Antecedentes

The Bureau for Development Policy (BDP) is UNDP's policy bureau and backbone of global practices. BDP has a key role to play in helping country offices to accelerate human development through strengthening the practice areas within UNDP's programmes. BDP support of UNDP's Strategic Plan 2008-2011 and its 6 thematic areas (Poverty Reduction, Democratic Governance, Environment and Energy, HIV/AIDS, Capacity Development, and Gender Equality and Women's Empowerment) together with the regionalization process require it to support a strong and vibrant practice architecture which can ensure that UNDP, at all levels, benefits from consistent and coherent policy direction, rigorous quality standards and valuable service platforms.

The long-term goal of Knowledge Management (KM) in UNDP is to position UNDP as a World Class Knowledge Organization linking local experiences to global policies. UNDP aspires to be on the cutting edge of policy analysis and knowledge sharing. Knowledge management in UNDP is guided by a Knowledge Strategy that enables UNDP to share and leverage its knowledge and experience across countries, regions, practices, UN agencies and external partners. The Knowledge Strategy creates a human and technical infrastructure to enable staff and practitioners to learn, share, connect and contextualize knowledge by enhancing collaboration and creating a cultural change with regard to the organization's approach to knowledge management. This represents the next stage in the evolution of Knowledge Management in UNDP.

The Democratic Governance Practice is the largest practice area in UNDP. It works in building effective and capable states that are accountable and transparent. The principal areas of work are inclusive participation, responsive governing institutions, and international principles such as human rights such as gender equality.

The Knowledge Management Research Analyst (KMRA) will support knowledge management in the Democratic Governance Practice through the Democratic Governance Practice Network, Teamworks, the public website, DG Knowledge Base; and the DGG SharePoint Intranet. Under the supervision of the Knowledge Management Specialist, the Knowledge Management Research Analyst (KMRA) will liaise with the Knowledge Management Group and the KM Service Teams (KMST) at the Regional Service Centres (RSCs) to support the implementation of key activities and strategies for the practice. All activities of the KM Team in HQ and KMST in RSCs will support the goals and outcomes established by BDP in support of UNDP’s Strategic Plan.

The KMRA will support the Democratic Governance Practice Network Facilitator in maintaining the high quality of network knowledge products while also allowing for the Community of Practice to undertake new initiatives, and adapting Network Products to serve the new client base, in light of the growth in membership and commensurate rise in the level and scope of network; and of the new platforms and tools available to the practice. The incumbent will assist in facilitating the global Democratic Governance Practice Network (DGP-Net) and conduct in-depth research and analysis in governance, mainly through web and document research, and networking with policy advisers and external experts.

Deberes y responsabilidades

 Research / Content Development

  • Conduct in-depth research and analysis as required for the network products and services;
  • Liaise with internal and external partners to identify the appropriate advisors/contacts to respond to Network queries;
  • Enhance linkages with internal and external sources of knowledge in coordination with the Global Knowledge Management activities and other regional centers and focus areas;
  • Assist the Knowledge Network Facilitator with Democratic Governance Practice network moderation and preparing network products and services including: substantive research for consolidated replies to network queries and summaries of e-discussions; responding off-line to network queries; preparing summaries of e-discussions; drafting Network News Updates;
  • Support the Knowledge Management Specialist, Policy Advisors and the Communities of Practice (COP) with research and analysis during the development of selected BDP Knowledge Products;
  • Contribute to the improvement of existing knowledge products and conduct additional research as needed;
  • Actively promote the corporate standards in knowledge management; solicit content submissions from practice members; help to insure that content to be published in the workspaces is adequately tagged, named, summarized;
  • Maintain the Democratic Governance Practice Workspace through updating with relevant documents, news and web links. Liaise with Democratic Governance Group specialists and Practice members to identify new content; and ensure quality and consistency across similar documents on various web portals;
  • Contribute to the development of the Democratic Governance “Community of Practice” (thematic programme staff in UNDP country offices and HQ units) through providing support for community collaboration, knowledge sharing and networking; management of the Democratic Governance Practice Network’s external advisory group and organization of Practice events and initiatives;
  • Monitor and maintain network and Teamworks spaces’ member lists and performance indicators. Prepare annual reports on Community of Practice performance and network utilization;
  • Update and maintain the quality and relevance of the Democratic governance public website, global Teamworks and SharePoint spaces;
  • Work with the DGP-Net Facilitator, global roster managers; Regional and Group Specialists to determine the suitability of potential consultants and organizations in response to Country Office requests; and to provide guidance to the democratic governance expert roster managers; and expert roster consultants on various roster maintenance and review processes.

Knowledge Management

  • Complete specific knowledge management activities pursuant to the DGG-KM work plan and build relations with external professionals and institutions, UN system agencies in support of knowledge sharing and management;
  • Support country offices (COs) in Knowledge Management (KM) activities through enhancing the system of focal points, KM champions and the ability of COs teams to access internal knowledge and experts through Teamworks; advise on the application of knowledge and expertise; provide hands-on guidance on KM tools; and identify COs’ KM needs and provide useful solutions and tools;
  • Support the implementation of corporate requirements for the development of knowledge products and services;
  • Provide ad hoc support to Policy Advisors on internal knowledge sharing meetings, performance metrics and other events/activities;
  • Support the Knowledge Management Specialist and Practice Manager in ensuring quality content on the intranet; extranet and public website;
  • Support the KMS in providing strategic input into the development of the strategy on knowledge management and advocating for adoption and implementation of the strategy including standard products and services;
  • Assess and codify the impact of UNDP knowledge management in the practice;
  • Assist the KMS in preparing training and outreach material on Knowledge Management.

Practice and Communications

  • Internal advocacy and communications; Collect content and prepare bi-monthly News Updates for the community;
  • External advocacy and communications: maintain website, and support communication needs for the practice in liaison with the UNDP Communications office;
  • Identify and disseminate success stories shared by COPs to appropriate networks and forums;
  • Update/maintain information shared through DGG social media accounts (twitter, youtube, facebook, flickr, etc…); to develop, build, and maintain a presence for the Group on the web.

Habilidades y experiencia requeridas

Education:

  • Masters’ Degree in International Relations, Government/Political Science, Development Studies or a related field.

Experience:

  • Minimum 2 years experience working on democratic governance issues preferably within UNDP or another international organization in a capacity that involved work related to Knowledge Management and democratic governance;
  • Prior experience writing effectively about democratic governance field including completion of knowledge products.
  • Advanced research, and writing on topics addressed in the democratic governance practice area of human rights, politics, democracy, public administration.

Computer Skills:

  • Excellent computer skills and experience using the Internet and web based applications;
  • Advanced knowledge of excel and/ or other statistical software;
  • Proficiency in the usage of computer and office software packages including social media and web 2.0 platforms and tools.

Languages:

  • Excellent analytical skills; as well as writing, editing and oral communications skills in English is required;
  • Proficiency (fluency or working knowledge) in at least one other UNDP official language (especially French, Spanish or Arabic) is required.
