Under the guidance and direct supervision of the Manager, Agencies and Overseas Finance Relationship the Accounts Associate provides support to their management, Country Offices and UN Partner Agencies on the production and verification of financial data.
 
The Accounts Associate operates in collaboration with the rest of the Agencies and Overseas Finance Relations Team focusing on quality and completeness of Financial Reports and the Underlying supporting data. The Accounts Associate provides “full service” to their client agencies.

Deberes y responsabilidades

Summary of Key Functions:
  • Provide Accounting Services for UN Agencies Service Clearing Account ( SCA);
  • Process expenditure data in UN Agency Project Clearing Account ( PCA);
  • Provide guidance related to Agency financial arrangements;
  • Preparation of Agency reconciliation;
  • Preparation of year-end schedules.
Ensure effective provision of Accounting Services for UN Agencies Service Clearing Account (SCA):
  • Reconcile the SCA transactions and balances to the GL (for example, analyse the balance in fund 12000 to ensure that entries are correct and included in the SCAs);
  • Support maintenance of accounting procedures for fund 12000 transactions – e.g. RLA, MPOs, MIPs, etc.
  • Examine accounting records and ensure that the commitment control system for monitoring the funding is correct and consistent with the SCA balances.
Ensure timely and accurate processing of expenditure data in UN Agency Project Clearing Account (PCA):
  • Monitor the submission of Project Delivery Reports( PDRs) in accordance with the specified format and ensure they submit on time;
  • Perform timely recording of agency PDRs and communicate rejected PDRs and the reasons to the agency clients;
  • Reconcile the submitted agency PDRs to the agency expenditure in the PCA and in the GL – for both UNDP and for trust funds;
  • Liaise with Agencies on reconciling issues.
Provide authoritative guidance on implementation of Policies related to Agency financial arrangements:
  • Ensure compliance with UNDP and Agencies accountability requirements;
  • Contribute to the resolution of disputes, by conducting thorough research and compiling the pertinent supporting documents.
Assist with the preparation of schedules related to Agency expenditure:
  • Prepare detailed and comprehensive financial working papers to support the relevant Schedules for the corporate Financial Statements.

Habilidades y experiencia requeridas

Education:
  • Secondary Education with specialized certification in Accounting and/or Finance;
  • University degree in Finance, Business Administration or Accounting desirable, but it is not a requirement;
  • Part-qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage.
Long-listed candidates will be required to undergo the UNDP Accountancy and Finance Test (UNDP/AFT).
 
Experience:
  • Minimum 7 years of progressive experience in finance and accounting related functions; prior banking or treasury operations experience an asset;
  • Experience in the usage of computers and office software packages (MS Office) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems;
  • Experience with EPR financials (preferably PeopleSoft) desirable, in particular the General Ledger and Account Payable Modules;
  • Knolwdge of IPSAS and/or IFRS required.
Language Requirements:
  • Fluency in written and spoken English required. Knowledge of French or Spanish highly desirable.
