Antecedentes

UNDP is the lead UN agency on gender and climate change working across a range of advocacy and programming activities at the global, regional, national, and community level. As part of these efforts, UNDP is the fund manager for an umbrella programme on “Gender Responsive Climate Change Initiatives and Decision-making“. The programme comprises three projects each implemented by a different partner organization: the Women’s Environment and Development Organization, WEDO; the International Union for the Conservation of Nature, IUCN; and UNDP, in collaboration with the United Nations Environment Programme.

These projects have been running since 2008 and have succeeded in shifting the gender and climate change paradigm. Through a coordinated partnership approach, they have ensured that gender equality principles are integrated more fully into the outcome documents of UNFCCC negotiations, as well as the operations of major climate funds. They have provided technical expertise and recommendations to over 100 governments; trained nearly 500 national gender and climate change experts from more than 100 countries; and have integrated gender concerns into national climate change policies and programmes across several countries.

The umbrella programme is made possible through contributions of the governments of Finland and Denmark to the UNDP Gender Thematic Trust Fund. Funding is entering its third phase in 2012 and will continue through 2014. This umbrella programme is one of the main programming vehicles for the Global Gender and Climate Alliance (GGCA).

UNDP is also implementing a number of related programmes and projects on adaptation, mitigation, energy, women’s green business and related sustainable development themes. As part of preparations for Rio+20, UNDP is providing an ongoing series of advocacy and technical inputs to the Rio draft negotiated text; the UNDP flagship report on Rio; a series of thought papers and a guidance note for country practitioners on gender and sustainable development.

To support UNDP’s work in these areas of gender equality, climate change, and sustainable development, achieving the goals of the Gender Equality Strategy, UNDP is seeking at least 2 Technical Expert(s) on Gender equality and women’s empowerment to be retained to support the work of the Gender Team.

Deberes y responsabilidades

Under the supervision of the Director of the Gender Team, and in close collaboration with other members of the environment cluster,  the consultant will be responsible for the following:

The scope of tasks to be undertaken will be agreed with the Technical Expert(s) as the need arises, and may cover, but may not limited to:
  • Provide substantive advice and strategic inputs through the drafting of policy briefs, concept notes, project concept notes, issues briefs, and other substantive technical inputs on issues related to gender equality, women’s empowerment, and sustainable development. This may include reports to UNDP’s executive board;
  • Provide substantive input through the drafting or comment on project proposals, project evaluation reports, terms of reference, or aide memoire; 
  • Provide expert review, comments and suggested revisions of UNDP documents to ensure that the gender dimensions are suitably integrated, reflect cutting edge knowledge of the gender dimensions and are consistent with UNDP’s gender equality strategy. This includes, but is not limited to: Rio +20 papers, Human Development Reports, Regional Human Development Reports, MDG Reports or any other relevant substantive documentation produced by UNDP; 
  • Provide thorough analysis and recommendations on quarterly or annual reports, including annual results to ensure the integration of a gender perspective in order to measure outcomes of the Gender Equality Strategy; 
  • Provide substantive assistance in the development and facilitation of critical discussions on gender and poverty, including UN inter-agency discussions, regional events, lecture series and online discussions as required by the Gender Team; 
  • Support specific requests by country offices or regional centers on integrating gender in their work within other practices. 
  • Provide training for UNDP staff and partners on matters related to gender, economic policy, and the integration of gender in their work; 
  • The preparation of manuals and other capacity development materials on gender equality and the provision of advice for UNDP on integrating a gender dimension into existing training manuals and initiatives;
  • Develop Knowledge Products, Project Briefs on cross-cutting gender issues such as but not limited to: Gender and Sustainable Development, Gender and Climate Change, Gender and Energy; and Gender and the Green Economy; 
  • Provide advice to the Director of the Gender Team on the strategic direction for the gender team’s work in the field of Gender, Poverty Reduction, Equitable, Growth, Climate Change, and Sustainable Development, and the post-2015 MDG Framework.

Competencias

  • Prior experience conducting research and analysis in the area of gender equality, climate change, energy, economics and/or sustainable development;
  • Understanding of the links between sustainable development, social, and gender issues;
  • Experience or strong familiarity with the work of UNDP and/or other multilateral, bilateral and civil society development partners. Excellent analytical, writing, presentation, and communications skills;
  • Strong Excel and related financial skills;
  • Ability to prepare succinct, analytical publications and reports.
Focuses on impact and result for the client and responds positively to critical feedback. 
Deliverables:
The following deliverables will be expected:
  • Briefs, policy notes/issue briefs, concept notes, project concept notes and other substantive technical inputs on issues related to Gender, Climate Change, Energy and Environment,  Sustainable Development,  and Poverty, including on trends, emerging issues and challenges;
  • Substantive inputs on UNDP project proposals, progress reports on gender and capacity development, and other related initiatives;
  • Recommendations on how to integrate gender perspectives into UNDP strategic and policy documents, programme and projects, such the Human Development Reports, Regional Human Development Reports, MDG Reports or other relevant documentation produced by UNDP;
  • Capacity development activities on gender mainstreaming and development;
  • Facilitation of critical discussions on gender, climate change, energy and environment,  and sustainable development, including UN inter-agency discussions, national/regional events, lecture series and online discussions as required by the Gender Team.

Habilidades y experiencia requeridas

Academic Qualifications:
  • Master’s degree or above in sustainable development, climate change, economics, sociology, gender equality, or a related field.
Years of experience:
  • At least five years of experience in an international development project context working on issues of gender equality and related themes including climate change, energy, environment, economic policy and sustainable development.

Travel:

Remuneration:
Please indicate the daily rate for your services when applying for this assignment . Remuneration for specific assignments will be established based on the competencies and skills of the consultant and nature of the task to be assigned.

Individual consultants will be evaluated based on the following methodology:
Cumulative analysis
When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical
  • Advanced university degree PhD or Masters in Social Sciences, Environment, economics and or Gender Studies, or a closely related field, Weight 10%, Maximum points 10;
  • 5-10 years of relevant professional experience including at least 3 years of experience in gender and climate change or environment issues in francophone Africa region, Weight 20%, Maximum points 20;
  • Knowledge, technical expertise, and analytical skills on issues related to gender, environment and climate change, with extensive research and documentation of stories and case studies, Weight 20%, Maximum points 20;
  • Demonstrated training, advocacy and Strong verbal and written communication skills, Weight 20%, Maximum points 20.
