Antecedentes |
Achievement of national development goals is dependent upon a variety of actors, state and non-state, coming together on issues of the day and pursuing a common agenda. As major development issues erase traditional boundaries – of sector, geography, issue, etc. – the importance of collaboration becomes ever more important. With the increasing importance of collaborative capacities comes increasing demand of UNDP (and the UN system) to support national partners in developing such capacities. UNDP’s Capacity Development Group (CDG) is leading a research and development effort focusing on the specific capacities required for collaboration, how they can be strengthened, and how they are applied to good effect in a variety of contexts. In analyzing models of collaboration across a variety of contexts, several drivers of success emerge: having laws, regulations and policies that provide a clear mandate for collaboration; having institutional arrangements that promote and facilitate collaboration; having leadership that encourages collaboration; and leveraging technology to facilitate collaboration. As part of a comprehensive package of offerings designed to supporting the strengthening of collaborative capacities, CDG is developing a knowledge product that will reflect a perspective on the role that each driver of capacity plays in fostering good collaboration, how they can be effectively strengthened, and how they are applied collectively in a variety of thematic areas. The purpose of this assignment is to support CDG in developing this knowledge product. The Consultant will research examples of good collaboration, to identify the role that each driver plays as well as effective strategies for developing collaborative capacities. The Consultant will draft briefs on each of the collaborative capacities drivers and brief case studies.

Specifically, the Consultant will: - Research the role that each of the drivers (mandate; institutional arrangements; leadership; and technology) plays in fostering collaboration, and strategies for effectively strengthening these drivers;
- Draft one-page advocacy briefs on each of the four drivers, providing a description of the contribution each makes to good collaboration and strategies for developing capacities in these areas;
- Write three brief case studies, documenting the role and complementarity of each of the four drivers of good collaboration and strategies used to develop capacities in these areas;
- Create an inventory of relevant resources, including case studies, guidelines, methodologies and tools, already available to support development of collaborative capacities.
Description of Deliverables :
Four one-page briefs, one on each of the drivers of collaboration; three case studies; and an inventory of existing case evidence, knowledge products, etc.
Arrangements of Assignment:
The Consultant will work at the direction of a Capacity Development Group Policy Advisor. The assignment is expected to run 15 days . The assignment will be homebased with a few visits to the New York Office.

Habilidades y experiencia requeridas |

Education:
- An advanced degree in Political Science, Public Policy, Public Administration, Business Administration, Social Sciences or a related field.
Experience: - Experience in policy research and analysis; development of policy, advocacy and knowledge products;
- Minimum seven years of relevant work experience (having produced similar documents, managed similar processes, etc.);
- Working for an international organizations and/or knowledge of the UN system is an asset.
Language Requirements: - Written and verbal fluency in English.
