Antecedentes

The Police Reform Programme (PRP) is a long-term and comprehensive capacity building initiative to improve human security in Bangladesh. PRP supports the transition from a colonial style police force to democratic policing by strengthening the Bangladesh Police’s ability to contribute to a safer and more secure environment based on respect for the rule of law, human rights and equitable access to justice. The Programme has a specific focus on the poor and disadvantaged, women and children, and delivering tangible results at the Thana (police station) level. PRP also recognises the potential contribution that the police can make to national security and social and economic growth. Phase I of PRP (January 2005-September 2009) established the foundation for reform by building national ownership and supporting the roll out of a community policing philosophy across the country. Phase II (October 2009-October 2014) will consolidate previous efforts by supporting the Bangladesh Police Strategic Plan and pursuing the following outcomes:

  1. Strategic Direction and Organisational Reform;
  2. Human Resource Management and Training;
  3. Investigations, Operations and Prosecutions;
  4. Crime Prevention and Community Policing;
  5. Promoting Gender Sensitive Policing; and
  6. Information, Communications and Technology.
  7. PRP also seeks to strengthen functional linkages with the broader social and justice sector. The Ministry of Home Affairs and Bangladesh Police drive the reform process with technical and financial support from UNDP and other development partners.

Deberes y responsabilidades

Summary of key functions:

Under the supervision of the Project Manager, overall guidance of the National Project Director and in close collaboration with the UNDP Operations Unit the incumbent will be responsible for:

General

  • Supervising  and coordinating the timely  implementation/completion of  project activities including provisioning of financial, administrative and logistical support for the project; 
  • Developing contingency plans to ensure  that project activities (data collection, data integration, recruitment, training etc) are on schedule;
  • Ensuring adherence to relevant UNDP and GOB rules and regulations on all financial and administrative issues;
  • Coordinating with the Project Manager for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.
  • Supervise directly or indirectly all Operational staff (Finance, Administrative, Procurement and Human Resource)
  • Overseeing functions of the Security Focal point for the Project 
  • Focal point and responsible for financial audits, GOB and UNDP initiated.

Finance

  • Overseeing of expenditures under the NEX modality;
  • Certifying expenditures in ATLAS for direct payments;
  • Overseeing the preparation of monthly financial statements including NEX statements, ATLAS reconciliations, payroll reconciliations, etc;
  • Carry out actual to budgeted variance analysis on monthly, quarterly and annual basis;
  • Coordinating, preparing and monitoring CPAP, AWP, TAPP budgets;
  • Maintaining shadow budgets;
  • Preparation of all requisite Financial Statements (UNDP, GOB and Donors)

Administration

  • Responsible for Assets management for the project, including asset registers, asset transfers, physical checks and end of the project procedures; 
  • Oversee and be responsible for the use and maintenance of the Project Assets, including vehicles in line with the relevant rules;
  • Oversee the maintenance and upkeep of all project premises;

Human Resource Management

  • Preparation of project and annual HR plans;
  • Initiation, maintenance and termination of staff contracts and other HR formalities;
  • Overseeing the maintenance of leave and attendance records;
  • Overseeing the training needs assessment of staff and maintain training calendars;
  • Maintaining and implementing staff evaluations;
  • Certifying Payroll.  

Procurement

  • Assessing the procurement needs for the PRP project and monitor all procurement requirements;
  • Preparation of project and annual procurement plans;
  • Ensuring compliance to UNDP and GoB procurement rules, regulations and policies including source strategy, suppliers evaluation and selection, quality management, customer relationship management and performance measurement;
  • Monthly monitoring and reconciliation of the POs in ATLAS, including monitor transfer of POs from one year to the other

Impact of Results:

The key results have an impact on the overall success of the country program and reaching UNDAF/CPD goals. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching overall project targets.

Habilidades y experiencia requeridas

Education:

  • Masters Degree or equivalent qualifications in Business Administration, Public Administration, Finance, Economics or a related field.

Experience:

  • Minimum 5 years of relevant experience in managing financial, administrative, procurement and Human Resource services;
  • Experience in the usage of computers and office software packages with finance and ERP.
  • Prior experience in working on ATLAS would be an advantage;
  • Experience of working with UNDP would be an advantage;
  • Professional training/experience on procurement, enterprise risk management and exposure to public procurement regulation would be considered positively. 

Language Requirements:

  • Fluency in written and spoken English.
