Antecedentes

“UNDP partners with people at all levels of society to help build nations that can withstand crisis, and drive and sustain the kind of growth that improves the quality of life for everyone. On the ground in 177 countries and territories, UNDP offers global perspective and local insight to help empower lives and build resilient nations.”

Based on Indonesia’s new Medium Term Development Plan for 2010-2014, one of the outcomes of the United Nations Partnership for Development Framework (UNPDF) for Indonesia in 2011 to 2015  is “ people participate more fully in democratic  processes resulting in pro-poor, gender responsive, peaceful, more equitable and accountable resource allocation and better protection of vulnerable groups.” A specific sub-outcome on Crisis Prevention and Recovery is “Increased national resilience to disasters, crisis and external shocks by 2015”. This will be achieved by UNDP and its partners supporting GOI and civil society to become more effective in identifying and managing conflict and their impact within Indonesia’s communities.

The Crisis Prevention and Recovery Unit (CPRU) of the United Nations Development Programme (UNDP) in Indonesia is responsible for managing support to the Indonesian Government’s conflict prevention and peace building initiatives in the country along with programmes on crisis recovery and disaster risk reduction. The Unit is actively providing assistance in post-conflict areas of Indonesia, notably through nationally-implemented projects such as the Peace Through Development (PTD) project in Central Sulawesi, Maluku and North Maluku completed in June 2012 and through the Strengthening Sustainable Peace and Development Programme (SSPDA) which was completed in December 2009. In collaboration with the Government of Indonesia, CPRU directly implemented a post-conflict recovery programme  in North Maluku and Maluku Provinces from 2001 to 2006.

In continuing the support to the Government of Indonesia, CPRU-UNDP and the Ministry for the Development for Disadvantaged Regions (Kementerian Pembangunan Daerah Tertinggal) recently signed a new umbrella project in June 2012 which is built on the lessons learned and best practices of its predecessor, the PTD project. This umbrella project entitled, “Peace Through Development in Disadvantaged Areas” (PTDDA) includes the three existing provinces of Maluku, North Maluku and Central Sulawesi, as well as NTT and Aceh. The three main focus of PTDDA includes the  establishment of policy and regulatory framework for conflict prevention, the establishment of institutional systems for conflict prevention and institutionalization of tools and mechanisms for conflict prevention towards safe and stable communities. The end goal of PTDDA is to strengthen communities’ resilience to crisis.

It is for the above description and justifications that a National Project Manager ( NPM ) cum Technical Advisor (TA) is needed for the PTDDA project. Under direct supervision of the National Project Director (NPD) and the joint guidance of the PTDDA Project Board, and the contractual supervision of the Programme Manager of Conflict Prevention Cluster, Crisis Prevention and Recovery Unit – UNDP, the NPM cum TA will have an overall responsibility for the day-to-day management of the PTDDA Project, both substantively and operationally, and will overview all tasks relating to project implementation. In addition, the NPM cum TA is responsible for providing technical and analytical advice, providing technical support, as well as overseeing and coordinating all technical aspects of the PTDDA project. Specifically, the NPM cum TA will provide overall guidance on technical and management issues, while helping to ensure that the project is implemented in compliance with GOI and UNDP policies and procedures, and with financial accountability. Accordingly, the NPM cum TA will provide high-level technical support to the development and implementation of the project work plan, and provide advice to the implementation of activities, as well as give advice to the formulation and regular submission of the project’s narrative reports to UNDP, government, and donors.

The NPM cum TA supervises and leads project support personnel. The National Project Manager works in close collaboration with Government officials, both at national and regional levels, the operations and programme staff in UNDP office, technical advisors and experts, donors and civil societies ensuring successful project implementation.

II. DESCRIPTION OF RESPONSIBILITIES


1. Manages and supervises the project team to ensure effective results of the project implementation:

  • Oversees the day-to-day project implementation and ensure achievement of targets as outlined in the project work plan;
  • Leads and supervises project team, build team coherence and establish clear roles and responsibilities among team members;
  • Mobilises goods and services for project inputs which includes but is not limited to preparing ToRs for expert consultants and project activity proposals;
  • Ensures that the quality of project inputs meet the expected standards to produce project outputs and targets;
  • Takes the overall responsibility and perform oversight roles for project compliance against the relevant government and UNDP regulations for project administration;
  • Develops the project standard operating procedure  in line with the government and UNDP’s regulation, seek the board’s approval, and takes the responsibility to update and revise it as necessary;
  • Manages critical issues, troubleshoot problems and develop solutions to the overall processes of project implementation;
  • Consults with the Project Board through the National Project Director for any issues that require their attention, including issues related to deviation from the approved work plans and its tolerance (e.g. deviation from the approved target, and/or budget); and
  • Performs Project Manager duties on UNDP’s ERM (ATLAS) in line with the NIM manual and as outlined in the delegation of authority for Project Managers.


2. Provides top quality policy advisory services to the Government and other development partners in the conflict prevention and peace building subjects:

  • Promotes conflict-sensitivity awareness among project stakeholders including the implementing partners, responsible parties and other development partners;
  • Actively engage in and contribute to dialogues and discourses on conflict prevention and advocate for the adoption of common frameworks at the national and sub-national level;
  • Supports the development of policies and regulations on conflict prevention that will address the country problems and needs in conflict prevention and peace building;
  • Identifies key capacity gaps in the national system for conflict prevention and peace building,  and develop a capacity development strategy to address them using the project as a delivery vehicle; and
  • Serves as an expert and resource person in the area of conflict prevention for the government, UNDP, the UN System and wider development contexts.

3. Ensures effective planning, budgeting, and implementation of the project

  • Implements project work plan and ensure the project remains within the tolerance level of the approved work plan;
  • Conducts regular monitoring to ensure achievement of targets are in line with the annual work plan and that project implementation at all levels, complies with the approved project SoP;
  • Prepares quarterly project reports, in line with the standard template and presents it to the project assurance team in a timely manner;
  • Provides additional inputs and data for external project reports as necessary and required by the project assurance team;
  • Organizes quarterly project board meetings and report to the Project Board the quarterly progress of the project, obtain approval of annual and quarterly workplans, and any other issues that requires project board decisions; and
  • As required and directed by the project board, liaise with Planning Monitoring and Evaluation Unit (PMEU) to initiate project review and evaluation processes, and support the conduct of such exercises under the overall management of the task manager as designated by PMEU.

4. Creates and nurtures strategic partnerships and support to the implementation of resource mobilization

  • Establishes and maintain good working relationship with the relevant public and development partners who are the principal counterparts for the project;
  • Initiates and maintains partnership with development partners, government institutions, private sector, civil society and other stakeholders to contribute to the achievement of project output;
  • Builds project reputation for quality design, reliable delivery as well as integrity and accountability; 
  • Identifies key proponents in the area of conflict prevention and ensure synergies with the project while avoiding duplications of activities among actors;
  • Identifies opportunities for mobilizing resources for the project, and prepare substantive briefs on possible areas of cooperation; and
  • In coordination with Communication unit of KPDT and UNDP Indonesia, strengthen the communication of the project in order to facilitate resource mobilization for the project from various legitimate sources.


5. Facilitates knowledge building and management for and from the project implementation.

  • Identifies best practices and lessons learnt directly linked to the project goals and objectives;
  • Organizes and delivers trainings for the operations/project staff on project/programme management issues;
  • Conducts internal capacity building training for projects staff to facilitate appropriate management and timely delivery of project outputs;
  • Identifies policy issues for codification and sharing;
  • Lead in generating knowledge products such as best practices and lessons learnt for knowledge sharing; and
  • Contributes to knowledge networks and communities of practice.

IV. QUALITIFICATION
 

Education:  

  • Minimum Masters Degree in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related fields

Experience: 

  • Strong track record of providing technical and analytical advice to projects.
  • Minimum 7 years of relevant experience in programme/project design and implementation in a related field. Hands-on experience in design, monitoring reporting and evaluating development projects and establishing inter-relationships among international organization and national governments.
  • Solid professional experience in the management of conflict prevention-related development and peace-building programming, will be an advantage.
  • Have established networks with national organizations in the country and civil society, and strong work-related relationships with a range of international agencies and organizations.
  • Experience including analytical work, programme/project development in the areas of peace building and conflict prevention will be an advantage.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of spreadsheet and database packages, and handling of web based management systems will be advantage.
  • Experience in managing team of professionals and support personnel to deliver results;
  • Good knowledge about rules, procedures of UN/UNDP will be highly desirable.

Language Requirements: 

Fluency in English with excellent verbal and written communication.
