Antecedentes

Two decades of democratic transition and conflict have impacted upon a whole generation of Sierra Leonean youth. Harnessing the potential and capacity of Sierra Leonean youth to build a peaceful and prosperous future is central to the reform programme of the government’s “Agenda for Change”.

To this end, the Government has established a new Ministry of Youth Employment and Sports and a National Youth Commission (NAYCOM). Among the most compelling tasks agreed upon for the youth commission is the need to produce an annual holistic report on the youth situation in the country. Such studies should comprehensively report on major socio-economic and cultural themes affecting youth development and how they perceive these issues or are perceived within the context of these societal variables. In this vein the National Youth Commission will be requiring the services of one or more consultants to undertake specific studies that will form the basis of the content of specific case studies to be included in the 2012 Annual Youth Report to be prepared by the National Youth Commission

Deliverables/Final Products Expected
 
The consultant shall provide the National Youth commission and UNDP with:
  •  A brief work plan within one week of the signing of the contract with UNDP, including, among others, the details of the methodology to be used.
  • A draft report for each of the thematic areas of study within 30 days of commencement of the studies.
 
Purpose and objectives
The purpose of studies is to provide informed opinion on youth-related issues and how these issues impact on the status and development of youth in Sierra Leone. The information gathered by this study will provide material for inclusion in the Annual Youth report. The material will also assist the National Youth Commission to design and plan project activities that reflect the circumstances and needs of the youth population in the country. The findings of the Studies will be available to inform the Ministry of Youth Employment and Sports and National Youth Commission as appropriate and will also be published as stand-alone reports or incorporated into the Annual Youth Report prepared by the National Youth Commission.
  •    Youth representation, voice and involvement in national and local governance
This study among other things will look at the structure of youth representation at chiefdom, district and national level (if any), the extent to which these structures are representative of youth in their locality and how effective they are at actually projecting the youth image in terms of local and national development issues.
 
  •    Influence of music and films on youth values and perceptions
There is no denying the fact that music and films are actually impacting the life styles of youth who religiously imitate the culture that is preached in these social attributes. Youth culture now is fast becoming a reflection of the embodiment of modern music and film heritage. Hip Hop for instance is fast becoming a life style which all youth in the world including those in Sierra Leone are blindly following. This study is aimed at cataloguing and analyzing the influence of these alien cultures and how they are contributing in no small measure to the creation of a new culture in the youth of Sierra Leone.
 
  •      Health/drug abuse/ HIV AIDS issues and youth
This study is expected to look at the incidence of drug abuse and HIV/AIDS on youth in Sierra Leone. The study should also reflect on the underlying causes associated with addiction to drug and the extent to which drug abuse has reached in Sierra Leone and its effect on the health of youth. This study should also inform on the influence of HIV/AIDS on youth in Sierra Leone
 
Methodology and Information sources:
 
The modalities through which the case studies will be conducted will have to be decided with the substantial input of the consultant. Tentatively the chosen methodology will combine desk review (notably focusing on local and international university thesis and dissertations, as well as other scientific research and projects reports), retrieval of basic hard data (in collaboration with relevant Ministries) and some sort of qualitative investigation (interviews and/ or focus groups).
The National Youth Commission, the Ministry of Youth Employment and Sports and the UNDP will ensure that key documents pertaining to their activities are available to the consultant prior to the fieldwork. There will also be organized meetings with key stakeholders such as NAYCOM, UNDP, NGOs, Ministry of Youth Employment and Sports, Clients/ beneficiaries of NAYCOM projects, members of local communities and other relevant organisations/ agencies

Competencias

Socio-cultural sensitivities and Code of conduct
 
During the whole course of the studies, contracted agency/institution will strictly follow the code of conduct/ethics and keep in view the socio-cultural sensitivities while developing instruments of data collection, and interacting with the targeted population, or local community members etc. Consultants applying for this study will indicate their methodology of data collection in clear terms in their proposals, keeping in view the code of conduct and limitations listed above.
 
Duration of the consultancy
  •  It is expected that the completion of the deliverables will take a maximum of 30 days.
  • The consultant will be expected to start the work very immediately
Payment Modalities
 
Payment to the consultant will be made in three installments upon satisfactory completion of the following deliverables:
  • 1st installment-15% upon signing of the contract
  •  2nd installment-35% upon submission of draft report to UNDP showing progress against agreed outputs
  • 3rd installment-50% upon submission of the final report with all deliverables signed by UNDP
Evaluation of Criteria and Weighting

The consultant will be evaluated against a combination of technical and financial criteria. Maximum score is 100% out of a total score for technical criteria equals 70% and 30% for financial criteria. The technical evaluation will take into account the following as per the weightings provided:
  • Background and minimum educational qualification as defined in the TOR (20%)
  • Practical experience in Research work including evidence of similar or related research work (30%)
  • Experience in similar consultancies especially in post-conflict contexts and especially in Africa/SL (30%)
  • Good communication skills especially English language fluency in both oral and written (10%).
  • Financial proposal (10%)

Habilidades y experiencia requeridas

Education:
  • Advanced university degree in international development or related field
Experience:
 
  • Previous experience in research and/or concrete work in the areas of HIV&AIDS, Drug abuse, Reproductive Health, or Adolescence/Youth related issues etc.
  • Strong analytical skills in both quantitative and qualitative research models/methodologies are desirable.
  • A minimum of 1 year experience in research/surveys in the above referred areas is a must.
 
Legal status:
 
If an organization is to bid, it must be registered under Companies Act, or under any other valid legal cover of Government of Sierra Leone or a Municipal Authority.
 
Capacity and outreach:
 
  • As the assessment study has a limited time frame, therefore, the selected organization/institution should have the ability to meet with the deadlines, in the form of human resources, logistical support, and outreach in the field. It should have a track record of successfully conducting research or completing field based projects.
 
Language:
  • Excellent ability to communicate in English
