Antecedentes

The United Nations Development Fund for Women (UNIFEM) is the United Nations agency tasked to promote gender equality and women's empowerment.   The four major focus areas of UNIFEM are: (a) reducing feminized poverty, (b) ending violence against women, (c) halting the spread of HIV/AIDS, and (d) promoting gender responsive democratic governance in the time of peace and at the time of war.

The UNIFEM programme in Timor Leste aims to promote gender equality and women's empowerment through facilitating gender responsive policies and institutional arrangements, promoting women's effective leadership and meaningful participation in peace building, nation building and democratic governance, and empowering women groups in decision-making and in civil society to address and advocate for gender responsive policies and programmes, including in critical strategic areas such as sexual and gender-based violence, aid effectiveness for gender equality, among other.

Deberes y responsabilidades

Under the guidance and supervision of the Regional Programme Director (RPD) of the East and South East Asia Regional Office (ESERO) in Bangkok and in close consultation with the National Programme Officer (NPO), the Country Coordinator will ensure effective programme management, respond to strategic opportunities to develop new programmes and projects, identify resource mobilization opportunities, ensure effective networking and partnership with international and national partners, including government counterparts, civil society and non-governmental organizations, women's groups, bilateral and multilateral donors and UN agencies, and ensure effective operational management of the Timor Leste Office in Dili in areas of finance, human resources and procurement.

1. Programme Management

  • Keep abreast with political, economic and social developments and provide information to ESEARO on opportunities for technical and programme development and strategic positioning of UNFEM among international and national partners (government, civil society, international non-governmental organizations, bilateral and multilateral donors and UN agencies);
  • Ensure and facilitate prompt and effective implementation of UNIFEM programmes, projects and activities in Timor Leste in accordance with UNIFEM rules and regulations, specifically (a) the Programme for Enhancing Rural Women's Leadership and Participation in Nation Building in Timor Leste (PERWL), (b) the Integrated Programme for Women in Politics and in Decision Making, (c) the Programme to Support Community-led Initiatives to Promote Women's
  • Engagement in Peace-building and Prevention of Sexual Violence in Conflict and Crises, and (e) the core programme of UNIFEM East and Southeast Asia Regional Office in Bangkok (MYFF);
    In close consultation with the CEDAW Programme Manager in the UNIFEM office in Bangkok, provide when needed advice and guidance to the CEDAW programme in Timor Leste with a view to ensure effective overall results and coordination across programmes for UNIFEM Timor Leste;
  • Monitor progress of UNIFEM programmes and projects to ensure timely delivery and results , including development of log frames (outcomes, outputs, activities, means of verification), baseline indicators, monitoring and evaluation plan, and coordination of evaluation missions and audits of programmes and projects;
  • Initiate and coordinate strategic activities for UNIFEM, such as International Women's Day celebrations, the Sixteen Days of Activism
  • Submit updates and progress reports to RPD and NPO on UNIFEM programmes, projects and activities in Timor Leste on a quarterly, bi-annually and annually basis as required.
  • Draft donor reports for ESEAO review and finalize for submission to donors.
  • Create a roster of gender specialists for Timor Leste and a roster of consultants in related fields in Timor Leste, with support from the ESEARO.

2. Partnership and Networking

  • Liaise with and support ESEARO strategic positioning of UNIFEM among international and national partners in Timor Leste, including the United Nations Mission in Timor Leste (UNMIT), the United Nations Country Team in Timor Leste (UNCT), UN agencies, multilateral and bilateral donors/agencies, government counterparts, international NGOs, civil society organizations and women's groups, on matters related to gender and gender mainstreaming in programmes, projects and other activities in Timor Leste with a view to coordinating activities and possible cooperation;
  • Represent UNIFEM in meetings, fora, consultations and dialogues with stakeholders, including government, civil society and non-governmental organizations; represent UNIFEM in donors' meetings and partnerships meetings; represent UNFIEM in UN Theme Group meetings and other meetings as assigned by the RPD; represent UNIFEM at the Heads of Agencies meetings as assigned by the RPD; where there are strategic opportunities, ensure UNIFEM's active role in joint programmes and joint activities; provide reports to RPD and NPO on such meetings;
  • Alert RPD and NPO to high level government, donor and civil society meetings that RPD should attend;
  • Ensure leading role of UNIFEM in fora and meetings related to the gender equality and aid effectiveness agenda, including the High Level Coordination Mechanism for Gender Equality.

3. Programme Development and Resource Mobilization

  • Identify opportunities for program development and resource mobilization for UNIFEM in Timor Leste and alert and support ESEARO in resource mobilization
  • Develop concept notes, proposals and documents, and coordination with consultants, if any, for timely submission of application to funding sources and Trust Funds;
  • Compile and maintain a database on donors for UNIFEM's resource mobilization for Timor Leste.

4. Communication and Advocacy

  • With support from ESEARO, identify communication opportunities and come up with innovative ways to communicate and advocate for UNIFEM programmes, results and activities in Timor Leste; disseminate programme/project results; mainstream communication and advocacy into programme/project activities; share UNIFEM experiences with national and international partners;
  • Implement communication strategies for[R1] UNIFEM visibility and deepened understanding of gender equality agenda in Timor Leste; initiate communication training for staff; oversee effective coordination on communication issues with Communication Officer in the Regional Office in Bangkok;
  • Provide inputs for design and provide inputs for content of the UNIFEM website on the section on Timor Leste Programme; ensure effective and timely update of the website on the section on Timor Leste Programme, in close coordination with the Communication Officer and NPO.
  • Advocate for UNIFEM positioning and visibility in Timor Leste;

5. Operations and Office Management

  • Ensure implementation of corporate operational strategies and ensure the full compliance of operations with UNIFEM rules, regulations and policies in the operations of the Timor Leste Office; [C2]
  • Ensure strategic human resources management and focus on compliance with cooperate human resource policies and strategies, optimal staffing of the Timor Leste office and projects, oversight of recruitment processes, appropriate use of different contractual modalities and contract management and establish and maintain proper performance management and staff development system;
  • Ensure provision of efficient procurement and logistical services and focus on compliance with UNIFEM rules and regulations of procurement including sourcing strategy, supplier selection and quality management.
  • Ensure proper services and management in compliance with UNIFEM rules and regulations such as oversight of the management of office premises, office vehicles, office assets, office and staff security.
  • Alert Bangkok Office and follow-up on partnerships with other UN agencies regarding establishment of common services, maintenance of coordinating mechanism to ensure integrated activities on common services and implementation of UN reform where strategic opportunities arise.
  • Carry out other duties assigned by the RPD.

Functional:

  • Substantive knowledge and understanding specifically on gender equality issues as well as more broadly, human rights and development cooperation,
  • Knowledge on Timor Leste system of governance, including political and social situations of the country.
  • Strong knowledge of results-based and rights-based programming (Results-based Management and Human Rights-based Approach to Programming)
  • Demonstrated ability in management evaluation of programme and projects

Habilidades y experiencia requeridas

  • Master's degree in social science, development studies or related field.
  • At least five years of  relevant experiences, including experience in programme management and  worikng on development issues.
  • Knowledge and experiences in working with UN agencies are assets.
  • Past experience in working in a conflict country and experience in nation & peace building areas preferred.
  • Fluency in English is required.  Working knowledge of other UN languages is required.
