Antecedentes

Under the direction of the Chair of the UN Development Group (UNDG), and with the guidance of UNDG and the UNDG Advisory Group, the overall objective of the United Nations Development Operations Coordination Office (DOCO) is to support the strategic priorities of UNDG and related coordination goals and to meet DOCO’s responsibilities, under UNDG’s strategic priorities and Management and Accountability (M&A) system.

The Director is responsible for the strategic leadership and management of DOCO and ensures continuous improvement of DOCO's effectiveness within the context of UNDG strategy, operational priorities and services.

In meeting these responsibilities, the Director will be supported by the Team in the Director's Office. 

Deberes y responsabilidades

The Director of DOCO is responsible for the following services:
Support to the UNDG Chair, the Advisory Group and its working mechanisms on:
  • Strategic planning, monitoring, assessment and reporting;
  • UNDG governance, RC system, UNDG regional teams, Multi-Donor Trust Funds and humanitarian coordination;
  • Management of the Inter-Agency Advisory Panel;
  • Leadership and management of DOCO;
  • Knowledge management;
  • DOCO External relations and advocacy;
  • Resource Mobilization.

Strategic planning, monitoring, assessment and reporting:

  • Participate in UNDG Advisory Group ASG meetings; work intensively with the Regional UNDG Team Chairs; provide policy guidance and support to Resident Coordinators;
  • Consult with stakeholders and development partners and advocate to the UNDG Chair and Advisory Group a strategic vision and two year implementation plan for DOCO;
  • Actively report to the UNDG Chair on UNDG progress and results, including assessments of all UNDG components in delivering priorities;
  • Coordinate and consolidate DOCO products and inputs to UN reporting requirements.

UNDG governance, RC system, UNDG regional teams, Multi-Donor Trust Funds and humanitarian coordination:

  • Coordinate with UNDG the development and dissemination of strategic communication;
  • Advise and support UNDG on the coordination of UNDG activities, ensuring linkages and consistency between UNDG and the UN system, including the RC system;
  • Advise UNDG on the establishment and oversight of Regional UNDG Teams and Multi-donor Trust Funds;
  • Assist in assessing and determining the role and function of RCs and participate in interagency RC appraisal and evaluation processes;
  • Coordinate with OCHA and UNDP the effective allocation of support and resources in post crisis countries;
  • Guide and support inter-agency dialogue on post crisis mechanisms (e.g. Multi-Donor Trust Funds, Post Conflict Needs Assessment, World Bank).
Management of the Inter-Agency Advisory Panel (IAAP)
 
The overall management of the IAAP is the responsibility of DOCO, on behalf of the IAAP membership. This is in accordance with the UNDG Management and Accountability Framework and accompanying Implementation Plan.
The Director of DOCO:
  • Serves as Chair of the IAAP;
  • Facilitates the IAAP meeting and the post IAAP meeting follow-up;
  • Presents nominees to the Chair of UNDG for approval and submission to the Secretary-General;
  • Monitors trends and any policy or procedural matters needing to be addressed;
  • Ensures that the IAAP mechanism is functioning effectively;
  • Reports annually to the IAAP, the UNDG Advisory Group and UNDG.

Leadership and management of DOCO:

  • Lead the development of the vision, direction, and strategy in DOCO operations and services;
  • Establish work plans and determine the operational, financial and human resources requirements to ensure delivery of quality services and results;
  • Promote a healthy and engaging work environment where staff members are empowered to contribute to their fullest;
  • Maintain a culture of openness, teamwork and excellence that delivers optimal results.

Knowledge management:

  • Oversee the planning and development of knowledge products;
  • Ensure the development of effective communication and information events and materials;
  • Evaluate the impact and oversee the evolution of knowledge products, management and tools.
DOCO External relations and advocacy:
  • Enhance transparency in DOCO activities through regular reporting to partners, stakeholders, donors and member states on progress made on UNDG strategic priorities;
  • Establish effective and collaborative dialogue with partners and stakeholders;
  • Represent DOCO in discussions and negotiations, and advocate DOCO’s mission and interests.
Resource Mobilization
Support the overall resource mobilization efforts of the UN Development Group, as applicable. In particular, the DOCO Director shall:
  • Identify and nurture key strategic alliances as well as identify opportunities to attract or leverage resources;
  • Support resource mobilization for UNDG within the framework of the UNDG strategic priorities and its work plan (as applicable).

Habilidades y experiencia requeridas

Education:
  • Advanced university degree in Political Science, Sociology, Economics, Business Management or other related social/development policy field is required.

Experience:

  • More than 15 years of extensive development experience combining strategic and managerial leadership, external relations, advocacy and policy formulation and design; at the international and/or corporate level, preferably in developing countries within the UN system, Agencies, Funds or Programmes; on UN reform issues, advocacy for UN reform programming policy, processes, procedures and products;
  • Senior UN field experience in development coordination.

Language:

  • Fluency in oral and written English is required. Proficiency in another UN working language is desirable.
