Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Within the Intergovernmental Support and Strategic Partnerships Bureau of UN Women, the Strategic Partnerships, Advocacy, Civil Society, Communications and Resource Mobilization Division (SPD) is responsible for proactively driving the strategic positioning of UN Women so that the size, sources and predictability of its resources help the organization achieve its strategic goals.  Advising and supporting UN Women HQ divisions, sub-regional, regional and country offices, SPD are organized into three functional clusters: Resource Mobilization, Communications and Advocacy, and Civil Society.  Given the scope and interrelationships of SPD's functional responsibilities, the work of SPD is highly synergistic, involving constant and direct interaction and information-sharing among team members, to provide high-quality advice, services and support to UN Women, strengthening partnership relations and management, including accountability to donors for multiple and expanding obligations, while striving to achieve resource mobilization goals set by the UN Women Strategic Plan 2011-2013, and the Resource Mobilization Strategy,

Donor cultivation and relationship management in the area of non-core funds (USD 91 million in 2011) and maintaining donors informed of the results of their contributions needs careful and sustained support from SPD, in the context of an increasingly competitive environment for fundraising, and increasing engagement of donors as development partners.

The Donor Relations Manager will serve as the focal point for non-core funding contributions by partners, supporting the resource mobilization efforts and HQ and in the field, including the phased implementation of decentralization efforts at country and regional levels.  Working with a team and other divisions to stimulate donor interest and maintain and strengthen donor relations in the context of the organization's overall resource mobilization strategy and efforts, the incumbent will provide support to HQ, regional and country teams responsible for programming to fulfil UN Women’s mandate to lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world.

The Donor Relation Manager will be under the supervision of the Director, Resource Mobilization branch, in the Strategic Partnerships Division.

Deberes y responsabilidades

Summary of functions:

  • Focal point for non-core donor relations.
  • Contribute to the enhancement of donor reporting capacity and ensure good collaboration between Resource Mobilization and other sections across UN Women
Focal point for non-core donor relations:
  • Overseeing UN Women’s efforts to attract, maintain and strengthen relationships with non-core donors, including gathering, presenting and sharing potential opportunities for funding, ensuring quality control of reports. compliance with legal agreements, and other donor-related matters, as they support partnership management with existing and new non-core funding partners in public and private sectors, in particular to Member States as well as UN system and intergovernmental donors, UN Women National Committees, corporate and voluntary organizations, as well as other written materials on substantive issues within the unit’s responsibility;
  • Advising and supporting division and bureau management on matters relating to the effectiveness and efficiency of the donor relations, resource mobilization, and reporting processes and related information management and systems issues, recommending and driving improvements to streamline the process; contributing to setting policy guidelines and implementing procedures on results-based and timely donor reporting to enhance compliance to obligations to donors;
  • Providing direct liaison to key donors to strengthen collaboration for development; clarifying obligations and expectations, and supporting negotiations to ensure donor satisfaction and confidence;

Contribute to the enhancement of donor reporting capacity and ensure good collaboration between Resource Mobilization and other sections across UN Women:

  • Supporting development of donor relations and reporting capacity of relevant HQ divisions and regional and country offices to facilitate quality assurance of donor materials, bolster the results-based management approach and strengthen overall donor relations;
  • Promoting harmonization of programming materials, especially proposals, project documents, agreements and reporting, working closely with programme colleagues and Finance section, including in context of new opportunities for information sharing offered by intranet;
  • Supervising and managing team and its human resources for business continuity, focusing on performance and quality service delivery consistent with annual work plans, UN Women rules and policies and SPD procedures and priorities; and ongoing development of team capacity and enhancing of team performance.
  • Providing intelligence to branch, division and senior management on cost-sharing through input to briefing materials in connection with donor missions visits and consultations, enhancing SPD's capacity to be central repository of information on donors;.  
  • Ensuring close coordination with the Finance Section on preparation and clearance of companion financial donor reports and related financial reporting processes. 
  • Performing such other duties as may be assigned, including back-up/OIC as needed and within delegated authority.

Habilidades y experiencia requeridas

Education:
  • Masters degree in social sciences, public administration, business administration, international relations, communications, women's studies, or a related field
Experience:
  • Minimum of 7 years of relevant experience at the national or international level;
  • Experience in the UN system is preferred;
  • Good understanding of results-based management, proposal preparation, resource mobilization and reporting;
  • Good understanding of reporting standards of donors, multilateral organizations and other organizations;
  • Excellent writing/editing and strong communications skills;
  • Familiarity with UN Women and gender equality issues is an asset.
Language:
  • Fluency in written and spoken English.
  • Knowledge of another UN language an asset.
