Antecedentes

The overall goal of the programme Strengthening Local Risk Management and Mainstreaming Disaster Risk Reduction, initiated in 2008 between the UNDP and the National Institute for Disaster Management (INGC),is to strengthen national capacities at all levels to reduce the risk of disasters and mitigate their impacts on vulnerable populations within the country.
 
The programme has four main areas of intervention: 
  1. Mainstreaming of Disaster Risk Reduction and Vulnerability Reduction issues into national development plans and programmes;
  2. Capacity Building in Disaster Risk Reduction for Government and Civil society;
  3. Improving information systems and information management for DRR;
  4. and
  5. Early recovery component/ support to income generation and vulnerability reduction in resettlement areas.
The programme builds on the ten year National (government) Master Plan for Disaster Risk Reduction in order to strengthen institutional frameworks and systems for preparedness, response, and disaster risk reduction at national, provincial and community levels. It represents UNDP’s contribution to the Joint UN programme on Strengthening Disaster Risk Reduction and Emergency Preparedness in Mozambique.

Deberes y responsabilidades

Support to overall project management
  • Monitor ongoing projects substantively and financially through discussing project work plans, progress and performance;
  • Management of projects in ATLAS system;
  • Conducting evaluation missions and writing TORs for consultants;
  • Visiting project sites to monitor and assess implementation;
  • Resolving problems in execution and implementation;
  • Developing and maintaining productive relationships between national project staff, consultants, UN agencies and other relevant actors in DRR. 
  • She/he is also expected to seek complementarities and integration with ongoing projects in other portfolios.
Provide substantive input to policy and strategy
  • Analyse context, indicators;
  • Propose UNDP’s contribution and draft policy, in documents especially for Country Programme and other strategic documents in the thematic area of disaster reduction
  • Seek complementarities and mainstreaming into other UNDP practice areas where the Country Office has special interest and/or comparative advantages. 

Coordination of DRR activities

  • Support to the Joint Programme on DRR where UNDP acts as lead agency. It is expected that the incumbent would actively seek out and develop opportunities for synergies within the Joint Programme.
  • Support to the functioning of a donor working group for DRR (mobilizing donors to participate in meetings and information exchange, updating contact details of members, mapping activities)
  • Support to GRIP (Global Risk Identification activities in Mozambique)
  • Contribution to knowledge management of Disaster Risk Reduction and Emergency preparedness issues through contributions to practice networks, submission of web articles to UNDP Mozambique website
Other activities
  • Contribute to strengthening Civil Society Capacity for DRR, focusing on coordination of a small grants programme for DRR projects implemented by national NGOs, in coordination with the GEF small Grants Programme
  • Support to other activities of the Crisis Prevention unit as required;

Habilidades y experiencia requeridas

  • Advanced university degree in social sciences (Master´s degree or above), International Development or discipline relevant to disaster risk reduction
Experience:
  • Experience of at least 5 years in technical project management /project coordination or related area
  • At least 2 years experience in projects related to Disaster Risk Reduction, Disaster Management or Climate Risk management
  • Experience with different aspects of project management including development, planning, implementation, evaluation.
  • Experience working in developing countries, with preference for experience in the context of Mozambique
  • Extensive field experience in disaster environments and an in-depth knowledge of issues in the country.
  • Experience in developing written proposals, action plans, speeches and presentations
  • Experience in organizing events (seminars, training workshops etc)
  • Previous working experience in the UN, with UNDP experience preferred
  • Experience working with  Government institutions
  • Previous experience with the ATLAS project management system is an advantage
