Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action. . It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Policy and Program Bureau provides support to UN Women, UN Country Teams (UNCT) and Program Countries to guide and support programming to effectively implement internationally agreed goals and national priorities on gender equality and women’s empowerment through:
  • Intellectual and strategic leadership in program policy formulation and design in thematic areas to accelerate gender equality, mainstreaming and women’s empowerment;
  • Development and implementation of knowledge management products and tools;
  • Conducting research, policy analysis and data collection;
  • Introducing innovation, best practices and cutting edge expertise to guide and support programming and to build technical capacity;
  • Providing technical guidance on strategic thematic areas and operational support in program advocacy and development, management, implementation, monitoring and evaluation;  and
  • Assessments of performance based on the accountability framework and standards for results.

UN Women is in the process of implementing its new Regional Architecture, following Executive Board approval of the new structure at the end of 2012. 2013 is a crucial period for the new architecture’s implementation, placing specific and urgent demands upon the Programme Division. This creates a need for temporary additional capacity to support the implementation process, and in particular to support the Director, Programme Division in managing and overseeing the change process that the new regional architecture entails.

The Programme Specialist reports to the Director, Programme Division who is responsible for providing direction and leadership to the Division which is responsible for the following key areas of work:

  • Provide programmatic and strategic guidance, support and oversight to, ensure quality control, of UN Women's  activities at the country and regional level, covering all aspects of the UNCT programming process.
  • Provide guidance and support to UN Women's coordination function at regional and country level
  • Manage the Multi-donor Trust Funds.
  • Provide rapid technical support including in humanitarian crisis to UN Women field offices.

Summary of Key Functions:

The Programme Specialist will provide timely analytical information and policy advice to the Director of Programmes focusing on the implementation of the Regional Architecture. S/he will have a proven ability to work and act under pressure and with discretion in a sensitive and challenging environment. S/he will have excellent communication and organization skills to provide support to the Director of Programmes in all aspects of her work.  Within the relevant delegated authority, the Specialist will be responsible for the following duties:

  • Provide assistance to the Director in the coordination of the implementation of the Regional Architecture with other parts of UN Women, liaising closely with in-house Divisions, sections and field offices as well as key partners and stakeholders.
  • Support the Director in management and oversight of the regional architecture process, including by the provision of sound policy inputs on issues and its impact on programs as appropriate.
  • Identify, research, analyze, prepare and/or organize information and briefing materials on implementation of the regional architecture.
  • Organize and provide meetings support or briefing events relating to regional architecture implementation.
  • Draft speeches and/or design presentation materials (including multi-media) relating to implementation of the regional architecture for delivery by the Director and other senior staff in key events, meetings and other external fora.
  • Participate with the Director in meetings on regional architecture implementation as required and ensure proper documentation of meetings and follow-up as appropriate.
  • Draft other materials relating to regional architecture implementation as required.
  • Prepare analysis of financial and human resources aspects of regional architecture implementation, working closely with the Division of Management and Administration.
  • Perform other official duties and special assignments which may be requested by the Director
Impact of Results:

The Key Results have an impact on the effective implementation of the Regional Architecture, and thereby the work of the Programme Division and UN Women as a whole. In particular, the key results will ensure the establishment of an effective and efficient corporate structure for implementation of country level annual work plans and achievement of results at field level.

Habilidades y experiencia requeridas

Education:
  • Master’s degree (or equivalent) in one of the following disciplines: social sciences, political science, international relations, business administration or management, public administration, or other related fields.
Experience:
  • Minimum 7 years of progressively varied responsible experience with UN, international and/or corporate organizations.
Language Requirements:
  • Written and oral proficiency in English is required.
  • Knowledge of another UN working language is highly desirable .

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
