Antecedentes

The Poverty Group (PG) of the Bureau for Development Policy (BDP) is the institutional anchor of UNDP’s work on poverty reduction and MDGs support. It provides core services designed to support global, regional and national efforts to reduce poverty and reach the Millennium Development Goals (MDGs) in the areas of: technical and policy advice, policy analysis and advocacy and knowledge brokering.       

To support implementation of UNDP’s 2014-2017 Strategic Plan, the Poverty Group is conducting a mapping exercise of UNDP’s main strategies and how they have translated into effective knowledge products. The result of this exercise and research will feed into corporate discussions on shaping and prioritizing UNDP’s ‘thought leadership’ around key development issues for the period of the new Strategic Plan.

Deberes y responsabilidades

The consultant will provide technical, research, analytical and drafting support related to the mapping exercise of UNDP’s existing strategies and the analysis of how they have translated into effective knowledge products.

S/he will: 

  • Conduct an extensive desk study (using a wide and diverse range of sources) of existing UNDP strategies and related knowledge products including guidance notes, issue briefs and factsheets, to identify both the strengths as well as the gaps;
  • Interview, as needed, relevant staff and experts involved in the development and implementation of the various strategies;
  • Conduct research on emerging development issues deemed most relevant to the period of the current Strategic Plan;
  • Provide technical and analytical support in identifying the necessary expertise, resources, partnerships and programme/operational arrangements to pursue thought leadership and provide policy advisory areas in these areas;
  • Draft a descriptive and analytical paper that provides a thorough review and assessment of the strengths and gaps of UNDP’s current strategies and knowledge products.
Specific Deliverables:
  • A scoping review/mapping of the strategies and related knowledge products produced by UNDP from 2001 to present;
  • A concept note analyzing 5-7 key and pressing development issues that could be most relevant to the period of the current Strategic Plan;
  • An implementation plan for pursuing thought leadership and providing policy advisory areas in the identified development issues;
  • A draft of the 25-30 page report on the strengths and gaps of UNDP’s current strategies and knowledge products;
  • A revised (final) report incorporating comments from peer reviewers.

Timeframe and Payment

The research will be conducted over a 5-month period. Payment shall be made on a monthly basis, following satisfactory performance in delivering the five deliverables mentioned above.

  • Proficiency in the usage of computers and office software packages;
  • Sound grasp of substantive and policy issues related to current development debates;
  • Ability to work independently and manage competing priorities;
  • Effective team player, good communication and inter-personal skills, ability to be part of a culturally diverse environment, ability to work under pressure and meet deadlines.

Habilidades y experiencia requeridas

Education:
  • Master’s degree in development, economics, international relations, public administration or related field;
Experience:
  • Minimum 3 years of professional relevant experience in research, analysis and writing, including in producing similar reports in English (30%);
  • Demonstrated understanding of current international development issues (30%)
  • Familiarity with the UN system and development agenda (10%).

Language:

  • Excellent command of English (oral and written), with knowledge of another UN language/s an asset.

Evaluation Method:

  • Cumulative Analysis - Technical assessment will account for 70% and the financial quote will account for 30% of the total evaluation score.
