Antecedentes

The United Nations Development Programme (UNDP) has a longstanding commitment to mainstreaming gender equality and promoting women’s empowerment in its work.  As the UN’s lead development agency, with extensive field presence, UNDP has facilitated the integration of gender equality in the work of Country Offices through core and non-core fund investments and has initiated and implemented numerous innovative initiatives, some in partnership with UNIFEM, that support both government and civil society work on gender issues.  Work on gender mainstreaming in UNDP is led and coordinated by the Gender Team, housed in the Bureau Development Policy (BDP), comprised of human resources located at HQ and Regional Centers.

In 2007, UNDP’s Gender Team has finalized a new corporate Gender Equality Strategy (GES) for the time period 2008-2011, which builds on the results achieved thus far. The new strategy coincided with the elaboration of the UNDP’s Strategic Plan and should ensure that gender equality and women’s empowerment are fully anchored within the organization’s strategic vision and planning for the next years.

To successfully implement the GES, UNDP needs to sustain the momentum created and keep on building on the results achieved. One area where a particular effort is needed is in the area of Gender, Environment and Sustainable Development. The annual review of UNDP’s Multi Year Funding Framework (MYFF) over the past years has shown that environment and energy (now sustainable development) is one of the focus areas where gender is insufficiently mainstreamed, and where the gender dimensions are not well understood by both staff and counterparts.

Over the past years, the Gender Team has been intensifying its work on mainstreaming gender into UNDP’s work on environment and Energy. Currently, the team is closely involved in the UNDP/GE Adaptation portfolio, UN-REDD, Community Based Adaptation,  and the Africa Adaptation Programme (AAP), where the Team is providing technical support to mainstream gender equality into the national adaption programme documents in 20 countries, to Strengthen long term planning to enable countries to manage risks associated with climate change: including building of effective leadership and institutional frameworks, providing advice for gender sensitive climate-resilient policies and adaptation financing options, and generating and sharing Knowledge on climate change adaptation. The team is a key practice area in the newly launched cross practice approach in developing capacity development programmes for supporting climate-resilient development in vulnerable countries, and access to energy for the poor among others. The demand for technical advice and support services has grown, particularly from country offices.

To facilitate women’s active engagement in new economic activities that address climate change threats while building stronger, more resilient and self-reliant communities UNDP has launched the Women’s Green Business Initiative (WGBI) to promote women’s employment and entrepreneurship opportunities, and provide support for women to engage in the design, production and delivery of green technologies, products, services, related to climate change mitigation and adaptation industries. WGBI will include a specific component that aims to expand access to clean off-grid energy to meet the basic development needs of poor households, and in particular, meeting the energy needs of women specifically to promote productive uses of clean energy to meet women’s energy service need such as cooking, heating, lighting, communications, and mechanical power, while also empowering them. The WGBI will work in close collaboration with governments, civil society organizations, and the private sector,

In addition, the Gender Team has been expanding its work on gender and climate change. It has been an active partner in the Global Gender and Climate Alliance and is supporting capacity building and awareness raising activities around the UNFCCC process. It is also leading in the area of gender and climate change finance, bringing forth innovative research and knowledge products.

To continue the momentum created and expand the work, the Gender Team is seeking to fill the position of programme specialist.

The Gender Team is organised into four clusters: Poverty and Environment; Governance and Crisis; Institutional Accountability/Interagency Cooperation; and Regional Advisors. The Programme Specialist, Gender and Environment will support the Poverty and Environment Cluster which is comprised of the Head of the Cluster and two other professional staff based in New York.

Deberes y responsabilidades

Provide specialist advice and support to programme activities in the area of Gender, Environment and Sustainable Development.

  • Coordinate the development and implementation of the Women’s Green Business Initiative, and the clean energy access for women project, including forging partnerships and resource mobilization
  • Providing substantive technical support to UNDP country offices, regional centers and bureaux;
    Support advocacy efforts on the issues, including through organizing events at major conferences;
  • Represent the Gender Team in global conferences and meetings;
  • Assist in the rollout and implementation of the Gender Equality Strategy 2008-2011 in particular in relation to the area of gender, environment and sustainable development;
  • Support the monitoring and evaluation of ongoing activities and contribute to compiling and writing of reports and advocacy materials;
  • Manage the organization of events;
  • Manage bidding and procurement processes, including preparation of bid documentation, technical review, CAP, PAC and ACP processes;
  • Build partnerships with key external organizations working in the field of environment and gender;

Strengthening cross-practice collaboration with the Environment and Energy practice group

  • Providing technical support to the various programmes;
  • Participate in the cross practice teams developing capacity development programmes for supporting climate-resilient development in vulnerable countries, access to energy for the poor and climate finance mechanisms.
  • Develop and Strengthen partnerships strategies to mainstream gender in UNDP environment programs, including the UNDP/GEF Adaptation portfolio
  • Provide Oversight and quality assurance for the Africa Adaptation Programme AAP, including Technical support on gender mainstreaming, capturing and sharing Knowledge and innovation on gender dimensions of climate change adaptation, and forging and harmonizing strategic partnerships and  approaches for sustainable development impacts.

Contributing to the development of new research, policy and UNDP knowledge products/tools on Gender, Environment and Sustainable development issues

  • Support research and analytical work on gender, environment and sustainable development as well as other areas when needed;
  • Lead development of guide books for gender mainstreaming in climate change policy and programmes at national and community level.
  • Support the monitoring and evaluation of ongoing activities and contribute to compiling and writing of reports and advocacy materials;

Coordinate programmes on gender and climate change including development and building partnerships with key external organizations working in the field of environment and gender

  • Support UNDP/GGCA programme development programmes and projects, including advocacy, capacity development programmes in Africa and Asia, and the Women’s Delegates Fund.
  • Raise awareness on gender and climate change around key opportunities, such as the meetings of the UNFCCC and climate change fund boards and provide technical advice to government partners.

Habilidades y experiencia requeridas

Education:

  • Master's degree in international relations, development, public administration, environmental and/or gender studies

Experience:

  • A minimum of 5 years of experience of international development, programme development, partnership building, consultancy and analytical work in development issues;
  • Experience of working on partnership building and resource mobilization processes, and in partnership with a range of UN agencies and CSOs;
  • Knowledge of UNDP and UN system policies and programming in gender equality and women’s empowerment;
  • Relevant experience in managing programme and projects using the existing UN/UNDP implementation modalities.
  • Knowledge about environment and gender issues

Language Requirements:

  • Excellent communication and drafting skills in English. Working knowledge of other UN official languages would be an asset
