logframe, Monitoring & Reporting Framework development for the SC-DRRD project. 

Under the overall supervision of the SCDRR National Project Manager cum Team Leader, the Project Associate – Monitoring & Reporting will support the formulation of relevant planning documents as well as an updated monitoring and reporting framework, to ensure that monitoring and reporting mechanism is established and implemented regularly as the project portfolio continue to expand in 2010.

1.    Supports formulation and implementation of planning documents focusing on achievement of the following results:
  • Assist in the development of the project Monitoring and Evaluation plan and its effective and efficient implementation.
  • Ensure that logframe performance and impact indicators are defined and SMART (Specific, Measurable, Achievable, Realistic and Time bound).
  • Prepare measurement methods and identify data sources for project performance and impact indicators, in conjunction with respective project component teams.
  • Provide quality assurance through the development and implementation of an M&E Operations and Reporting Manual for the project.
  • Ensure that the purpose of the M&E Operating Manual is being achieved and enabling decision-making on the project progression and development.
  • Assist with the development of a consolidated monthly reporting system and format for project staff, with designated sections for each project component.
  • Assist in the conduct of project baseline and progress surveys (appropriate sample size and sampling survey methods and data collection procedures, data verification though, periodic site visits, where appropriate provide or facilitate necessary training).
  • Assist the project reviews and evaluations.
  • Support the team members and project partners in the development of critical learning events, which will provide the opportunity to examine issues that arise during project implementation. These events aim to provide the team with critical information to enable them to make decisions in relation to their respective components and the project as a whole.
  • Prepare annual work plans and associated budgets for M&E related activities
2.    Ensures proper monitoring and reporting focusing on achievement of the following results:
  • Assist in the preparation of project evaluation and/or review reports and drafts regular M&E project report
  • Present and analyze data based on information needs of project team and partners.
  • Compile and consolidate project component monthly reports.
  • Compile quarterly reports.
  • Drafting of quarterly, annual and other reports required by donor.
  • Ensure that project data are entered and updated on a timely basis.
  • Update data in press releases and pages for project webpages, as needed.
  • Keep archive of human interest stories (most significant change).
  • Prepare regular progress reports on activities undertaken, results achieved against targets and plan for follow up actions.
3.    Supports knowledge building and knowledge sharing
  • Synthesis of lessons learnt and best practices in programme.
  • Sound contributions to knowledge networks and communities of practice.
III. Impact of Results

The main objectives are:
  • Improved monitoring and reporting mechanism through revised monitoring and reporting framework;
  • Improved quarterly report and bilingual newsletter, capturing stories from the field;
  • Improved documentation system for project’s products and processes, through collaboration with the SCDRR librarian.

Education:   
  • Bachelor Degree or equivalent in Communications, Planning, Public Administration, Economics, Political Science, Social Sciences or any other related fields.
Experience:
  • Minimum 4 (four) years of monitoring and/or reporting experience.
Language Requirements:   
  • Proficient in English language, spoken and written.  Ability to write, review and edit reports.
