Overview

The primary objective of the deployment of the UNDP/PAPP Field Security Advisor (FSA) is the protection of and minimizing the risk to UNDP/PAPP staff, eligible dependants, property and operations in all locations and at the same time enabling UNDP/PAPP programme delivery throughout the country.

 
Objective

The primary objective of the post will be realized by:

   1. Ensuring that UNDP security support feature in the programming process at country office level as well as in the case of each individual project, from project identification, planning, budgeting, implementation and right through to monitoring and evaluation.
   2. Strengthening the security arrangements of UNDP sub-offices (such as in Gaza city and Ramallah)  
   3. Maintaining a security network of international and national security personnel.

Responsibilities

The UNDP/PAPP Field Security Advisor (FSA) is responsible for all aspects of security management, crises readiness and preparedness for UNDP/PAPP in Jerusalem, West Bank and Gaza duty stations and serves as an advisor to Special Representative.

 
The FSA is accountable to the UNDP/PAPP Special Representative for security support and implementation; this will be facilitated through the DRR (P) when it comes to programming matters and through the DRR (O) for the implementation of UNDP security support. The FSA works in close collaboration with the DSS FSCO.


While the Special Representative has the responsibility for the day-to-day management of the FSA, on substantive matters, the FSO will report to the Special Representative and keep the DRR (O) informed if necessary security actions are to be taken.


The UNDP/PAPP FSA will also serve the UN organizations operating under the administrative umbrella of UNDP/PAPP as required.
 

DUTY STATION

The duty station of the UNDP/PAPP FSA is Jerusalem with frequent travel to Gaza and the West Bank.


MAJOR DUTIES and RESPONSIBILITIES

 

The FSA performs the following:

 
I.          The Security Plan and Minimum Operating Security Standards (MOSS)

   1. Prepare a comprehensive “threat assessment” for UNDP/PAPP in consultation with DSS where UNDP/PAPP staff and dependents are present.
   2. Prepare, maintain and update the UNDP/PAPP security plan and contingency plans in accordance with the country security and contingency plans, and the United Nations Field Security Handbook.
   3. Maintain updated staff lists of UNDP/PAPP staff, including details of visiting missions and consultants.
   4. Liaise with DSS in establishing and managing separate UNDP/PAPP warden systems for both international and national staff.
   5. Serve as a member and as the Secretary of UNDP/PAPP security team.
   6. Liaising with DSS on preparing travel and security advisories.
   7. Assist the DRR (O) on Operations issues related to all premises related security measures following the risk assessment, incl aspects such as access control, magnetic cards and permits for UNDP/PAPP national staff.
   8. Advise on hostage incident management.
   9. Coordinate emergency medical evacuation for UNDP/PAPP staff.
  10. Assist the Special Representative and the DRR(O) in developing and implementing MOSS and ensuring all offices are MOSS compliant

 

 II.              Reporting and Liaison

        1.   Regularly update the UNDP/PAPP Special Representative, UNDP/PAPP staff and DSS on security development.

        2 .  The FSA is a member of the DSS security cell.

        3.  With the assistance of the DSS CSA and DRR(O) maintain contact with:

         1. national security agencies to obtain the best information and protection for UN staff, and operations;
         2. Security officials of diplomatic missions and international organizations to share information pertaining to staff safety and security.

 III.  Advise on security issues related to Programme Implementations

Assist the Special Representative (SR) and the DRR(P) in ensuring that UNDP/PAPP security support feature in the programming process at office level as well as in the case of each individual project, from project identification, planning, budgeting, implementation and right through to monitoring and evaluation by:

 

1.  Advising the SR, DRR (P) and the prorgamme staff regarding the inclusion of security as a factor in the Programme Project Documents.
2.  Advising the SR, DRR (P), Heads of Units and programme managers to mainstream security in project planning, budgeting, implementation, monitoring and evaluation.
3.  Reviewing the impact of security factors on UNDP programme designs
and delivery, as well as the potential impact that programmes might have on
stability and security (both positive and negative), making recommendations for  possible UNDP support needs and improvements
4.  Ensuring all aspects of staff and project MOSS compliance in accordance with the approved country MOSS.

IV.     Emergency Communications Systems (ECS)

 
   1. Liaise with DSS and ensure the establishment and maintenance of a functioning Emergency Communications System (ECS) for UNDP/PAPP, integrated and compatible with UNDSS’ network.
   2. Assist the DRR(O) in the installation, maintenance, and utilization of the UNDP/PAPP communication system.
   3. Develop, implement and supervise a radio communication monitoring mechanism and conducting routine radio checks, as appropriate.
   4. Ensure radio communication training is provided to drivers, wardens, other staff members and others as required.
   5. Establish and maintain communication links with Special Representative.

 V.     Office Security


   1. Assist the DRR(O) in developing and implementing office security requirements following a dedicated threat and risk assessment.
   2. Assist the DRR(O) in establishing and implementing risk mitigation measures, including access control mechanism (visitors/vehicles screening) for UNDP/PAPP premises.
   3. Conducting office security surveys and recommending physical security measures to the Special Representative and DRR(O).
   4. Assist the DRR(O) in the selection/supervision of office guards.
   5. Ensure that fire safety arrangements (fire extinguishers, smoke detectors etc.) are in UNDP premises.
   6. Prepare fire/building evacuation plans and conducting periodical drill.

 VI.       Residential Security


   1. Liaise with DSS and conduct residential security surveys of UNDP/PAPP international staff and recommending physical security measures to staff members (on request provide this assistance to national staff).
   2. Liaise with DSS and prepare justification for residential security measures, as required.

VII.    Managerial

      1   Participate in the selection panel for the Field Security related staff for Jerusalem, Gaza and West Bank.
      2.  Participate in the DSS and Country Management Team (CMT) as security advisor.

 
VIII.       Resource Mobilization

The UNDP/PAPP FSA is expected to provide the following inputs.

1.   Ensure that the security cost is included in all appeals and project descriptions.
2.   Participate in the drafting of documents, to be presented to donors for the continuation of security support.
3.   Coordinate with programme staff, to inter-act with donors in their programme development activities.
4.   Provide inputs for "mid-term" reviews.
5.   Provide inputs to donor reports.

IX.     Other Tasks and Training

 
1.      Assist in training of UNDP/PAPP staff in the field (projects) on security issues.
2.   Assist in obtaining necessary permits for specific projects that require permits from the Israeli authorities. 
3.      Immediately reporting security related incidents, involving UNDP/PAPP staff and eligible dependents, to UNDP/PAPP Security concerned staff in the country and at Hqs.
4.     Follow up on arrests, detention and kidnapping of staff members and eligible dependents.
5.     Conduct investigation of death of a staff / family member under suspicious and unclear circumstances.
6.     Coordinate 24-hour response to all security related incidents involving UNDP/PAPP staff and eligible dependents.
7.      Ensure security training is provided to the Special Representative, the Wardens and all UNDP/PAPP staff in the country.
8.      Other security related tasks assigned by the Special Representative.

Habilidades y experiencia requeridas

Academic background
Formal training in security management and risk management (such as military and/or Police College; and senior military command and staff courses) and development-related qualifications, such as MBA or equivalent.

Relevant Work Experience
A minimum of 8 years of appropriate security and development-related experience, of which a minimum of 6 years security management experience at a middle management level.
