Antecedentes

Under the guidance and direct supervision of the Deputy Country Director (Programme), the Assistant Country Director (ACD) for the environment and energy unit acts as a manager of and advisor to Senior Management on UNDP environment climate change and energy programmes. The ACD heads and supervises the environment and energy cluster team and works in close collaboration with the other programme clusters, the UNDP Operations team, UNDP technical advisors, government counterparts, private sector organizations, civil society organizations, other UN Agencies, multi-lateral and bi-lateral donors to successfully implement the programmes under UNDP environment and energy cluster.

The main role of the ACD is to:

  • Strategically position the environment climate change and energy programmes of UNDP in relation to the national development agenda while ensuring consistency with UNDP priorities as spelled out in the UNDAF and the CPD
  • Identify new areas of interventions and creative responses to emerging challenges and opportunities in the area of environment climate change and energy programmes
  • Promote UNDP’s role as a lead policy adviser and development partner of the government, civil society, donors and UN agencies on environment climate change and energy programmes
  • Help improve and implement the Country Office’s strategy for upstream policy advice services, partnership building, results based management, and with respect to its overall delivery capacity
  • Manage UNDP’s environment climate change and energy programmes which covers the sustainable forest management and national REDD+;  climate change and disaster risk reduction; sustainable energy for all (SE4ALL); support Cambodia to undertake post Rio+20 responses and rural livelihoods; community based adaptation; and the development Policy Initiatives – climate change sectoral and national strategic management plans, national REDD+ strategy, national wood and bio-mass strategy and national protected areas strategy management plan
  • Lead and coach the environment and energy team ensuring that the environment climate change and energy programmes are implemented, monitored, and evaluated in line with UNDP Strategic Plan and UNDP rules and regulations and practice notes.

1. As a member of the CO management team, ensures the strategic direction of UNDP environment climate change and energy programmes focusing on achievement of the following results:

  • Conceptualization of the UNDP environment climate change and energy programmes and identification of strategic and innovative areas of cooperation to address country specific needs in line with UNDP Strategic Plan. This includes sharpening of UNDP strategy to support the attainment of the MDGs, translation of UNDP corporate products into concrete inputs into the environment climate change and energy programmes and design of innovative capacity development strategies.
  • Thorough analysis of the political, social and economic situation in the country and leadership in the preparation/revision of CCA, UNDAF, CPD, CPAP, AWP and other documents in line with the national development strategy.
  • Identification of synergies between the environment climate change and energy initiatives with other UNDP interventions in the area of governance and poverty reduction.
  • Operationalization of UNDAF/CPD in collaboration with the main partners and other UN Agencies. Design of joint programmes or joint programming interventions.

2. Ensures effective management of the country office environment climate change and energy programmes and supervision of the environment and energy cluster team focusing on quality control of the full cycle of programming from formulation to implementation in achieving the following results:

  • Leadership, supervision and guidance of 6 country office programme staff and 6 project advisers to ensure coherence in the implementation of the environment climate change and energy programmes and quality delivery of development services and products.
  • Promotion of a working environment that facilitates team spirit, creativity and self-initiative, participation, provides for learning opportunities and attracts and retains talent with special attention to gender balance.
  • Strategic oversight of planning, budgeting, implementing and monitoring of the environment climate change and energy programmes, tracking use of financial resources and results in accordance with UNDP rules and regulations. ACD performs the function of Manager Level 2 in Altas for development projects transactions approval.
  • CO business processes mapping and establishment of internal Standard Operating Procedures in Results Management, control of the workflows in the Programme Unit.
  • Follow up on audit recommendations. All exceptions are timely reported.
  • Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
  • Timely organization of Project Boards in line with the RMG requirements.
  • Organization of cost-recovery system for the services provided by the country office to projects in close collaboration with the Operations team.

3. Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

  • Advice UNDP senior management on strategic approaches on communication and advocacy in relation to the environment climate change and energy programmes. Relevant, high-impact advocacy campaigns are implemented with key partners in particular with the UNCT under the leadership of the Resident Coordinator.
  • Communication of UNDP corporate stance on environment climate change and energy programmes through the lens of Green, Inclusive and diversifies growth focusing on – sustainable forest management and national REDD+,  climate change and disaster risk reduction, sustainable energy for all (SE4ALL), support Cambodia to undertake post Rio+20 responses and rural livelihoods and community based adaptation.
  • Provide overall active guidance and support to the Development Policy Initiative
  • Contributions to the communications efforts of UNDP (drafting of articles for the newsletter and the website, press releases, etc.)
  • Initiation of analysis and research of interest to the national counterparts and promotion of advocacy and synthesis of best practices and lessons learned directly linked to programme country policy goals.
  • Sound contribution to UNDP and UN knowledge networks and communities of practice.
  • Facilitation of learning sessions for country office and project colleagues.

4. Establishes and maintains strategic partnerships and support the resource mobilization efforts of the country office focusing on achievement of the following results:

  • Strengthening and building of partnerships with government institutions, UN Agencies, IFI’s, bi-lateral and multi-lateral donors, private sector, civil society and the media, notably through substantive engagement with partners in fora such as Technical Working Groups.
  • Development and implementation of the country office resources mobilization strategy to achieve programme outcomes. This includes analysis and research of information on donors (including non traditional donors and private sectors), identification of opportunities for cost-sharing and quality control of the reporting process.
  • Development of joint programmes or joint initiatives with sister UN agencies.
  • Support to the national resource mobilization efforts to mobilize funding from the global facilities.

Impact of Results

The key results have an impact on the overall success of the country programme and reaching UNDAF/CPD goals. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Prince 2 Training and Certification, RMG

Habilidades y experiencia requeridas

  • Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences and related field.
  • 5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments
  • Strong focus on pro-poor environment climate change and energy policies, programmes monitoring and analysis in programming of relevant interventions
  • Strong conceptual knowledge on environment climate change and energy, plus practical experience on the subject; two year’s relevant working experience in Cambodia is preferable.
  • Experience in the usage of Computers and office software packages, experience in handling of web based management systems.
  • Fluency in the UN and national language of the duty station
