UN-HABITAT is implementing a number of projects with the Government of Iraq (GoI) on Local Planning, Local Governance and Decentralization, working with the Ministry of Municipalities and Public Works (MMPW), the Ministry of Planning, Governorate Councils and the Iraq Local Government Association (ILGA). These include: - Support to Decentralization and Local Governance for Service Delivery Project;
- Local Area Development Programme (Bridging Phase) - This project is jointly implemented with UNDP, ILO/UNOPS and WHO. It is a bridging phase to a proposed phase 2 programme. UN-HABITAT leads in Hillah Governorate associated with preparation of the Provincial Development Plan while many other supporting activities are being implemented across all the five governorates including relevant institutions of central and federal government;
- Iraq Public Sector Modernization Programme (Local Governance Projects) II –This is a continuation of IPSM Phase I project which will have a separate output on decentralization, local governance and service delivery in Iraq.
The Local Governance and Decentralization Adviser will be responsible for the design and oversight of activities by UN-HABITAT under these projects. The objective of the post is to provide strategic advice to UN-HABITAT on the design and implementation of a programme of support on local planning, local government and decentralisation with the Government of Iraq and to manage and implement the delivery of this programme with project partners.

Scope and expected outputs: The Local Government and Decentralization Specialist will, under the supervision of the CTA/ Head of Iraq Programe Office, undertake the technical management of all project components and ensure that project objectives are fulfilled and delivered in a timely fashion in accordance with the tasks outlined below: Strategic advice and co-ordination on Local Governance and Decentralization: - Represent UN-HABITAT on the UNDAF Priority Working Group for Governance and Environment and other UNCT level events or working groups as required;
- Establish a network or community of practice on Local Governance and Decentralization in Iraq, giving this issue more profile within the UNDAF PWG or another appropriate forum and circulating information notes and materials to the group.
Support to Decentralization and Local Governance for Service Delivery Project (C9-24): - Implement activities left under this project particularly related to assessment of selected services and also training of the responsible staff of the same institution;
- Plan and implement training programme for Water Supply Department staff from pilot governorate in areas of Operation and Maintenance as also reflected in the assessment report;
- Oversee implementation of Training for elected councilors in key competencies in Diwaniah Governorate (if security situation allows to do the same).
Iraq Public Sector Modernization Programme - Local Governance and Decentralization Activities: - Preparation of a project document setting out the details and scope of a pilot decentralization experiment in few selected governorates. The document should highlight agreements already in place with key stakeholders to implement the pilot;
- Work closely with UNDP and prepare inception report for DLG section in order to clarify the role and responsibilities of both the agencies under IPSM II;
- Prepare recruitment materials and initiate implementation of DLG/IPSM II activities in close coordination of partner UN agencies and other key stakeholders from Iraq as outlined in the project document.
Local Area Development Programme (Bridging Phase): - Manage UN-HABITAT inputs to this project in coordination with the Senior Programme Officer and Area Co-ordinator in Hillah;
- Complete implementation of all outputs as outline under LADP-B Sida Letter of Agreement with UNDP;
- Compile the outputs from the UN-HABITAT activities in one document/handbook which will inform the LADP Handbook and provide a standalone compilation of UN-HABITAT’s technical inputs to the Bridging Phase;
- Provide detailed inputs for preparing quarterly and annual/final reports as and when required.
Urbanization Analysis: - Liaise with the Inter-Agency Analysis Unit for implementation of a study of urbanization patterns over time in one or more of Iraq’s major cities.
Knowledge Management: - Initialise the Local Governance and Decentralization filing system on the common file drive;
- Ensure all correspondence, contract information, government partners and consultant contact details, event preparation and event outputs, reports and visit reports are filed within the common drive.
Project Output Dissemination Plan: - Prepare a dissemination plan for UN-HABITAT reports and publications prepared over the last 3 years in consultation with UN-HABITAT Iraq Programme staff members. The dissemination plan should consider options for holding an event, plans for UN-HABITAT day revitalization of the agency website. (reference A.b above)
The specialist will prepare following the reports as and when required: - Prepare a completion report (compilation of the results of all the outputs) of the implementation of the LADP Bridging Phase Project (Sida) as soon as the project is over;
- Prepare inception report jointly with UNDP for Decentralization and Local Governance section of IPSM II;
- Prepare a detailed work plan for the delivery of UN-HABITAT technical inputs for Local Governance and Decentralization output under IPSM II.
Outputs: - The specialist will prepare monthly reports on progress against the UN-HABITAT programme and the Specialists’ work plan;
- The Specialist will be responsible for preparing of narrative and financial proposals for discussion with the programme manager and all project reporting to UNDP and in line with Iraq Trust Fund protocols for the above-mentioned projects.
Deliverables: While UNDP will be responsible for the logistic costs of the participants. Under the direct supervision of the Chief Technical Advisor of UN-Habitat/Iraq Programme the International Consultant is requested to produce for the following deliverables:
- Implement LADP-B (Sida) outputs as planned in LOA;
- Implement DLGSD outputs as planned;
- Support preparation of LADP II prodoc. and also IPSM II project proposal as per the ITF requirements;
- Implementation report for urbanization study;
- Participate and contribute in UNDAF.

- Prepare new proposals and mobilize funds for launching new interventions in new areas of local development.

Habilidades y experiencia requeridas |

Education: - Advanced university degree with a minimum of Masters Degree in Planning, Public Administration and Political Science or and another related field;
- Combined technical and governance qualifications required and advanced training in areas of local governance, service delivery and decentralized urban management would be an advantage.
Experience: - At least eight years post qualification experience in public sector governance with a strong focus on local governance, service delivery and decentralisation;
- Experience of managing and administering decentralization and local governance focused projects in close coordination of central, federal and local government;
- Substantial experience of working with local communities, local NGOs and CBOs, and other development partners while implementing local governance projects using participatory development model;
- Significant experience of working and managing projects in post conflict countries. Sound knowledge and exposure of facts and limitations of post conflict environment and skills required to deliver in such situation;
- Knowledge of working with local government partners including local government association would be a major advantage;
- Confident in consensus building skills with senior executives and politicians as well as strong public speaking, facilitating and presentation skills;
- Ability to lead a change management process in a challenging environment. Having experience of working under stress and strain and sometime long hours in post conflict environment;
- Working experience of UN in the Arab Region. First hand working knowledge in Iraq project with Iraqi counter parts would be a significant advantage.
Language Skills: - Fluency in English both written and oral;
- Knowledge of Arabic would be an advantage.

Financial proposal: The financial proposal will specify a total lump sum amount and payment terms around specific and measurable (qualitative and quantitative) deliverables. Payments are based upon output, i.e. upon delivery of the services specified in the TOR. A breakdown of this lump sum amount is to be provided by the IC candidate.
