Project Title XAC/K22 “Countering the trafficking of Afghan opiates via the northern route by enhancing the capacity of key border crossings points (BCPs) and through the establishment of Border Liaison Offices (BLOs)”
Work status: Part-time
Expected travels: Surhandaryo and Tashkent Regions, Uzbekistan
(10 missions: 3 to BCP «Sariosiyo» and 7 to BCP «Oybek»)
Supervisor: Project Component Manager

The total volume of opiates smuggled from Afghanistan along the so called “Northern Route” encompassing Turkmenistan, Uzbekistan and Tajikistan, has soared since 1999. Today, 25 % of all heroin smuggled from Afghanistan travels the “Northern Route”, posing a particular threat to Europe and the Russian Federation. A concerted effort is required to build capacity at Central Asian Border Crossing Points (BCPs), to enhance the level of expertise of officers at these crossings and to establish practical intelligence-sharing and communication mechanisms between agencies employed there.

Deberes y responsabilidades

The purpose of this assignment is to provide expert support, organize and coordinate work on designing, constructing and refurbishing two BLOs at «Oybek» and «Sariosiyo» BCPs respectively; the Construction Engineer will be responsible for the development of all required pre-project (pre-design) and design documents [including conducting a feasibility study, topographical survey, acquiring geodetic data, conducting engineering surveys and ensuring their results’ state examination, acquiring technical specifications to connect to the mains of engineering supply of construction projects, acquiring architectural plan of ground area, developing requirement specifications for designing of construction projects, and assistance in the selection of a design engineering firm for the preparation of construction documents and their state examination]; the construction engineer will participate in the preparation of tender documents for civil and erection and refurbishment works, and carry out building supervision and provides progress reports (technical supervision); the Construction Engineer will also carry out acceptance of completed construction projects and their start-up procedures with the concurrence of UNODC ROCA and State Customs Committee of the Republic of Uzbekistan.

Expected tangible and measurable output(s)

Under the overall supervision of the Project Coordinator and the direct supervision of the Project Component Manager, the Construction Engineer will perform the following tasks:
  1. develop, and agree with the Project Component Manager, a work plan on providing expert support, organization and coordination of work on designing, constructing and refurbishing of two BLOs at «Oybek» and «Sariosiyo» BCPs - 2 working days, beginning of October 2012 (15 % of the lump sum payment);
  2. prepare required pre-project (pre-design) documents and assist in the selection of a design engineering firm and ensure the development of construction documents and their state examination - 4-5 weeks, including 2 missions to the construction projects, October-November 2012 - (20% of the lump sum payment); 
  3. participate in the development of tender documents and in a tender for the selection of contractor for carrying out civil and erection and refurbishment works - 4-5 weeks, November-December 2012 (20% of the lump sum payment);
  4. undertake building supervision and quality assurance of a contractor’s construction and refurbishment work; carry out acceptance of completed construction projects and their start-up procedures with the concurrence of UNODC ROCA and State Customs Committee of the Republic of Uzbekistan - 2 months including 8 filed missions to the construction projects, December-February 2012 (45% of the lump sum payment).

Note: The Construction engineer will be expected to provide progress reports to Project
Component Manager over the course of the project implementation on a weekly basis.
The payment will be made in a lump sum in four installments upon completion of the
outputs/works indicated in the TOR and their acceptance by the Supervisor. The
lump sum amount will be paid to the bank account of an individual contractor in Uzbek
sums by UN exchange rate on the date of payment.
Indicators to evaluate the Construction Engineer’s performance

The Construction Engineer will be evaluated as follows:
  • Development of cost-effective, coherent and accurate work plan, construction and tender documents;
  • Development and submission of timely and comprehensive progress reports;
  • Results of inspections of the Construction Engineer’s work by the Project component Manager.

Competencias

  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.);

Requirements For Experience And Qualifications

The Construction Engineer should have the following qualifications:
Academic Requirements:
  • University degree in the fields of civil engineering and construction management;
Experience:
  • At least 5 years of relevant work experience, at the national and the international level, including at least 1 year in managing design and construction of strategic objects (for example BCP etc.).
Languages:
  • Fluency in Russian and Uzbek languages. Knowledge of English is an asset.

Financial Proposal

Lump sum contract.
  • This is a lump sum contract. The financial proposal shall specify a total lump sum amount.
  • In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (cost of required missions to Sariosio and Oybek BCPs, board and lodging (if applicable) and all other associated professional costs).

Travel: All envisaged travel costs must be included in the financial proposal. This includes cost of required missions, transportation to/from bus/train station/airport to/from BCPs. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and an Individual Consultant, prior to travel and will be reimbursed

Evaluation

A candidate will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the candidate whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
* Technical Criteria weight – 70%
* Financial Criteria weight - 30%

Only candidates obtaining a minimum of 49 point would be considered for the Financial Evaluation
