Antecedentes

Following the success of the Constituent Assembly (CA) election in 2008, UNDP Nepal launched an Electoral Support Project (ESP) in August 2008 to provide technical assistance to the Election Commission of Nepal (ECN) for the inter-elections period (2008-2016). The ESP support aims at building sustainable and enduring institutional and professional capacity of the ECN, of its Secretariat and its district offices that could be easily and effectively deployed in future elections. The ESP (2008-2016) consists of two phases. Phase I (2008-2012) focused exclusively on long-term electoral capacity building.  Phase II (2012-2016) focuses on capacity building of the ECN officials and operational support for future electoral cycles.
 
The major areas of ESP support activities to the ECN include- strategic planning for the electoral cycle; staff retention and professional development; GIS and electoral mapping system; creation and display of new voter registration; training and procedure; election operations and logistics; election dispute resolution; electoral security; establishment and operation of the Electoral Information and Education Centre; public outreach and voter information/education; and gender and social inclusion.

Deberes y responsabilidades

Under overall guidance and direct supervision of the Project Manager, the Admin Associate will be responsible for all following administration and finance functions for the implementation of the programme: 
  • Maintain leave and attendance records personnel files of project staffs
  • Maintain consultant’s reports and archive  project related documents 
  • Coordinate communications between the supervisor and other professional and administrative staff both within and outside the work unit
  • Prepare agendas for the meeting; take minutes at meetings and compose drafts of the proceedings
  • Coordinate to UNDP Project Implement support Unit (PISU) to hire national as well as international consultants.
  • Undertake administrative work and provide logistic support for smooth implementation of project;
  • Coordinate with UNDP Human Resource Unit to hire, extension of contract of   International and Service Contract staff.
  • Draft letters, memos, and other administrative documents for the project.
  • Draft and review TORs to ensure compliance with UNDP rules and procedures
  • Provide administrative input to management decision-making
  • Coordinate all project activities and maintain up to date project calendar
  • Perform any other duties as assigned by the management team

Habilidades y experiencia requeridas

Education:

  • Bachelors degree in relevant fields.

Experience:

  • At least 5 years experience in administration 
  • Must have excellent skills in computers (Windows, Word, Excel, Power point)
  • Ability to work independently as well as in a team in a multi-cultural environment

Language:

  • Must have good command of English and Nepali language both written and spoken
