Antecedentes

UNIFEM is the women's fund at the United Nations with the objectives of providing financial and technical assistance to innovative programs and strategies that promote women's rights, political participation and economic security.
Burundi is one of the first countries to benefit from the attention of the Peace Building Commission (PBC), and to access the Peace-Building Fund. Peace Building Commission was set up in 2005 to help countries emerging from armed conflicts towards post conflict reconstruction and peace building.

Through a competitive process UNIFEM has been awarded the implementation of a 3 millions dollars programme related to gender equality and women empowerment.

The PBC will work at the intersection of politics, peacekeeping, development, humanitarian work, and human rights. In principle, it will provide a more coherent approach to post-conflict work, thereby resolving the institutional gap in the UN system.

Women's rights and gender equality issues are central to reconciliation and consolidation of peace and need to be addressed when the PBC invests in security sector reform, transitional justice and reconciliation, and land reform in the country. Attention must also be paid to civil society and especially women's groups in post conflict reconstruction in Burundi through a structured process of consultation and engagement. Additionally, post-conflict transitional periods offer a window of opportunity that must be seized to improve the status of women and achieve greater gender equality.
To this end, UNIFEM's regional office in Central Africa seeks to recruit an international expert (ALD) specialised in programme development, project coordination and resource mobilisation.

Deberes y responsabilidades

Under the overall supervision of the Regional Programme Director, the expert will be responsible for :
  • Provide substantive guidance and advise to the Government of Burundi , within the framework of the PBC programme, on issues of gender equality and Women Human Rights.
  • Design and formulation of programmes/projects for different funding mechanisms including Peace building funding
  • Monitoring  ongoing   projects both substantively and financially to ensure efficient and timely delivery and realisation of results
  • Enhancing UNIFEM's participation in inter-agency and inter-governmental process, with particular emphasis on Peace building Commission, UNDAF, Poverty Reduction strategies, International conference for the Great Lakes among others
  • Managing , coordinating and providing guidance for reporting in order to ensure efficient implementation and compliance with UNIFEM and donor requirements
  • Developing effective and innovative strategies for resources mobilisation , networking with other UN agencies, donors and international organisations
  • Any other duties that support and strengthen UNIFEM's in Burundi in the framework of the Peace Building Commission Fund work as assigned by Regional Programme Director

Competencias

  • Technical expertise in Gender analysis and mainstreaming in programming and implementation
  • Knowledge of legal and policy framework on women's right/roles and analytical skills particularly in post conflict environment and peace building.
  • Knowledge of Burundi country reality including women's rights and advocacy.
  • Maturity, ability to take decision under pressure and ability to deal to deal with matters that are politically and cultural sensitive.
  • Ability to work across multi-cultural context to ensure achievement of results in a post conflict environment.
  • Strong communication skills

Habilidades y experiencia requeridas

  • Masters degree in Economic, Social and Political Sciences, International Development or other related areas
  • At least seven years work experience in any of the following fields: Human right, humanitarian issues, rehabilitation, gender and development, Economic security, strategic planning or related fields
  • Experience working with UN joint programming frameworks and result-based management systems is a particular advantage.
  • Experience with international organizations, the UN system and civil society is particularly desirable.
  • Fluency in French and English is required
  • Knowledge of local language is an added advantage
