Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women launched its Regional Center in Cairo following a series of consultations which enabled UN Women to identify a number of sectors and issues as priority programmes for the next years. As per the Arab States regional strategy, the priority areas of work are (i) expanding women’s leadership and participation; (ii) enhancing women’s economic empowerment; (iii) ending violence against women; and (iv) Institutionalizing gender in Governance with a focus on gender responsive budgeting and planning. In addition to the above, UN Women also actively participates and contributes to various UN inter-agency processes and collaborates with U.N. organizations around specific programme areas in both post conflict and post disaster settings.

Under the general guidance of the Regional Director and day to day supervision of the UN Women Representative in Jordan(covering Syria), the incumbent will lead regional efforts in advocating for a coordinated and coherent approach in response to Syrian crisis. The incumbent will ensure that gender considerations are mainstreamed in humanitarian regional response plans as well as recovery planning and programming for “the day after” in Syria. The incumbent will be responsible for ensuring that specialized technical and strategic support is available to field offices in the region impacted by the Syrian crisis. The scope of work of the Recovery Adviser requires experience and great understanding of Humanitarian Action as well as National Recovery Planning and Programming processes and tools e.g. CAP, Post Crisis Needs Assessments (PDNA/ PCNA) etc. to translate UN Women`s strategic plans into effective programmes and results. It also requires developing mutually reinforcing partnerships with relevant Government counterparts, UN organizations, European Union, World Bank, Civil Society Organizations (CSOs) etc.

Functions and Key Results Expected:

The Recovery Adviser based initially in Amman, Jordan is expected to deliver on the following key functions:

  • Policy Guidance and Strategic Planning
  • Coordination and partnership building
  • Evidence-based advocacy and communication
  • Capacity Building and Knowledge Management 

Policy Guidance and Strategic Planning for Engagement in Recovery Planning & Programming:

  • Lead development and implementation of the regional UN Women’s recovery framework based on the inter agency Regional Response Plans for Syria) in partnership with UN agencies, in support of mainstreaming gender equality and women’s empowerment concerns into recovery planning and programming.
  • Provide direction and guidance to field offices based in the Arab States region impacted by the Syrian crisis on UN Women’s role and objectives in recovery planning and programming;
  • Identify strategic programme approaches and modalities which provide value added for UN Women’s engagement in humanitarian action and recovery both in Syria and countries in the region impacted by the Syrian crisis that are both relevant to the regional context and contribute to the global practice development;
  • Support UN Women Arab States field offices and related UN Country Team (UNCT) involved in Syrian crisis response through direct technical advice via field missions and through rapid short term deployments to provide quality support for gender equality programming, including UN Women’s participation in gender-sensitive national recovery planning and programming such as Post Crisis Need Assessment (PCNA/ PDNA).
  • Contribute to regular review and assessment of the regional UN Women's Strategic Plan focusing on post crisis recovery issues.

Coordination and Partnership Building:

  • Participate and lead UN Women’s contribution to the existing regional inter-agency coordination mechanisms established on Syria and enhance coherence of UN system in promoting gender equality concerns in recovery planning.
  • Substantive participation and support to relevant inter-agency and inter-governmental forums related to the Arab States region, donor conferences in general and to the Syrian crisis in particular.
  • Contribute to strategic thinking and policy decisions on strengthening gender mainstreaming into recovery planning and programming;
  • Forge strategic partnerships and alliances at the regional and country level to promote gender equality and women's advancement in Syria and countries in the region impacted by the Syrian crisis through joint projects and inter-agency effort.
Advocacy and Communication:
  • Support UN Women’s Advocacy efforts to help raise awareness and stimulate action to advance gender equality and women's rights in Syria and countries in the region impacted by the Syrian crisis and establish strategic partnerships with governments, UN agencies, NGOs, academia, foundations, private sector etc.
  • Ensure information exchange on crosscutting themes within UN Women, with a particular focus on information chains between the Programme Support and Policy Divisions, in particular the geographic section, Peace and Security and the Ending Violence Against Women Clusters, including country offices within the Arab States region in general and impacted by the Syrian crisis in particular.
  • Actively participate in country level programming processes within the Arab States region, ensuring that the UN Women is strategically placed within UN recovery context. Assist the RC/HC System to secure expertise that will ensure commitment, quality control and resources for gender equality programming.
Capacity Building and Knowledge Management:
  • Promote development and dissemination of gender-sensitive tools and methodologies for strengthening gender coordination and mainstreaming in humanitarian action and recovery in Syria and other crisis countries in the region.
  • Contribute to UN Women’s global knowledge management efforts related to collection and dissemination of best practices on crisis response by documenting and sharing the Syrian experience including its regional dimensions.
  • Contribute to the development and maintenance of regional and national knowledge networks and practices on mainstreaming gender into recovery contexts.
  • Generate ideas for innovative capacity development initiatives and support development of new project proposals for use in resource generation in response to Syrian crisis both in Syria and in the region.
  • Support country staff capacity development to engage in post-crisis needs assessments and in supporting system coordination and responses from a gender perspective.
Impact of Results:

The functions of the incumbent have direct impacts on strengthening recovery programming for the benefit of Syrian women and girls both as citizens for ‘the day after’ in Syria and as refugees in the Arab States region. This takes place through enhancing coordination and accountability for gender mainstreaming in recovery planning and programming, promoting consistency and sustainability in addressing gender equality concerns and strengthening capacity and effectiveness of UN Women office in Syria and in the Arab States region together with national institutions and civil society.

Habilidades y experiencia requeridas

Education:
  • Master’s degree or equivalent in social sciences, international relations, public administration, gender issues, or other development-related fields.  
Experience:
  • Minimum of 7 years of experience in development programming preferably with humanitarian issues, including in conflict and post-conflict settings and gender equality.
  • Minimum of 7 years of experience working on post conflict and post disaster context, and preferably including 3 years of field experience.
  • Programme and policy analysis, strategic planning, monitoring and evaluation and field experience in developing country contexts.
  • Substantive and technical experience in inter-agency coordination, experience working with governments, donors and civil society organizations internationally and in the field.
Language:
  • Fluency in written and spoken English.
  • Working knowledge of Arabic and French is an asset.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
