Antecedentes

Indonesia is one of the world’s largest emitters of CO2, largely from agriculture, forestry and other land use. Over the past five years, Indonesia’s annual deforestation rate has averaged around 1 million hectares, which contributes a significant amount to Indonesia’s emissions. As Indonesia continues to develop, its total greenhouse gas (GHG) emissions are expected to rise to 2.95 Gt by 2020 in a business-as-usual scenario (BAU). Peat and emissions related to LULUCF (Land Use, Land-use Change and Forestry) are by far the largest contributors to Indonesia’s current and expected future emissions under the business-as-usual scenario. They also represent the largest opportunities to abate emissions. Indonesia could achieve substantial GHG abatement by focusing efforts on just LULUCF and peat. Because the average cost of emission reductions in Indonesia is relatively low compared to most developed country options, underwriting abatement opportunities in Indonesia should be economically appealing to developed countries.
On May 26, 2010 the governments of Indonesia and the Kingdom of Norway signed a Letter of Intent (LoI) to establish a Partnership for REDD+ to tackle greenhouse gas emissions from deforestation and forest and peat land degradation. As part of the partnership, Norway will provide up to USD 1 billion to Indonesia’s REDD+ efforts. Management of the partnership has been entrusted to a National REDD+ Task Force, which was established by Presidential Decree No.19 in September 2010 and further reconstituted by Presidential Decree No.15 in September 2011.

Following the establishment of the National REDD+ Task Force, the Government of Indonesia requested the UN Secretary General to consider establishing appropriate institutional structures in Indonesia to support the National REDD+ Task Force and other allied actors, both government and civil society in view of the enormity and complexity of the task. The Secretary General responded positively to the request and following high level inter-agency negotiations coordinated by the Chair of the UN Development Group, an MoU was signed between the United Nations System and the Government of Indonesia in September 2011 to establish the UN Office for REDD+ Coordination in Indonesia (UNORCID) with a comprehensive mandate to support the Government of Indonesia and numerous stakeholders in implementing Indonesia’s REDD+ and related priorities. Following the signing of the MoU between the UN System and Indonesia, UNDP, UNEP, UNESCO, ILO, UNOPS, UNODC, FAO and WFP have joined as additional parties to the MoU. At this time, UN Women, UNIDO and several other UN Agencies are actively considering their joining the MoU.

UNORCID has a finite life-span that, unless renewed by mutual agreement between the parties to the MoU, expires in September 2015. Based in the UNORCID Head Office in Jakarta, Indonesia, the Director will be the executive head of UNORCID and work in close collaboration with the UN System, Government of Indonesia and relevant civil society stakeholders both in the public and the private sectors to advance the REDD+ agenda

Summary of Key Functions and Responsibilities:
 
In accordance with the MoU, the Director of UNORCID reports to the Chair of UNDG through the Head of UNDG, Asia Pacific and the Chair of the United Nations Regional Directors’ Team. The Director will be responsible for the overall management of UNORCID, coordinate policy formulation and ensure strategic focus of UNORCID in the implementation of its manadate as set out in the MoU and relevant terms of reference that flow from the MoU.
 
Key responsibilities of the Director will include:
 
Management and Coordination:
  • Work together with the National REDD+ Programme leadership and various line ministries in coordination with relevant UN agencies, funds and programmes in addition to other stakeholders.
  • Act as a reference point for donors interested in supporting the National REDD+ Programme
  • Leadership and supervision of all UNORCID personnel for effective and efficient delivery of programmatic services;
  • Coordinate with all government actors involved in the REDD+ arena for timely delivery of resources allocated for REDD+ projects;
  • Ensure that actions on all corporate requirements such as reporting, planning, monitoring, project board organization, and others, are done in a timely manner.
  • Anchor the delivery of the UN-REDD Programme in Indonesia
  • Mobilize and network with the experts in the international environment and development community, government partners, UN Agencies and prominent think tanks. Build and maintain excellent relations with partners.
  • Provide strategic guidance on REDD+ on a variety of focus areas, including those pertaining to climate change adaptation, mitigation, governance and communication for the international development community.
  • Provide leadership to UNORCID in analyzing information on donors, preparing substantive briefs on possible areas of cooperation and identifying opportunities for cost sharing.
  • Mobilize human, technical or financial resources from international development organizations, non-government organizations and the private sector in support of the REDD+ agenda.
  • Build strategic partnerships with all the agencies, funds and programmes that are parties to the GoI-UN System MoU on UNORCID.
Leadership on Policy and Strategy:
  • Provide intellectual leadership through identification of key policy and program issues. Stimulate strategic thinking in the mentioned area and tap into opportunities.
  • Highlight key operational issues; strategic opportunities and significant challenges and risks faced by the programme in the form of professional papers and reports; provide policy advice based on best possible global experiences.
  • Serve as the principal UN focal point to the National REDD+ Programme leadership, other responsible government institutions relevant to REDD+, the proposed National REDD+ agency currently being designed and the important stakeholders in a variety of areas including REDD+, Green Economy Transformation and Climate Change Governance;
  • Formulate policy options for UNORCID on supporting REDD+, Green Economy Transformation and Climate Change Governance.
  • Organize network of prominent, policy-focused national and international experts and support a series of dialogue workshops or roundtables. Build alliances for policy reform amongst national and international institutions involved in REDD+, Green Economy Transformation and good governance.
  • Garner best practices, including concepts, strategies and implementation approaches and support the streamlining of programme policies and practices.
  • Generate ideas and innovative interventions to be embedded in the National REDD+ Programme for improved effectiveness;
Strategic Partnerships:
  • Mobilize and network with the experts of international environment and development community, government partners, UN Agencies and prominent think tanks. Build and maintain excellent relations with partners.
  • Provide strategic guidance on REDD+ on a variety of focus areas, including those pertaining to climate change adaptation, mitigation, governance and communication for the international development community.
  • Analyze information on donors, prepare substantive briefs on possible areas of cooperation and identify opportunities for cost sharing.
  • Mobilize human, technical or financial resources from international development organizations, non-government organizations and the private sector.
  • Build strategic partnership with UN System partners for mobilization of technical expertise and advices.
Information Management and Advocacy:
  • Expand outreach to the national government, local authorities, private sector, non-government and international development organizations.
  • Galvanise information on best practices as an active member of the UN System’s global and regional networks.
  • Encourage knowledge sharing and dissemination of lessons learned with external partners and institutions;
  • Provide strategic advice on brochures, publications, press releases for dissemination of UN assistance in the area of environment and climate change mitigation.
  • Prepare professional articles and papers.
The results of the work of the Director of UNORCID greatly impact on the successful implementation and overall effectiveness of Indonesia’s National REDD+ Programme (NRP) in accomplishing the President’s ambitious GHG emission reduction targets and achieving green growth within a highly complex and dynamic political and economic environment.
It will enable the government, donors and stakeholders to collaborate more effectively in identifying and achieving common goals for sustainable development through transformation and transition towards a green economy based on a strategic appreciation of the results achieved, the problems encountered, the lessons learned, and the knowledge gained from implementing the National REDD+ Programme.
 
UNORCID is also expected to enhance the standing and reputation of the UN System in the country through the provision of quality and strategic advice to the National REDD+ Programme that will ensure the achievement of the United Nations’national programme outcomes on Climate Change mitigation and adaptation. The results will also serve as significant inputs to the UN’s climate change mitigation work on greenhouse gas emissions from deforestation and forest and peat land degradation at the regional and global level.

Habilidades y experiencia requeridas

Education:
  • Advanced University degree in social sciences, international relations, finance, business studies, economics, law, natural resources sciences, or other relevant fields.
Background and Experience:
  • At least 15 years of relevant experience at the national and international level working on programme planning, strategy development, stakeholders engagement and consultations, project implementation in the areas of sustainable development, natural resources management, REDD+, humanitarian affairs, public administration, high-level negotiations and/or related areas.
  • Highly developed leadership skills including the ability to inspire, encourage and build trust and confidence.
  • Strong and documented management skills and experience required to guide a decentralised and unique UN System Office including demonstrated ability to attract, retain and deploy the best possible staff.
  • Should be able to set clear standards for accountability, probity, value for money and risk management; to ensure sound and transparent financial management; and deliver continuing improvement in UNORCID's effectiveness and in its systems to measure and report on this.
  • Must have the ability to direct UNORCID staff resources strategically, effectively and transparently, with appropriate delegations of authority.
  • Proven experience of engaging highest level political and bureaucratic functionaries within different levels of government in a developing country context.
  • Experience of strong and effective relationships with governments, international organizations, civil society, NGOs and the private sector.
