Antecedentes

OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to:

     • alleviate human suffering in disasters and emergencies
     • advocate for the rights of people in need
     • promote preparedness and prevention
     • facilitate sustainable solutions.

As a result of conflict, underdevelopment, endemic natural disasters, and limited economic opportunity, considerable human suffering continues in Afghanistan, rendering large portions of the already acutely vulnerable population highly susceptible to additional shocks. In response to gross and acute need, more than 8 of an estimated 30 million civilians rely upon timely and coordinated humanitarian assistance.   In December 1991, the General Assembly adopted Resolution 46/182 designed to strengthen the United Nation's response to both complex emergencies and natural disasters.  In addition it aimed at improving the overall effectiveness of the UN's humanitarian operations in the field.

OCHA’s priority is to ensure principled and coordinated humanitarian assistance to meet the life-saving needs of affected populations in an appropriate manner. This is done through effective planning and preparedness, information-sharing, and collaborative analysis in advance of, during, and following disasters.
 

Deberes y responsabilidades

Under the supervision of the Humanitarian Affairs Officer/Head of Cluster Coordination Unit in Kabul country office the incumbent will be expected to be able to perform the following, but tasks will be assigned according to national requirements and capacity:

 Summary of key functions of the Cluster Coordination Unit:
  • Cluster Coordination
  • Consolidated Appeals Process
  • Assessment preparedness
  • Inter-agency contingency planning
  • Information Management / Advocacy 
Responsibilities:
  • Assist on preparation, implementation, monitoring and reporting related to cluster coordination, contingency planning, assessments, emergency preparedness, humanitarian response and the Consolidated Appeals Process;
  • Represent OCHA at national cluster meetings, as needed;
  • Monitor, analyse and report on the humanitarian situation in support of OCHA’s role in providing informing to humanitarian partners and key constituencies as well as other advocacy initiatives on issue impacting the situation in country;
  • Assist the team on the preparation, implementation, monitoring and reporting of assessments, emergency preparedness, humanitarian response in support of Clusters;
  • Assist the team on the liaison with OCHA field offices on the Humanitarian Regional Team’s Inter-Agency Contingency Plans;
  • Support the functioning of Inter-Cluster Coordination meetings that will tackle cross-cluster, operational, planning and response issues;
  • Assist in the implementation of inclusive, field-level humanitarian coordination mechanisms, including liaison with relevant UN operational agencies, NGOs, RCM and local authorities;
  • Facilitate exchange on cross-cutting issues with OCHA units - Civil Military, Information Management, Emergency Response Fund or other;
  • Support the collection of field information to improve coordination activities;
  • Initiate and sustain professional relationships with key constituencies;
  • And, perform other duties that may be assigned by the Cluster Coordinator or senior management.

Work implies frequent interaction with the following (as necessary):

  • Staff at all levels within the OCHA Country Office; Representatives of UN agencies and other members of the IASC, NGOs and other humanitarian organizations; personnel with responsibility for humanitarian issues; Local Government officials
  • OCHA units at the country office – Field Coordination, Information Management, Civil Military Coordination, Emergency Response Fund, Humanitarian Financing;
  • OCHA sub-offices;
  • International and national NGOs; National clusters.

Assist the HAO in identifying significant humanitarian issues and problems to be addressed in the assigned region. Develop well-reasoned, innovative suggestions and approaches to problem resolution in dealing with complex policy/technical issues. Assist the HAO to manage projects and work teams, ensuring timely delivery of outputs. Help meet organizational objectives and provide sound analytical inputs and advice with respect to coordination of humanitarian/emergency action.

Provide effective guidance on cultural and political issues intrinsic to the assigned region. Timely deliver assigned outputs, develop partnerships and effectively interact with colleagues internally and externally.

Habilidades y experiencia requeridas

Education:
  • Master’s Degree preferably in Political or Social Science, Law, international studies, Public Administration, or other relevant science is required.
Experience:   
  • Maximum 2 years of relevant progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management or other related area, preferably with at least two years with a UN organization or an NGO. Civil-military coordination experience is a plus. 
  • Good drafting and report writing skills are required.
 Language Requirements:
  • Fluency in oral and written English and Pashto or Dari is required. 
  • Candidates will be tested on their linguistic ability and regional cultural knowledge.
