II. Substantive Duties and Responsibilities

Key Tasks:

Under the overall guidance of the Representative and direct supervision of the Programme Management Officer, the National Programme Associate (NPA) on Gender is expected to assist the Programme Management Officer and National Programme Officer (NPO) on Gender to oversee and coordinate with the implementing partners about the programme management of overall UNFPA Gender programmes activities.

Duties & Responsibilities:

  • Ensure the implementation of the UNFPA CO work plan particularly on Gender during the working period.
  • Provide technical inputs in the development of operational management programmes and work plan of UNFPA CO particularly on Gender.
  • In close consultation with NPO on Gender, provide inputs for the proposed annual work plans from Implementing Partners to ensure prioritization of activities and detailed budgeting are realistic including review of activities, TORs for quality assurance.
  • In close consultations with NPO on Gender and Programme Management Officer  reviews and checks the compliance between quarterly work plan monitoring tools/QWPMT with the annual work plan,
  • In close consultation with Programme Management Officer, monitors project expenditures and takes necessary actions related to project activities (e.g. budget revision, reprogramming of activities, etc.)
  • Work with the Implementing Partners to ensure detailed breakdown among activities within the planned/approved allocation in the Annual Work Plans.
  • Obtain input from NPO on Gender on technical areas to ensure appropriate assistance to  the Field Coordinating Offices in monitoring the performance and progress of the programme at district and provincial level.
  • Provide technical assistance to the implementing partners to develop and submit the programme and financial reports (FACE, AWPMT and QWPMT) on Gender in a timely manner.
  • Operate the ATLAS in daily office related to Gender programmes such as budget revision, ERP preparation and requisition development.
  • Review the performance and progress of the programme, identify bottlenecks and ensure necessary actions are made in a timely manner to remedy problems.
  • Ensure timely submission of standard progress report (SPR) and annual working planning monitoring tool (AWPMT) from Implementing Partners (IPs) as the result of the IPs working group. Provides assistance to the implementing partners in providing programmatic and financial report.
  • Monitor the implementation of consolidated audit action plan and report to the Programme Management Officer on the progress of implementing the audit recommendations.
  • Conduct field-monitoring visits and cooperate with the implementing partners to monitor the programme implementation on Gender.
  • In close consultation with the NPO on Gender providing technical assistance to the implementation of the UN joint programmes on Gender.
  • In consultation with Programme Management Officer, prepare response to queries from programme/project staff on daily programme management issues.
  • Support effective communication with and between UNFPA colleagues (including with other NPAs) at Country Office and Field Coordinating Offices, Project Personnel and related stakeholders.

Habilidades y experiencia requeridas

IV. Recruitment Qualifications

Academic Requirements:
Bachelor’s degree in health, population, demography and/or other related social science field is preferable.

Experience and qualifications:

  • Five years of progressively experience in the areas of reproductive health, gender, population development or community development.
  •  A sound knowledge/experience in working with gender issues in Indonesia.
  • Ability to liaise and affiliate with Government, National Commission on VAW, Donors, NGOs working in the area of gender programme.
  • Strong personnel management experience and proven ability to work well in a cross-cultural team and environment.
  • Ability to work under pressure and travel frequently.
  • Excellent communication and human relation skills.

Languages:
A strong capability to communicate clearly and concisely in both oral and written English and Bahasa Indonesia.

Computer skills:
Proficiency in current office software applications.
Knowledge of PeopleSoft/ATLAS system is preferable.
