Antecedentes

The Community Forestry Management (CFM) approach has been identified as one of the best models for the sustainable management of forest resources and livelihood improvement of the local communities. The CFM recognizes that economic alternatives are necessary if communities are to stop unsustainable exploitation of forest resources. Furthermore, the approach recognizes that the communities are themselves in the best position to protect the forest from illegal or unsustainable practices.
 
Community Forest Management in Sri Lanka is being implemented in Sri Lanka by the Forest Department. The Government of Australia has extended support since 2003. The first Australian assisted CFM effort was the “Sri Lanka Australia Natural Resources Management Programme (2003-2009) and the second phase is the programme is the current Sri Lanka Community Forestry Programme – SLCFP (2012-2016). The present SLCFP programme is being implemented in 18 districts in Sri Lanka with the technical support of UNDP.
 
Scope
The Consultant- Trainer on Community based Forest Management Planning Process will work with the Forest Department to achieve the tasks detailed under the Responsibilities section of the Terms of Reference.
 
Objectives
  • To provide a refresher course on the Community level Forest Management Planning Process
  • Revise the Community level Forest Management Planning Process training modules developed through the Sri Lanka Australia Natural Resource Management Programme (SLANRMP) to suit current needs of the Forest Department

Expected Output
  • A revised set of training modules on Community level Forest Management Planning Process
  • Train 25 Forest officers on Community level Forest Management Planning Process

Deberes y responsabilidades

Responsibilities:
The Consultant-Trainer on Community level Forest Management Planning Process will be responsible for performing the following tasks under the guidance of the Senior Deputy Conservator of Forests- Community Forestry and Extension:
  • Conduct refresher training course for 25 selected officers of the Forest Department on following themes;
  •  An introduction to the Community Development
  • Community Forestry Management Plan Development
  • Participatory Planning, Community Mobilization and Organizational development
  • Competency Development and Training Needs Assessment
  • Curriculum Development Planning and Skills Training Methodologies
  • Manual Production, Presentation and Training Evaluations
  • Revise the resource materials in consultation with the Forest Department
  • Incorporate the new adult training technologies into the modules
  • Incorporate any technical developments

Habilidades y experiencia requeridas

Education :

  • A Master’s degree in forestry or related subject area

Experience:

  • Minimum of 05 years of experience or a relevant Bachelor’s  degree with 10 years of relevant experience Proven substantive expertise in adult training technologies.
  • Proven experience in training modules development on forestry, community development or related subject areas.

Language:

  • Good knowledge of written and oral English, Sinhala and/or Tamil

Interested individual consultants or institutions must submit the following documents/ information to demonstrate their qualifications and experience:
  • CV of consultant or nominated resource personnel including past experience in similar exercises.
  • Examples and proof of similar work undertaken and successfully delivered within the last 3-5 years;
  • Contact numbers of two non-related referees.
  • Financial proposal in Sri Lankan Rupees (LKR) with a clear indication of all inclusive lump sum fee for the completion of 06 modules within 05 months from start date. (to include consultancy fee/honorarium/stationery/admin costs etc). Please note that any travel costs for work required outside of the duty-station will be pre-agreed before the travel and payment based on actual basis and should not be included in the financial proposal at this stage.

Note:

Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification by the UNDP. The applicant must factor in all possible costs in his/her financial proposal including his/her monthly consultancy fee, travel, honorarium, additional HR cost (as required) such as translators and field assistants, communication cost such as telephone usage, printing cost, and stationary, and any other foreseeable costs in this exercise. The consultants/organizations are responsible for arranging their transportation, accommodation and other costs for any travel to the field (if required to) including driver, accommodation, fuel, and vehicle. The UNDP will only pay for any unplanned travel outside of this TOR on actual basis and on submission of original bills/invoices and on prior agreement. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant or institution.
