Antecedentes
UNDP is an Implementing Agency operating under the Multilateral Fund for the Implementation of the Montreal Protocol (MLF). UNDP is also an Implementing Agency of the Global Environment Fund (GEF) for the Chemicals Focal Area. UNDP’s Montreal Protocol and Chemical Unit (MPU/Chemicals) works with public and private partners in developing countries to assist them in meeting the targets of the Montreal Protocol (MP) on Substances that Deplete the Ozone Layer (ODS), and the Stockholm and Minamata Conventions in the reduction and elimination of POPs and Mercury, respectively. With regards to its Montreal Protocol programme, MPU/Chemicals focuses on assisting countries in phasing-out HCFCs with funding support from MLF and the GEF.
Deberes y responsabilidades
- Technical inputs for the Montreal Protocol ODS reduction activities and non-ODS substitute technologies in existing uses, recommend possible technological, regulatory and infrastructural interventions and revisions as needed in the implementation of HCFC phase-out activities in the Asia-Pacific region;
- Technical review is also to be provided for other ODS phase-out projects (CFCs, TCA, CTC); Technical inputs, technical review and evaluation of activities of the Stockholm Convention on the reduction and elimination of persistent organic pollutants, and technical support to facilitate the preparation, approval and subsequent implementation of POPs projects;
- Provide technical advice on conversion processes from HCFCs under the Montreal Protocol and linkage of these to energy/climate change considerations which can be funded by the GEF;
- Review and analyze technology initiatives and policy papers of the MLF and GEF and provide comments to MPU/Chemicals on their implications;
- Assist MPU/Chemicals in resolving MLF or GEF-related technical and other eligibility issues encountered during the project approval process and during implementation;
- Upon request, perform technical analysis and provide comments on projects submitted by countries, on both HCFCs and POPs;
- Technical and policy inputs to Government on project implementation. Undertake trouble-shooting and inputs for project completion, including for the Project Completion Reports (PCRs);
- Provide technical backstopping for procurement such as preparation and finalization of technical specifications, vendor short lists, technical evaluation of bids, etc.;
- Technical recommendations for work programmes, progress reports, business plans for the MLF or GEF, when requested;
- Provide technical guidance on end-of-life programmes of equipment containing CFCs, HCFCs and also POPs;
- Provide advice on manufacturing processes, including safe use of equipment, chemicals and related environmental aspects;
- Participate as required, as a technical consultant at various international/regional/national meetings related to the MLF and GEF;
- Participate as required, as a technical consultant in bilateral activities;
- When requested, organize study tours and coordinate them for various sectors such as refrigeration, solvents, aerosols, and production sectors;
- Advise Governments on implementation and monitoring of phase out activities under UNDP approved work programmes in various sectors, including HCFC Phase out Management Plans (HPMPs) and sectoral plans, and the various resultant projects;
- Train and supervise national consultants in survey approaches, as part of assignment to assist governments in preparing phase out plans, policies, technology roadmaps, and legal and institutional frameworks.
- Conduct surveys for projects on POPs and/or HCFCs;
- Site inspections;
- Evaluation of sustainable phase out alternative technologies;
- Determination of project strategy;
- covering sectors needing such support;
- Advise on policy/strategy to achieve compliance with Montreal Protocol targets
- For HCFC project preparation, particularly for Stage-II, prepare alternative technology approaches for addressing HCFC phaseout in different sectors (i.e., refrigeration & air-conditioning, foam, aerosol, solvent, fire-fighting applications etc.) and evaluate options for feasibility, incremental cost and climate impact, and provide recommended project action path, based on balancing the overall impact of a project ;
- Prepare and assist implementation of projects and programmes in different sectors covered under ODS phaseout and POPs projects/ programs, and in countries in Asia-Pacific region, upon request, using various accepted technologies to replace ODS or to address POPs. Implementation can include preparation and review of specs, testing, etc., and technical backstopping to evaluate bids;
- When requested, develop and set up procedures to facilitate effective project preparation and implementation between Governments, other agencies, UNDP, and Country Offices;
- Coordinate technical efforts on project preparation and implementation for various countries when assigned to do so
- One 10-day mission in Bangkok, Thailand;
- Three 7-day missions in Beijing, China.

Habilidades y experiencia requeridas
- Master’s Degree in chemistry, chemical engineering, business administration; or relevant degree.
- At least 10 years of relevant technical and managerial experience in ODS reduction activities and extensive experience in the application and use of non-ODS substitutes in the context of the Montreal Protocol;
- Minimum 5 years of significant work experience in actual industrial operations, or monitoring industrial operations, using CFCs, HCFCs, halons, and other ozone depleting substances;
- Minimum of 5 years of relevant work experience in the reduction and elimination of persistent organic pollutants including development of projects under GEF-5;
- Minimum 5 years of substantial work experience in developing countries, including project implementation, monitoring and evaluation activities, including interactions with Government institutions for project implementation coordination;
- Experience in working in close cooperation with UN organizations, Governments of donor countries and developing country governments;
- Knowledge and experience in other cross-cutting environmental conventions and mechanism such as Montreal Protocol, GEF, Kyoto Protocol, Sound Chemical Management policies etc..
- Fluency in both written and spoken English;
- Knowledge of Chinese desirable.
- Consultants will be evaluated based on Combined Scoring method taking into consideration the combination of the applicants’ Technical capabilities and financial proposal;
- Combined weighted scoring: Technical (70%); Financial (30%).
