Antecedentes

UNDP and the Global Environmental Fund (GEF) has designed a set of 10 country-led projects that focus on strengthening Climate Information and Early Warning Systems (CI/EWS) for climate resilient development and adaptation to climate change. The countries receiving support include Benin, Burkina Faso, Liberia, Sierra Leone, Sao Tome and Principe, Ethiopia, Uganda, Tanzania, Malawi and Zambia. The UNDP/GEF supported “Early Warning Systems project-Uganda” is implemented by the Ministry of Water and Environment-Department of Meteorology (DoM)/Ugandan National Meteorological Authority (UNMA) in collaboration with various responsible parties, namely Department of Water Resource Management (DWRM), Department of Relief, Disaster Preparedness and Management (DRDPM)/Office of the Prime Minister (OPM), and Ministry of Agriculture, Animal Industries and Fisheries (MAAIF).

The objectives of the project are to (i)establish a functional network of meteorological and hydrological monitoring stations and associated infrastructure to better understand climatic changes; (ii)develop and disseminate tailored weather and climate information to decision makers in government, private sector, civil society, development partners and local communities in the Teso and Mt Elgon sub-region; and (iii)integrate weather and climate information into national policies, annual work plans and local development including the National Policy for Disaster Preparedness and Management, and district and sub-county development plans in priority districts in the Bukedi, Busoga, Elgon, Teso, Acholi, Karamoja and Lango sub-regions. The project is expected to be completed by December 2017.

As part of the implementation phase, the project in Uganda is recruiting a Procurement Associate.

Deberes y responsabilidades

  • Administration and implementation of operational strategies;
  • Organization of procurement processes;
  • Implementation of sourcing strategy and e-procurement tools;
  • Provide quality advisory services to Energy and Environment Projects;
  • Facilitation of knowledge building and knowledge sharing.

Habilidades y experiencia requeridas

Education:

  • Diploma or equivalent in meteorology, hydrology, or environmental studies;
  • Certificate or diploma in procurement and/or supply chain from a renowned institution (e.g. CIPS, ISM, etc) would be an added advantage.

Experience:

  • 7 years of progressively responsible procurement experience of weather / environment monitoring equipment is required at the national or international level;
  • Experience with United Nations/UNDP-Government supported or international agencies would be advantageous;
  • Demonstrate knowledge of international manufacturers / suppliers of weather / environment monitoring equipment;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc), advanced knowledge of automated procurement systems, experience in handling of web based management systems.

Language:

  • Fluency in English.
