Antecedentes

UNIFEM has been assisting the Ministry of Women’s Affairs (MOWA) to develop its institutional capacity for gender mainstreaming.  Along this line, UNIFEM has an institutional capacity building team in MOWA that works with the International Relations and Coordination Department, as well as the offices of the Minister, Deputy Ministers and some international agencies that also provide technical assistance to MOWA.  Over the years, UNIFEM has helped MOWA develop the National Action Plan for the Women of Afghanistan (NAPWA) as well as the Gender Equity Cross Cutting Strategy of the Afghanistan National Development Strategy, two tightly-interlinked policy frameworks that will be implemented across government to promote the status of women in Afghanistan.

Being the lead mechanism of government, MOWA is to play a critical role in getting both of the above policies implemented. The credibility of MOWA to lead the process of gender mainstreaming depends on its technical capacity which is being addressed by a number of international agencies within the ministry. 

However, technical expertise is not enough.  MOWA has to be able to function efficiently as one coherent, strong, and dynamic organization whose national and sub-national instrumentalities do not only have the knowledge, but also the mechanisms, processes, and systems that would enable it to efficiently manage multiple technical demands from the ministries and sub-national instrumentalities working on gender mainstreaming. It is for this reason that UNIFEM is assisting MOWA to undertake a thorough organizational assessment and institutionalize organizational systems, processes, mechanisms and procedures that will make it a coherent, strong and dynamic organization that will lead government in improving women’s status in the country.    

Deberes y responsabilidades

The Organizational Development Specialist’s main responsibility is to ensure that a clear institutional development strategy is developed in partnership with MOWA and its internal advisers, properly documented, and is initially piloted.  Toward this end, s/he will:

  • Conduct a thorough organizational assessment of MOWA, including its provincial branches, and identify the factors that promote or hinder its effective performance as an organization.  It is understood that such assessment, including its methodology, will be done in a consultative and participatory manner that will generate genuine ownership of the findings and recommendations within MOWA and its close supporters;
  • Based on the findings of the organizational assessment, conduct validation and presentation workshops with key stakeholders in the Ministry and draw up action plans on how to pilot the implementation of such recommendations;
  • Supervise and coach the officials or units that would be responsible for piloting and institutionalizing the recommended measures to strengthen MOWA’s organizational functioning;
  • Document the findings of the piloting experience and produce a simple, practical and experience-based manual of internal operations of MOWA at the central level;
  • Produce a terminal report for the closing of the project, with clear recommendations on how to address problems that could arise in the course of implementing the recommended measures.

WORKPLAN:

  • It is understood that the Specialist will develop a specific work plan for the implementation of this TOR. This work plan will be approved, both by MOWA and UNIFEM, and will be the basis for monitoring the Specialist’s outputs.  The basic activities are as follows:
  • Briefing meeting with UNIFEM and MOWA to clarify the scope of the work (1 day);
  • Collection and analysis of documents (10 days);
  • Development of work plan (2 day);
  • Development of the analytical framework for the organizational assessment (10 days);
  • Review and discussions on the analytical framework 5 days);
  • Development of organizational assessment activity time frame, tools and instruments (3 days);
  • Organizational assessment (150 days);
  • Feed backing, validation and adopting of recommendations (14 days);
  • Development of piloting plan (2 days);
  • Approval of piloting plan (2 days);
  • Piloting of organizational strengthening measures (150 days);
  • Wrap up and preparation of terminal report (14 days).

FINAL OUTPUTS: 

  • Organizational Assessment Report – This output consists of around 50-page report in Dari and English, containing an analysis of the factors that promote or hinder the effective functioning of MOWA as an organization. It will highlight a set of recommendations that will address the hindering factors, as well as the competencies that have to be developed among MOWA officials or units concerned with addressing such issues.
  • Manual of operations – Based on the piloting of recommended measures to strengthen MOWA’s functioning, the Specialist will come up with simple, practical manual of operations that will govern the internal operations of MOWA at the national level, with some components for sub-national operations. This manual, among other things, will include the specific responsibilities of units or officials who are accountable for ensuring MOWA’s effective functioning as an organization.

Habilidades y experiencia requeridas

  • Master's degree in Human Resources Development or formal training in  organizational development;
  • Minimum of 10 years of related working background in the same field;
  • Experience of working with government entities;
  • Track record in organizational development, preferably in a women’s machinery;
  • Knowledge of gender mainstreaming and institutional processes of government institutions;
  • Excellent inter-personal, negotiation and maneuvering skills;
  • Excellent written/typing and oral communication skills in English;  Dari or Phastu knowledge is an advantage;
  • Knowledge of Ms. Office packages , Internet and Mailing system;
  • Familiarity with Afghanistan culture is highly desirable.
