Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women Palestine, in line with the commitment of the Government of Palestine to fight Violence Against Women (VAW) as set in the National Strategy to Combat VAW, approved by the Palestinian Cabinet in January, 2011;in full partnership with the Palestinian Civil Police (PCP) advised by the EUPOL COPPS mission; within the framework of DFID-funded project "SUPPORT FOR DELIVERY OF SECURITY AND JUSTICE SERVICES FOR WOMEN VICTIMS OF VIOLENCE", is supporting the process of institutionalization and capacity development of the PCP Family Protection Units (FPU) through:

  • Finalization of FPU strategy, vision and mission; the setup of a clear, gender sensitive organizational structure availing FPUs staff job descriptions in line with the strategy, vision and mission and with the PCP structure
  • Identification of minimum standards for Palestinian FPUs, both in terms of hard component as well as human resources, with minimum standards guidelines;
  • Drafting of Standards Operational Procedures for FPUs;
  • Identification of training needs for FPUs staff in light of the above and development of a gender sensitive FPU staff training programme and material;
  • Implementation of the training needs;
  • Enhancing filing, monitoring and documentation systems of FPUs; 
  • Equipping FPUs. 

The outputs as outlined above will be the framework that will enhance the institutional capacity of the police to manage, monitor and act to protect women and girls from GBV, promote the needs of both male and female police officers and the overall mainstreaming of  gender concerns within the police institution.

Deberes y responsabilidades

The Consultant will work under the overall supervision of UN Women Palestine Head of Office and the direct supervision of the Women Human Rights Unit Project Manager, in close partnership and daily consultation and coordination with Head of FPU and with FPU staff assigned by Head of FPU, as well as in consultation with other PCP staff and the EUPOL COPPS mission. The Consultant will report regularly to UN Women and to the Head of FPU.

The main objective of the assignment is to develop an impartial, gender-sensitive and human rights-based mechanism to review cases of women/children victims of violence who presented main protection gaps and therefore had harmful implications on the lives of the victims. This mechanism should be able to identify and document - bringing together all relevant stakeholders - emerging/unexpected protection issues, as well as actual factors determining breaches in the protection system and women’s challenges in accessing the justice chain, and to formulate feasible, timely responses to the identified problems and shortfalls. The envisaged mechanism will be requested to comply with the newly finalized FPU strategy and regulations. With the aim to realize the above mentioned mechanism, the Consultant will undertake the following tasks, duties and responsibilities:
  • Work in full cooperation and coordination with the PCP, and particularly the Head of FPU, EUPOL COPPS and UN Women.
  • Draft and share with UN Women guiding questions for main stakeholders involved in the protection of women and children, to assess current practices and informal mechanisms adopted with regards to serious cases review; collective analysis of the review of an actual case is recommended; 
  • Draft brief introduction to the meaning and objectives of “serious cases review”, while providing information on how to identify those cases, and some examples of review mechanisms from international good practices;
  • Plan, conduct and document outcome of consultation meetings with key stakeholders;
  • Draft a “serious cases review mechanism” tailored to the Palestinian context and share it with UN Women for initial feedback;
  • Gather UN Women feedbacks and incorporate them into the draft.
  • Provide reporting format and questionnaires, from identified good practices of “serious cases review”, and draft and present to UN Women and identified stakeholders reporting format, with relevant questionnaires, tailored for the Palestinian context, that will guide the implementation of “serious cases review”;
  • Draft an action plan – including resource identification – for translating into practice the proposed review mechanism and submit it to UN Women for feedback.

Habilidades y experiencia requeridas

Education:
  • Advanced university degree in social studies or relevant field
Experience:
  • A minimum of 15 years of work experience in policing, criminal investigation and in protection of vulnerable categories;
  • Significant work experience in setting professional standards within police forces; 
  • Experience working in Palestine will be considered an asset;
  • Experience working in international organizations / missions will be considered an asset.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
