Antecedentes

The Technical Specialist will be responsible for providing technical advice on Sustainable Land Management (SLM), with special reference to the “Private Public Sector Partnership on Capacity Building for SLM in the Shire River Basin” Project (SLM Project for short) that has recently started and will be coordinated through the Environmental Affairs Department (EAD). The Technical Specialist will furthermore give advice and provide a coordinating role pertaining to general, national coordination around Sustainable Land Management issues. S/He will ensure that project activities and general advice are based on good science and draws on lessons from the country, the region and global Best Practice.

The Technical Specialist will be based in the Ministry of Natural Resources, Environment, Energy (MNREE) and liaise closely with the Project Management Team, that will be put in place in the Environment Affairs Department (EAD) of the MNREE, and with Focal Points from other Ministries (i.e. Forestry, Development Planning, Land Resources, Agriculture Research & Extension, Water Development, Local Government), District Officers and other stakeholders. The Technical Specialist will provide technical support and guidance to the Project Manager, MNREE, Development Partners and other stakeholders, including NGOs / CSOs and Private Sector working on SLM. S/He will be responsible for giving general advice on SLM to relevant Ministries, Development Partners and other stakeholders, and function as a focal point and coordinator of national SLM activities. S/He will coordinate with other national programmes linked to SLM, including, but not limited to, the national Poverty and Environment Initiative (PEI), the National Climate Change Programme, and the different initiatives that will be undertaken in the Shire River Basin (e.g. the World Bank supported Shire River Basin Development Programme, the Millennium Challenge Account supported Energy Rehabilitation programme, Japanese funded forestry projects, as well as other programmes that support Climate Change, Natural Resources and Disaster Reduction Management activities in the Shire River Basin). S/He will furthermore follow up and link with regional and global programmes on SLM support activities, e.g. the GEF Terra Africa / Strategic Investment Programme on SLM.

The Technical Specialist will give special attention to the link of SLM with the National Policies (e.g. Malawi Growth & Development Strategy – MGDS, and National Agriculture, Forestry and Environment Policies), the mainstreaming of SLM into the relevant sectors (e.g. agriculture, energy, water development sectors) and District Development Plans. The S/He will also participate in the relevant Sector Working Groups (SWGs) which the government has established as platforms for discussion between the Government and Development Partners on substantive issues pertaining to national and sectoral policies and programmes (e.g. the Agriculture SWG, Environment, Natural Resources & Climate Change SWG, Lands SWG). Furthermore, the S/He will be actively engaged in formal and informal groupings of Development Partners and others, who meet and discuss issues of common interest (e.g. the Donor Committee on Agriculture and Food Security – DCAFS; and the Joint Resilience Unit – JRU). The Technical Specialist will also take actively part in relevant national Technical and Steering Committees (e.g. the National Committees on Natural resources and Climate Change), as well as other pertinent fora.

The Technical Specialist will furthermore ensure the coherence and fit of SLM programmes into the United Nations Development Assistance Framework (UNDAF) 2012 – 2016 that is currently being developed. S/He will furthermore take part in programming and monitoring of the relevant Cluster work under the UNDAF. S/He will inform the UNDP on strategic issues pertaining to SLM and relevant topics.

Deberes y responsabilidades

  • Conduct policy and programme reviews pertaining to Sustainable Land Management (SLM) in Malawi
  • Ensure programme development, monitoring and evaluation of SLM programmes in Malawi
  • Coordination of national SLM activities, especially the UNDP-GEF SLM Project in Shire River
  • Provide technical advice on national Sustainable Land Management (SLM), ensuring that this is based on good science and draws on lessons from the country, the region and global Best Practice.
  • Strategic partnership building and resource mobilization on SLM (in particular regional and international SLM programmes under the World Bank, GEF, etc.)Ensure mainstreaming Sustainable Land Management in national, sectoral and district development plans
  • Capacity development for SLM at national, district and local level
  • Data analysis and monitoring of SLM programmes and activities, in particular the UNDP-GEF SLM Project, as well as under the UNDAF / Delivery as One
  • Knowledge management and networking on SLM

Competencias

  • Very good advisory skills and knowledge in supporting the mainstreaming of sustainable land management, sustainable environment and climate change concerns into poverty reduction strategies, developmental plans and government budgets in the context of poverty reduction and sustainable development;
  • Ability to advise partners and develop programmes for knowledge management on mainstreaming sustainable land management into development and sectoral planning processes;
  • Ability to develop guidelines for mainstreaming sustainable land management, with reference to environment and natural resources, and climate change, in development planning processes;
  • Ability to advise on problems with full technical competency leading to fact-based and practical recommendations and creative solutions;
  • Ability to produce high-quality outputs including policy briefs and data in a timely manner while understanding and anticipating the evolving client needs;
  • Ability to focus on impact and results for the client, promoting and living by an ethic of client service.
  • Ability to form international and national networking partnerships for resource mobilization and knowledge exchange.
  • Ability to lead strategic planning processes, results-based management and reporting, including monitoring
  • Knowledge of financial and administrative reporting, in particular of donor funded projects

  • Ability to lead, mentor, advise and inspire staff in effecting changes in business processes and implementation, including necessary behavioural / attitudinal change.

Habilidades y experiencia requeridas

Education

  • At least a master’s degree in Natural Resources Management, Agriculture ; Multidisciplinary educational background required

Experience

  • At least 7 years of experience in the field of Environment, Natural Resources, Agriculture and Development, with specialized experience in Sustainable Land Management preferred, including policy development and land & water resources management;
  • Extended experience in initiating project development, implementation, monitoring and evaluation;
  • Proven experience in resource mobilization from governments, foundations,  and private sector, with knowledge of existing national, regional, and global financial mechanisms in this regard;
  • Experience with client and result oriented approaches, including Result Based Management;
  • Experienced team worker, with additional leadership capacities, and mentoring and conflict resolution skills
  • Experience with change management involving government institutions;
  • Experience with UNDP and / or other Development Partners.

  • Fluency in English.
